No person shall engage in the business of handling, storing, transporting and/or installing compressed or liquified gases, except acetylene, within the limits of the City of Cal6nell, Idaho, and/or of equipment used in connection there- w ith, sithout first wecarin6 a license Zroar one City Clark- ouch license shall be an annual license and shall be renewed annually as of date the 1st day of January of each year, and annually there-. after and shall be issued by the City Clerk upon application by sun of j25.00. Section 2, Ao person and/or licensee shall make any -1- L _j of $2.00 shall be paid by the applicant for each such permit. In the case of installations of less than 150 gallons, any such in- staller shall file with the Fire Chief a written notification of the date and location thereof. 6ection 3. All containers for compressed or liquified gases shall have a shell or head thickness of at least 3/16th inch and shall bear a marking indicating that they have been suitably tested.. No storage container shall be located under or inside any building, or upon any roof of any buildin-, except that containers used for welding, flame cutting or other industrial applications and conforming to Interstate Commerce Commission re- gulations may be located inside buildings where used. No readily ignitable material shall be permitted within 10 feet of any con- tainer. All containers shall be located outside buildings and shall be well removed from all openings whereby escaping gas may enter or accumulate within the building. Containers above ground shall be properly supported with anchorage wn1ch will permit thermal expansion. All containers 'buried underground shall be so placed that the top of the container is below the established frost line and in no case less than two feet below the surface. Containers once installed underground shall not be reinstalled above ground or under 8round unless they successfully withstand a hydrosstatic test or retest of one and one-half times design working pressure, and show no evidence of detrimental corrosion. All containers shall be marked with the design working pressure In pounds per square inch and no material of greater vapor pressure at 100 F. than the design working pressure shall be placed or kept therein. Section 4. All valves, regulating gauges and other acces- sories, equipment shall be - orotected against tampering and mechanical damage in an approved manner; all connections to containers, except M 0 • gauge connections and safety relief connections, shall be provided vyith approved shut-off valves close to the container. Approved gauging devices shall be used on all storage containers other than cylinders and drums. Section b. All piping connections shall be of wrought iron, steel, brass, copper, pipe or approved seamless copper, brass or other non-ferrous tubing and shall be suitable for conveying gas or liquid for a safe working pressure of 125 pounds and shall be tested and proven free from leaks at not less than normal working pressure. all joints in wrought iron or steel piping shall be of welded construction, or shall be made with fitting capable of with- C, standing a pressure of at least 125 pounds per square inch. Cast ironfittings shall not be used. Joints on brass or copper pipe, or seamless copper, brass or other non-ferrous metals or tubing be by means of approved fittings. At points where piping passes through outside walls below ground level suitable provisions shall be made to insure substantial imas ti7htness. 'Underground piping shall be 'buried belov tne frost line. Section 6. It shall be the duty of the Fire Chief to enforce the provisions of this ordinance, and to make inspections for the purpose of compelling compliance thenwith. Any and all persons who shall violate any of the provisions of this ordinance or shall fail to comply with any order or regulation made there- under, or who shall build in violation of any detailed statement of plans and specifications submitted and approved thereunder, shall severally for each and every such violation and non-compliance res- pectively, forfeit and pay a penalty not to exceed 4�25.00. The imposition of one penalty for any violation shall not excuse the violation, or permit it to continue; and all such persons shall be required by said Fire Chief to correct or remedy such violations or defects within a reasonable time, and failing so to do for ten days M shall constitute another separate offense, subjecting such person or persons to another penalty of p25.00, and in addition to the revocation of the license - ,orovLCed in :section 2 of this Ordinance. - L'urtn4�rraorc, tne application of any such penalty sLa-Ll not be yield co prevent tree eni"orced reL-oval of prohibited conditions. Section 7. All ordinances or parts of ordinances in con- flict herewith are hereby repealed. Section 8. This Ordinance ski-ail be in force and take effect from and of its passage, approval and publication. PASSED By the Council this 3rd day of E'larch, 1947.
