ORDINANCE NO. 2828
AN ORDINANCE ENACTED BY THE CALDWELL CITY COUNCIL DELETING CHAPTER 5, ARTICLE 7 IN
ITS ENTIRETY AND REPLACING IT WITH A NEW CHAPTER 5, ARTICLE 7 OF THE CALDWELL CITY
CODE CONCERNING STREET NAMING AND ADDRESS NUMBERING; REPLACING SECTION 12 -01 -09
WITH A NEW SECTION 12- 01 -09; PROVIDING FOR AN EFFECTIVE DATE; PROVIDING FOR
SEVERABILITY; AND REPEALING ALL ORDINANCES, RESOLUTIONS, ORDERS, AND PARTS THEREOF
IN CONFLICT HEREWITH.
BE IT ORDAINED by the Mayor and Council of the City of Caldwell, County of Canyon, State of Idaho:
Section 1. Chapter 5, Article 7, regarding Street Naming and Address Numbering Ordinance, shall be deleted in
its entirety.
Section 2. Chapter 5, Article 7, regarding the Street Naming and Address Numbering Ordinance, shall be
replaced as follows:
Section 05- 07 -01: Short Title, Purpose and Applicability: This Article shall be known as the City of
Caldwell Uniform Street Name and Address Number Ordinance and is adopted for the purpose of providing
uniform street name and address number grid systems, and for proper administration and enforcement of these
systems. This Article shall apply to all lands within the City of Caldwell and its Impact Area.
Section 05- 07 -02: Definitions:
Address Committee: Group of city employees designated to handle complex addressing questions and
decisions and is made up of the following individuals: the GIS analyst responsible for
addressing, the mapping supervisor, the fire marshal, the fire plans examiner as defined
herein, and the senior planner.
City: City of Caldwell, Idaho
City Engineer: The city engineer of the City of Caldwell
Commission: The City of Caldwell Planning and Zoning Commission
Common Driveway: Private driveway shared by residents or users of more than one lot. Owned and
maintained by private individuals or entities and not by governmental entities.
Council: The City of Caldwell City Council
County: Canyon County, Idaho
Cul -de -sac: A street connecting to another street at one end only, provided with a permanent
circular turnaround space at its terminus. (See Chapter 11, Subdivision Ordinance, for
further definitions of types of streets.)
Fire Plans Examiner: Reviewer of subdivision plats, site plans and building permits to ensure compliance with
international fire code and city fire code.
Official
Address Grid System: Streets within the City and the City's Impact Area with the official address numbering
grid system and address number ranges.

Official Street Name
List: The list containing the official street names within the incorporated areas of the City and
the Impact Area of the City and should also contain the official street names within
Canyon County and all incorporated and unincorporated areas within Canyon County.
Plat or Site Plan: A subdivision plat, mobile home park plan, planned unit development or recreational
vehicle park plan.
Private Street: An access roadway which provides both access and street frontage for individual lots.
Private streets are owned and maintained by private individuals or entities and not by
governmental entities.
Public Street: A street which provides street frontage and vehicular and pedestrian access to adjacent
properties and is maintained by a government entity. Its designation may include the
following terms: avenue, boulevard, circle, court, drive, loop, place, road, street, and /or
way.
Shall: "Shall" means that the requirement is mandatory.
Street: Public or private street.
Section 05- 07 -03: Approvals Required:
(1) Before any common driveway, private street or public street is named within the incorporated areas
of the City, there shall be obtained from the fire plans examiner approval for the name using the
provisions contained within this Article and the Official Street Name List.
(2) Before any address numbers are posted on any street, building or sign within either the
incorporated areas of the City or the City's Impact Area, there shall be obtained from the City
Mapping Department assignment and /or approval of the street address using the Official Address
Grid System and the provisions contained within this Article.
(3) The Official Address Grid System is maintained in and by the office of the City Mapping
Department.
Section 05- 07 -04: Designation of Street Names:
(1) All new private and public street names and common driveway names shall be established in
accordance with the standards set forth in this Article, and said names, upon recordation of a final
plat and /or upon address assignment by the City Mapping Department, shall become part of said
Official Street Name List.
(2) The following rules and regulations shall be used in determining and approving private and public
street names and common driveway names:
A. Duplication of Names Prohibited: There shall be no duplication of private or public street names
or common driveway names by name, sound, sound -alike or spelling with any other existing or
proposed names within the City and /or within the Impact Area and /or within any area within
Canyon County boundaries. Except as approved by the fire plans examiner, there should
generally be no rhyming of said names with any other existing or proposed names within the
City and /or within the Impact Area and /or within any area within Canyon County boundaries.
Differentiation shall not be by the addition of any suffixes, such as "street ", "avenue ", etc.
