No. 12 AN ORDINI ?NCE TO - AMEND SECTIONS 9, 12, 16, 36, and 66 OF' ORDINANCE NO. 287 PROVIDING SPECIFICATIONS FOR CONSTRUCTION OF CONCRETE: BUILDINGS, SPECIFICATIONS FOR CONSTRUCTION OF STAIR AND ELEVATOR SHAFTS IN CERT.-�IN BUILDINGS, SPECIFICATIONS FOR ROOF COVERINGS AND ELIt:ZINI^ING THFs PROVISION THAT CERTAIN PRIV TE' GARAGES JITHIN 15 FEET OF ANY OTHER BUILDING BE BUILT 9ITH INC011BUSTIBLE i1;ATERIAL AND AMLENDING SECTION 66 TO PROVIDE THE DUTI B OF THE BUILDING INSPECTOR AND CHIEF OF THU FIRE DEPART1& - NT IN ENFORCING THE BUILD- ING ORDINANCES. Be it ordained, by the Mayor and Council of the city of Caldwell, Idaho: Section 1. That Section 9 of Ordinance No. 287 be a d the same is hereby amended to read as follows: Section 9. CONCRETE CONSTRUCTION- Concrete for reinforced concrete construction shall consist of wet mixture of one part of Portland cement to not.more than five parts of aggregate, fine and coarse, in such proportions as to produce the greatest density. The quality of the materials, the design and the construction shall be in accordance with the best engineering practice. Section 2. That Section 12 of Ordinance No. 287 be and the same is hereby amended to read as follows: Section 12. STAIRWAYS AND ELE ThTOR SHAFTS-e In all buildings hereafter erected, which are used above the first floor for business purposes or public assemblage, or for er_y other purpose • ;. if over two stories high, except private dwellings, the stair shafts shall be separately and entirely enclosed by incombustible material. Elevator shafts in all buildings hereafter erected shall be enclosed in the same manner. The partitions shall be constructed of brick or other fire resistive material approved by the Building Inspector. No such holloq partitions shall be less than six inches thick, no brick partition less than ei 'ht inches thick cn other solid_ partition_ less than four inches thick. -1- 2 as herein stated.,' the stairs, elevator, or hoistway shafts added to all existing buildings over t stories high of the . class described in this section, shall be separately enclosed by incombustible - partitions as above specified; or the shafts may be enclosed by approved hollow or solid partition blocks not less than three inches thick, or by four inch stud partitions, covered on each side with not less than three-fourths inch of cement plaster on metal lath, or by tuo inches Solid -metal lath and cement Plaster partitions. The metal frame work of such partitions shall be securely fastened to both floor and. ceiling. -all lath used- for sueo partitions shall be of -alvarized steel, wei;bin not less than fifty-four ounces per sq. yd. `;Tire lath shall be not less than No. 20 rrua-e and sheet metal lath not less than 24 gua•e. All such partitions erected in existir bulldinrs shall be fire stopped uiith incombustible material the full depth of the floor beams at such. floor level. All door opaninZ in stair and elevator shafts enclosed shall be protected by fire doors mounted Kith , iron or steel hard- ware and shall be securely attached to the rall or partition, or to substantial incombustible frames thereto. If glass pannels be used in such doors, they shall be of wired glass not to enceed 720 sq. in. in area. Interior shaft Ninclo. shall not be permitted. Door openings into stairway shafts shall swing in the direction of the exit travel, shall be self closinn-, and. shall be at least 36 inches wide. The enclosure ifiralls for all elevator shafts shall extend at least three feet above the roof, and at least three-fourths of the area shall be covered by a skylight as specified in Section 13. If in the opinion of the Building Inspectbr, it is necessary to preserve an open elevator or hoistway in existing buildings, the floor openin-s through ohich they pass shall be equipped with auto- matically closing- trap doors not less than one and one half inches thick, made of tvvo thicknesses of matched boards, covered on the under side with tin. Trap doors .,There closed shall extend beyond the openings on all sides. Such trap doors shall be protected by a substantial guard or gate, which shall be kept closed at all times , , , Then in actual use. -2- Section 3. That Section 16 Of Ordinance No. 287 be and the same is hereby amended to read as follows: Section 16. Roof coverings in every buildin- hereafter erected within the fire limits sha have an incombustible roof covering and no existing wood formed roof other than for residential property, if damaged more than twenty -five percent, shall be renewed or repaired with other than incombustible roof covering. Section 4. That Section 36 of Ordinance No. 287 be and the same is hereby amended to read'as folloififs: Section 36. PUBLIC OR C01DV1LRCD1L GARAGE A AUTOKTOBILE SHOP. By the term "Public or commercial garage", is meant a building or that Portion of a buildin- wherein are kept more - - - - than three automobiles or motor cars charged Yfith or containing a volatile inflammable liquid for fuel or power. By the term, "Automobile repair shop" is meant a building or portion of a building where a business is made of re- pairing automobiles. '; ^here any portion of a building is used for a garage or auto- mobile repair sh6p, the garage or automobile repair shop shall be deemed to embrace all the building not separated from the garage proper by standard fire walls. All openings in such walls shall be protected on. both sides by standard fire doors, constantly closed except when necessarily temporarily opened for passage. Section 5. That Section 66 of Ordinance No. 287 be and the same is hereby amended to read as follows: Section 66. DUTIES OF LZFORCING OFFICERS- The Chief of the Fire Department and the Building Inspector are hereby authorized, directed and empowered as follows; The Building Inspector is empower and directed to enforce all ordinances relating to the construction, equipment, management and condition of all Property within the city. (2). The Building Inspector Is empoi�vered and directed to supervise the construction or reconstruction of all buildings and in all matters not specifically covered by city Ordinance, he shall base his recommendations on commonly reco authorities or- buildinF, construction. The Chief of the Fire Department is empoxered and directed- to enforce all ordinances or parts thereof pertainiri to the story -e of crude petroleum or products of petroleuy.rL hydrocarbon liquids and all orOinances or parts of ordinances pertaining° to fire hazards or fire preventions. He is authorized, empowered and clirected to report monthly to the Mayor and Cit Council rewarding the condition of the city on all matters pertaininS to fire prevention. J s ection 6. That all ordinances and parte of ordinances in conflict with this ordinance are hereby repealed. Section 7.
