The inside edge of a vertical sign shall not sxtnd over two (2) feet from the building line and the outside edge shall not extend beyond nine (9) feet beyond the building .r, .,. line- of.nthe building 'to which,such signs are fastened, and the said line extended at corners; the total area of a verti- cal sign extending nine (9) feet from a building line shall, not exceed one hundred fifty (150) square Peet, which area may be increased at the rate of.five per cent for each inch such sign is less than the maximum distance, permitted from the building line. The height of a vertical sign shall be limited only by the safe hanging possible on the building and shall clear the sidewalk by not less than twelve (12) feet. SECTION VII; Construction All signs erected under and by authority of this ordinance shall comply with the following requirements: The materiel of which such signs are constructed shall be'rendered thoroughly waterproof and shall be constructed over angle iron reinforc- ing with galvanized iron of not less than No. 28 United States sheet metal gauge; and painted with at least three coats of anti- corrosive paint or otherwise protected from corrosion, the sign shall be provided with drainage holes'at the bottom of R each section or apartment, all signs must be submitted for in- spection and approval before a permit will be issued for their installation. SECTION VIII: Electric Wiring The electric wiring for all signs shall be run in rigid conduit from the interior of the sign to which the conduit shall be permanently grounded and continue to the raisin service Page 4. cabinet. All conduit extending beyond the inside wall of a building or structure shall be galvanized together with all fittings used in connection therewith. Sockets and receptacles for sign and outline lighting shall be of the keyless porcelain or moulded composition so designed as to afford permanent and reliable means to prevent turning, terminals of receptacles shall be kept at least one - half ( inch from any metal, minature receptacles shall not be employed for outdoor work. Vfires shall be soldered to terminals of receptacles, "Federal" bushing shall be used where interior of sign wiring; passes through partitions of the sign, and such inside wires shall be neatly and securely run and fastened so as to be mechanically secure. Switches controlling sign or outline wiring shall be externally operable; each sign shall be provided with a switch which will open all ungrounded wires; when signs are not within sight of the switch, the switch shall be of the locking type; no individual sign or outline circuit shall be loaded in excess of 1320 watts and no sign or outline lighting final fuse pro- tection shall be in excess of fifteen (15) amperes. Page 5. SECTION IX. Si,n Flashers. -- No sign flasher, transformer or other mechanical or electrical device used in connection with sign or outline wiring, shall be permitted to operate if such device interferes with radio reception; if such device cannot be silenced with con - densors or otherwise, they shall be disconnected. SECTION X. Supporting Chains and Cables. -- Signs extending over.the alley, street or sidewalk shall have at least one overhead attachment to the building or mast, such chain or cable to be fastened on the inside of the wall, if such wall i& of masonry and. twelve (12) or more inches in thickness, in such case an eyebolt shall be used of not less than one -half () inch in diameter with plate and double nut on the inside of the wall, such plate to be not less than one - fourth (4) inch and twenty -four (24) square inches in area, the couple nut after tightening to be riveted securely. The eye- bolt and plate shall be increased in size or number in proportion as the weight of the sign is increased, all overhead and side guys shall be provided with galvanised turnbuckles. SECTION XI. Fire Escape Construction. -- Signs shall not obstruct or be attached to any part of the fire escape, and where a sign is hung near a fire escape the distance therefrom shall be as approved by the chief of the fire department. Page 6. SLCTION XII. Applications for Permits. Any person, firm, association, partnership, or corporation which desires to erect any sign or sign post of any design or description on or over any sidewalk, street, or alley in Caldwell, or which may project from or be painted on any build- ing within said City shall first secure a permit therefor, and shall first make application for said permit to the building inspector of Caldwell upon application forms furnished by said building inspector, which application shall give location, area, weight, claps of sign, owner of building or occupant, or owner of sign, and such other information required by the building inspector for the purpose of carrying out the intent of this Ordinance. The application shall be accompanied by a fee of five cents (5�) per square foot, measured on one side, for all electric signs, but no such fee shall be less than One and 50 /100ths Dollars, nor more than Five Dollars for said permit. It shall be the duty of the building inspector to keep a permit record of all permits issued under the provisions of this Ordinance. Page 7. SECTION XIII. Examination by Building Inspector. It shall be the duty of the building inspector to examine such signs, hanging rig and building where such sign is to be located and, if in his opinion, such sign conforms to this Ordinance and if such sign can be safely exec Led, a permit shall be granted. SECTION XIV. Annual Safjt Z Inspection. -- It shall be the duty of the building inspector to in- spect all projecting signs suspended over the sidewalk, street or alleys at least once a year and to determine their safe condition, reporting to the owner of the building and owner of the sign any defect or unsafe conditions that exist. In the event any owner of a building from which such sign is suspended or the owner of such sign fails, neglects or defuses to correct such unsafe condition within ten (10) days of such notice, it shall be the duty of the building inspector to remove such - un- safe sign from the building, in which case the cost of such removal shall be paid to the building inspector. In the event the owner of the building or the owner 6f the sign fails to so reimburse the City of Caldwell for such cost incurred, then such cost shall be assessed against the property and collected, the same as special improvement taxes. SECTION XV. Penalty. __ Any person violating any of the provisions of this Ordinance shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine not to exceed One Hundred Dollars (100.00). SECTION XVI. All Ordinances and parts of Ordinances in conflict with Page 8. this Ordinance are hereby repealed.