B. Names of private or public streets or common driveways shall not duplicate any subdivision
name anywhere within the city, the city's impact area or the county; except that a private or
public street or common driveway within a specific subdivision may duplicate the name of the
specific subdivision in which it exists.
C. Words that are difficult to spell or pronounce, as determined by the fire plans examiner, are
prohibited from being used as private or public street names or common driveway names.
D. Proposed names for future private and /or public streets and /or common driveways shall be
submitted to the fire plans examiner for approval, subject to all provisions of this Article.

E. Where a proposed private or public street is in the same general alignment as an existing
private or public street or is a continuation of said existing street, the name of the said existing
street shall be maintained for both the existing and the proposed new portion with the
appropriate and correct suffix designation, as determined in accordance with the provisions
herein, assigned to the proposed portion.
F. Where a proposed private or public street connects two (2) differently named private or public
streets located on the same alignment, the applicant shall choose which of the two adjoining,
existing street names to use for the new portion of connecting street.
G. Generally, cul -de -sacs with six (6) or fewer lots should carry the same street name and suffix as
the main street from which the cul -de -sac originates. Cul -de -sacs with seven (7) or more lots
should be given their own street name and appropriate suffix.
H. Cul -de -sacs that are on the same alignment as an existing or proposed street should carry the
same name and suffix as the street. If not on the same alignment, they should be assigned a
different name with an appropriate suffix.
I. A proposed street which aligns with an existing street shall carry the same street name, but with
the correct street suffix designation for the proposed street even though the existing street suffix
designation may be incorrect. The existing incorrect street suffix designation for the existing
street may continue.
J. The determination as to whether or not a street is meandering shall be made by the fire plans
examiner and such meandering street should be assigned the appropriate street suffix
designation of either "way" or "drive" in accordance with the provisions herein with the caveat
that if a street originates with a suffix that suffix should remain for the entire length of the street,
both existing and proposed.
K. Both portions of an L- shaped street should carry the same name if either leg is approximately
one hundred feet (100') or less in length, otherwise, the L- shaped streets should carry two (2)
names.
L. Directional prefixes of "north ", "south ", "east ", and "west" should generally not be used in the
naming of new streets and shall not be used as a differentiation between new street names.
M. If the fire plans examiner determines that a street makes a very obvious change in direction, a
new street name shall be assigned, except as herein provided, at a point that shall be
determined by the fire plans examiner.
N. Street names, not including suffixes, shall not exceed, in length, a total of fifteen (15) letters and
spaces combined. All street names shall conform to this limitation except where existing names
are to be continued due to alignments as specified herein.
(3) The following suffixes shall be used in designating street names and common driveway names
within City limits:
A. Avenue: A north -south street generally running in a straight line which provides vehicular and
pedestrian access to adjacent properties.
B. Boulevard: A street which is eighty feet (80') wide or greater and provides vehicular and /or
pedestrian access to adjacent properties and which should be separated by a raised median
strip, landscaped or not.
C. Circle or Loop: Short streets which return to themselves or begin and end in the same street.
D. Court: An east -west cul -de -sac connecting to an avenue or way at one end only which provides
vehicular and /or pedestrian access to adjacent properties.
E. Drive: A street generally meandering in an east -west direction, which provides vehicular and /or
pedestrian access to adjacent properties.
F. Lane: A private street not dedicated to or maintained by the City. Its acceptance shall be based
on approval by the City.
G. Loop or Circle: Short streets which return to themselves or begin and end in the same street.
H. Place: A north -south cul -de -sac connecting to a drive or street at one end only which provides
vehicular and /or pedestrian access to adjacent properties.
I. Road: A designated street which extends through both urban and rural areas which provides
vehicular and /or pedestrian access to adjacent properties.
J. Street: An east -west street generally running in a straight line which provides vehicular and /or
pedestrian access to adjacent properties.

K. Way: A street generally meandering in a north -south direction, which provides vehicular and /or
pedestrian access to adjacent properties.
L. The use of the term "road" or "boulevard" shall be determined and approved by the City
Engineer and shall be based upon the function and improvements of such streets.
Section 05- 07 -05: Private Streets and Common Driveways Within City Limits:
(1) Naming of private streets and common driveways shall comply with the provisions of this Article.
(2) Required private street and common driveway signs shall not be installed, owned or maintained
by the City, but rather shall be installed, maintained and replaced by the private individuals or
entities who use said private streets and common driveways. The administrative citation
process, as outlined in Section 10 -03 -13 of city code, shall be utilized to address failure to
maintain or replace required private street and common driveway signs.
(3) Private street and common driveway signs shall conform to the standards of subsection 05 -07-
07 of this Article.
(4) In instances of platting, required private street and /or common driveway signs shall be installed
to City specifications prior to submittal of a final plat application. In all other instances, such
signs shall be installed prior to issuance of a temporary certificate of occupancy.
