D-TPFDTITI0 The word "gas" as used in this ordinanc shall be construed to mean natural gas, manufactured gas, hydrocarbon gas or any mixture of g a sses produced, trans mfitted, distributed or furnished by any gas utility or agency, except liquified petroleum gas as defined and regulated under Charter 39, Idaho Session Laws of 1945. The term "gas installations" as used in this ordinance shall. be construed to mean the installation of all facilities for producing, transmitting and distributing gas and all accessory equipment, appurtenances and appliances necessary for the control and utilization of gas. Section 2. That Section 8 of the American Standard Code for Pressure Piping, designated as ASA 831-1-8 - 1955 (Second Edition), of the American Standards Association for Gas Transmission and Distribution Pi Systems, iihich shall hereafter be designated as ASA 831-1.8 - 19552, being, a code or a set of rules and reg ulations in ordinance form, regulating the construction and ::maintenance -of transmission lines for gas to be used in buildings and struc- tures, and related to t). construction of buildings, and the said ASA 331.1.8 - 1.955 being of general and Dermanent character nrinted in book form, as shown by three (3) coni.eLi thereof now in file in the office of the City Clerk of the City of Caldwell, is hereby ratified and adopted, (excey as altered or ame=nded by Rules 3 and 4, Section II, Idaho Public Utilities Order v, 98, as shovm in Section 3 hereof), as part of this ord regulating such construction and maintenance of such gas line and systein in the City of Caldwell. I I Section 3. Tnat General Order No. 98 of the Idaho Public Utili- 2 ties Commission is hereby followed as nearly as practicable as part of the or- 3 dinances of the City of Caldwell relating to the installation and maintenance of 4 gas transmission pipe lines, the said general order being followed, with altera- 5 tions pertaining to the City of Caldwell as follows: 6 SUBSECTION 1 7 RUIL 1. Liquified Petroleum Installations: 8 Plans for installation of such facilities as the total or partial supply of a pined utility system, subject to the jurisdiction of the 9 Idaho Public Utilities Commission, must bear the approval of the Commssion -2- 0` 11E 2. These installations shall be made and operated in conformity with 12 the applicable portions of the Liquified Petroleum Gas Code of the National Board of Pipe Unden 85 John Street, New York,, 13 New York, as revised: 14 In the interest of safety, it is required that those employed in pgN the operation of such plants understand the properties of these gases, 15 and that they be thoroughly trained in safe practices for handling, distribution and operations. - 16 SUBSELTION II 17 CONSTRUCTION, OPFIRATION A10 1aBMEYPff1'Ci-; OF FACILITLES 18 FOR THANSHISSION AND DISTT OF GAS 19 RU_ LE 20 The applicable portions of the A811 B31-1.8 - 1955 2 , adopted by Section 2 hereof, with exceptions and conditions as noted below, 21 shall constitute the minimum standard applying to the construction of gas transmission and distribution systems. 22 1XCMITIONS: 23 in place of Item 845.51 the following shall be substituted: 24 If the maximum actual operating pressure of the distribution 25 system is between 2 psig and 60 psig a service regulator having the characteristics listed below shall be used: 26 27� (a) A pressure regulator capable of reducing distribution line pressure (pounds per square inch) to pressures recommended 281 for household appliance (inches of water column). 2 9 (b) Single port valve with orifice diameter no greater than 'by that recommended the manufacturer for the maximum gas pressure so at the regular inlet. -2- 1 (c) The valve seat shall be made of resilient material designed to withstand abrasion of the gas, impurities in gas, cutting; by the 2 valve, and to resist permanent deformation when it is pressed against the value port. 3 (d) Pipe connections to the regulator shall not exceed 2 inches 4 in diameter. 5 (e) The regulator must be of a type that is capable under normal operating; conditions of regulating the downstream pressure �aithin the 6 necessary limits of accuracy and of Limiting the build -up of pressure under no -flow conditions to 50% or less of the discharge pressure 7 maintained under flow conditions. 8 (f) A self - contained service regulator with no external static or control lines. s 0 oil t7 9 (g) Suitable protective devices shall be installed to prevent 10 accidental overpressuring of the customer's appliances should the service regulator fail. Some of the suitable types of protective 11 devices to prevent overpressuring of customer's appliances are: 12 (1) A monitoring regulator 13 (2) A relief valve 14 (3) An automatic shut -off device 15 These devices may be installed as an integral part of the serv:i.c regulator or as a separate unit, and shall be capable of limiting the 16 pressure on the consumers lines to such pressures as are allowable for low pressure distribution systems as defined by 845•43• 17 Item 845.52 not applicable. 18 CONDITIONS 19 Item 561 It shall be interpreted that odorant shall be added 20 where gas does not naturally possess a distinctive odor to the ex- tent that its presence in the atmosphere is readily detectable at 21 gas concentrations over 20 percent of the concentration at the lower limit of combustibility. 22 MULE 4. In addition to the plans and records as required in compliance 24 with rule 3 above, the following shall also be kept: 25 (a) A suitable map or maps shall be kept on file in the gas company's office in the City of Caldwell, or adjacent territory so 26 as to be convenient for inspection by the City of Caldwell, which maps shall at all tines show the size, character, location and date 27 of installation of each street main, district regulator, street 28 value and drip, and when practicable, each service connection in the corresponding territory served. In lieu of showing service locations 29 on maps, a card report or other suitable means may be used. 30 SUBS1;C' ION III 31 INSTALLATIONS ON CUM P ISES .49.1 Pule L (Note: Rule 5 not adopted as part of this ordinance) M W Rule 6. The gas company shall inspect the customer's installation prior to the connection of a meter to ascertain that such in— stallation conforms to the provisions contained in Rule 5 of the Idaho Public Utilities Commission and to the Ordinances of the City of Caldwell. If the installation on the customer's premises does not meet the requirements, the Company shall refuse to connect the meter and shall advise the customer in writing the reasons for such refusal. SECTION IV Note: Rules 7 to 19 relate to powers solely in the Public Utilities Commission and are not adopted as part of this ordinance. oi ,s M ma 1 9 � c 11 12 13 14 15 1F 17 Section A. The installation, construction and maintenance of such gas distribution and transmission lines being for the purpose of connections to buildings, the enforcement of all ordinances relating thereto is hereby placed within the Building Department of the City of Caldwell. The excavation for such lines, opening of streets and alleys, reconstruction of streets and alleys, and matters appurtenant thereto, shall be under the jurisdiction of the Engineering Department of the City of Caldwell. la Section 5 . All ordinances or parts of ordinances of the City of 19 Caldwell in conflict herewith shall be, and the same are hereby repealed. 20 Section 6 . The ordinance shall take effect upon its passage, 211 approval and publication.
