AN ORDINANCE TO PROVIDE FOR THE LICENSING OF PLUMBERS

Be it ordained by the Mayor and Council of the city of
Caldwell, Idaho:
Section 1. LICENSE AND BOND OF PLUMBERS- No person, except
when under the directions of a master plumber, as hereinafter defined,
or under a special contract with the city, shall be allowed to lay,
place or fix any pipe, trap, fixture or other plumbing arrangements
„within the limits of the City of Caldwell, until he shall have obtained
a license from the City.Council to act as a licensed plumber, and paid
unto the City Treasurer $25.00 yearly therefor, and entered into a bond
to the City in the sum of one thousand (yp1,000.00) dollars, with two
sufficient securities, to be approved by the Mayor; and said license
shall be good for one year, unless revoked by the City Council; and
provided further that no license issued under the provisions of this
ordinance shall be for a less time than one year, and said license shall
be dated either January 1st, or July 1st, of such year. Said bond shall
secure the City against any damages that may arise through carelessness,
neglect or the violation of any ordinance or for any penalties that may
be imposed upon said plumber during the period of said license.
Section 2. MW IINATION FIND REGISTRATION OF PLUMBERS- All
master plumbers wishing to do plumbing business in the City of Caldwell,
shall pass an examination by the Board of Examiners, and if approved
by them shall register at the office of the Plumbing Inspector.

Then two or more persons -are engaged in the plumbing; business
as co- partners, or a corporation, registration shall be in the name
of the firm, co- partnership, and any member of the firm, co- partnership,
or corporation_ may pass the examination and qualify for said firm, co-
partnership or corporation. All members, firms, or corporations apply-
ing for a registration must file with the Plumbin, Inspector a certifi-
cate of - the Boa#gd of Examiners approving their qualifications to
conduct a pllunbincv business, and must have a permanent place of business
in the corporate limits of the ci t r of Cald , ,fell, Idaho, before they be
allol7ed to re, inter.

business until they have qualified and_ been registered as plumbers
with the Plumbing Inspector.
Section_ 4. BO.;RD OF E MUEN_aRS- The Board of Examiners shall
consist of four members t;rho shell serve Tithout pay, as follows:
The city en-ir_eer, the plumbing inspector, and two licensed plumbers;
the last tjo whom the 'Mayor shall normnate, and by knd with the advice
and consent of the City Council shall appoint. The city engineer shall
be the ex- officio chairman of the Board of Examiners. They shall ex-
amine all applicants to ascertain their qualifications, theoretically
and practically to construct and supervise pluabinv : and shall
issue a certificate si;ned by the chairman of the Board of Examiners,
and the Plumbing• Inspector to each a pplicant passing a satisfactory
examination. The chairman, and in! his absence or failure to act, three
members of the Board of E�;aminers rnavr order meetings for the purpose
of makin; said examination.
Section 5. LICENSZ , iND REGIST'NRLD PLU jIBEPS ONLY TO INSTALL
PLU11BING- It shall be unla,aful for any person other than a duly
licensed and registered plumber to do plumbing work in the city of
Caldwell except under the direct supervision of a licensed plumber,
or to uncover, disconnect, remove or repair any fixtures, pipes or

lines of sewer, and_ any person violatinc any of the provisions of this
ordinance shall be 3 of a misdemeanor, and upon conviction thereof
shall be fined in any sum not exceed:in_p one hundred (, dollars,
and a failure to comply with the terms and provisions of this ordinance
after conviction for one offtnse, shall be deemed a new off(bnse for
each day thereafter, and subject the person so offending, to like fine
and penalty. Any plumber or other person or persons who have had
notice from the Plujabint Inspector, or ffho have been found 3uilty of
having, violated the plumbing ordinance by usin- materials not in
accordance a✓ith such ordinances, shall remove the same from the build-
ing in which they have been placed within ten days of said notice of
conviction.
Section 6. -All Ordinances and parts of ordinances in conflict
✓ith this ordinance are hereby repealed.
Section 7. This ordinance will be in.full force and effect from
and after its passa3e and approval and publication in book form as
provided in Ordinance No. 591.