(5) Common driveways shall be given a name, in accordance with the provisions contained herein,
when said common driveways serve three (3) or more buildable lots or three (3) or more
residential buildings. If and when a common driveway becomes named, the street number
assignment for the structures utilizing the common driveway will change in accordance with the
provisions herein and the Official Address Grid System.
Section 05- 07 -06: Subdivisions and /or Planned Unit Developments:
(1) Proposed street and common driveway names shall be shown on all preliminary plats and planned
unit developments when applications are submitted initially to the Planning and Zoning Department.
The fire plans examiner, upon review of the plat or development, shall review proposed street and
common driveway names for compliance with the provisions as set forth in this Article.
A. Any necessary revisions, as per the provisions contained herein, shall be made prior to final
approval of the preliminary plat or planned unit development.
B. The fire plans examiner shall reserve placement of approved names on the Official Street
Names List. Official placement doesn't take place until a final plat is recorded and /or a street
address number assignment is made.
(2) Approved street and common driveway names shall be shown on all construction drawings initially
submitted to the Engineering Department and on all final plats when final plat applications are
initially submitted to the Planning and Zoning Department.
(3) All half streets, partial streets, private streets, public streets and common driveways shall be named
in accordance with the provisions of this Article.
(4) Installation of all required street signs and /or common driveway signs, with appropriate names and
suffixes thereon, all in accordance with the provisions of this Article, shall be required prior to
acceptance of any final plat application and prior to issuance of any temporary or permanent
certificates of occupancy.
(5) Prior to any construction taking place on a subdivision or planned unit development site, temporary
street signage (and addresses if applicable) shall be installed and maintained for the duration of the
construction until replaced with permanent street signage and posted address numbers, such that
all street names and any assigned addresses under construction shall be visibly available at all
times for emergency services purposes.

Section 05- 07 -07: Street Sign Regulations:
(1) All street name /common driveway signs shall be located in such a manner as to be clearly visible to
persons operating vehicles on the street or common driveway.
(2) All public street signs shall be green, all private street signs and common driveway signs shall be
blue and all lettering on all signs shall be white.
(3) All signs shall have the names lettered on both sides and shall be positioned so that the name is
visible from both directions of the street.
(4) It shall be the responsibility of the subdivider, developer, applicant, owner, individual and /or private
entity to initially purchase and install all required signs at each and every required location. Street
signs on public streets, once officially dedicated to and accepted by the City, shall be maintained by
the City. Street signs for private streets and common driveways shall be owned and maintained by
those individuals and /or private entities who utilize the private street or common driveway.
Section 05- 07 -08: Changes in Street Names:
(1) General Street Name Changes: Anyone may, at any time, propose a name change to a private or
public street name or common driveway name.
A. The following items shall be considered when reviewing a proposal for a name change:
1. Number of existing addresses on the street(s) in question
2. Length of time each street has used the existing name
3. Date of the original dedication of said street(s), if any
4. Each street's compliance with this Article
5. Any other factor pertinent to resolving similar pronunciation, spelling, rhyming,
sound or sound -alike issues
B. No name changes may take place unless and until the proposed names have been checked
against the Official Street Name List for duplication, spelling, rhyming, sound or sound- alikes,
and /or similar pronunciations to any existing names on said list.
C. Application shall be made to the Planning and Zoning Department for any proposed name
change. Said application shall be considered for approval by the City Council after a public
hearing using the notice and hearing process as outlined in Section 10 -03- 03(2).
D. All changes shall be made in such a manner as to create the least possible inconvenience to
affected residents and property owners.
E. Council shall establish the effective date of such a change; however, no change shall become
effective sooner than thirty (30) days following publication of the ordinance.
(2) Emergency Services or Mapping Street Name Changes: The fire marshal or the mapping department
may, at any time, make name changes or suffix changes to a private or public street name or common driveway
name for reasons of duplication, rhyming, similar pronunciation or spelling, consistency in addressing or for any
other reason relating to public safety or emergency services ease of use and understanding.
A. All changes shall be made in such a manner as to create the least possible inconvenience to
effected residents and property owners.
B. The city mapping department shall give official written notice at least ninety (90) days in
advance of the effective date of such change to property owners and those local agencies
affected by such changes.
Section 05- 07 -09: Street Address Numbering:
(1) All street and /or common driveway address numbers shall conform to the grid system shown on the
Official Address Grid System as filed and maintained by the City Mapping Department. The general
standards to be used in developing and maintaining the street address grid system are as follows:

A. Sixteen (16) grid blocks shall be assigned to each section and approximately three hundred
thirty feet (330') between grid lines shall be standard when establishing the grid system.
B. A standard of approximately twenty -five (25) numbers per grid is hereby established.
(2) All address numbers located within the city limits and within the city's impact area shall be assigned
by the city mapping department. No other person or organization, public or private, shall assign any
address number to any residence, business, industry, or other use.
(3) The following shall be used as a guide in assigning said address numbers by the city mapping
department:
A. Single- family residential dwellings and duplexes should generally be assigned individual single
address numbers. All other buildings and structures, including triplexes and other multi - family
dwellings, should generally be assigned only one address number with individual units or
spaces within the building being assigned individual suite or unit numbers in addition to the
single address number assigned to the building as a whole.
B. Numbers may be assigned to vacant lots within platted subdivisions and should generally be
assigned in such a manner that adequate numbers are reserved for possible future
development or resubdivisions of such land.
C. Preferably addresses should generally be assigned on the street upon which the structure
fronts, unless primary access to the building is from another street or unless the structure is
situated such that addressing off the frontage street would create confusion for emergency
services, in which case addresses should then be assigned on the street which provides
primary access.
D. All addresses located on the left -hand side of streets as the numbers increase from the
numbering grid shall be odd numbers. All addresses on the right -hand side of streets as the
numbers increase from the numbering grid starting point shall be even numbers. These
requirements may be varied in the case of meandering streets. When a street has been
determined to be running in predominantly one direction, the address number shall not be
changed if there is slight change in the street or lane direction.
E. Whereas there are several existing numbering grids in use in the City, all new addresses shall
be assigned using the grid determined by the city mapping department to be the best for the
new area.
F. Existing address numbers not in conformance with the Official Address Grid System may be
changed by the city mapping department, giving official written notice at least ninety (90) days in
advance of the effective date of such change to property owners and those local agencies
affected by such changes. Property owners and local agencies non - compliant with official
address changes shall be subject to the administrative citation process as outlined in Section
10 -03 -13 of city code.
(4) Sub - Addressing:
A. The numbering of units, spaces and suites shall take place by the mapping department and,
when consultation is needed, said department shall call upon the Addressing Committee.
Section 05- 07 -10: Placement and Posting of Addresses on Buildings and Signs:
All buildings within the city limits, whether occupied or not, and whether for residential or non - residential use,
shall have address numbers, and, when required, street names, posted as follows:
(1) Address numbers shall be placed on the front of all buildings, whether residential or non - residential.
If the street address is based upon a street other than the street upon which the building fronts, the
street name should also be posted on the building in addition to the numbers and the address
numbers and street name should also be posted on the street side of the building.
(2) All approved address numbers, building numbers and approved building identification (sub -
addresses) shall be placed in a position plainly legible and visible from the street fronting the
property. All posted numbers shall contrast distinctly with their background (light on dark or dark on
light).

(3) Address numbers, and where applicable words, shall be Arabic -style numerals or block -style
alphabet letters.
(4) All address numbers shall be a minimum of six (6) inches high with a minimum stroke width of 0.5
inches. All sizable complexes or facilities (such as shopping centers, industrial sites, apartment
complexes, etc.) shall have address numbers a minimum of twelve (12) inches high. Any building
located significantly back from the street it faces may be required to post proportionately larger -
sized numerals as deemed adequate to identify the structure. All sub - address numbers shall be a
minimum of four (4) inches high.
(5) Buildings or uses with permanent on- premise monument, post, pole or freestanding signage shall
place addresses on both sides of such signs in large numbers that are distinct and separate from
other messages on the sign.
(6) Required address and street name postings on all buildings shall take place prior to issuance of any
temporary or final certificate of occupancy. Occupied buildings that do not have required address
and street name postings shall be subject to the administrative citation process as outlined in
Section 10 -03 -13 of city code.
(7) Temporary street signage and temporary posting of the address number shall be in place on all
construction sites. Construction sites lacking the required temporary street signage and temporary
posting of the address number shall be subject to the administrative citation process as outlined in
Section 10 -03 -13 of city code.
Section 3. Section 12- 01 -09, Posting of Address numbers on all Occupied Buildings, shall be deleted in its
entirety and replaced with the following:
Section 12- 01 -09, Posting of Address Numbers on all Occupied Buildings:
(1) See Chapter 5, Article 7, Section 10 of City Code for regulations regarding placement and
posting of address numbers on all buildings, over and above what is required in the
International Building Code.
Section 4. All ordinances, resolutions, orders or parts thereof in conflict herewith are hereby repealed,
rescinded and annulled.
Section 5. This ordinance shall be in full force and in effect from and after its passage, approval and publication,
according to law.
Section 6. This ordinance is hereby declared to be severable. If any portion of this ordinance is declared invalid
by a court of competent jurisdiction, the remaining provisions shall continue in full force and effect and shall be
read to carry out the purposes of the ordinance before the declaration of partial invalidity.
