HomeMy WebLinkAboutORD 2667BILL No. 16 ORDINANCE No. 2667 AN ORDINANCE ENACTED BY THE CALDWELL CITY COUNCIL PURSUANT TO IDAHO CODE § 67 -6518 AMENDING "CITY OF CALDWELL SUPPLEMENTAL SPECIFICATIONS TO THE 2003 IDAHO STANDARDS FOR PUBLIC WORKS CONSTRUCTION" STANDARDS FOR PUBLIC AND PRIVATE DEVELOPMENT; PROVIDING FOR AN EFFECTIVE DATE; PROVIDING FOR SEVERABILITY; AND REPEALING ALL ORDINANCES, RESOLUTIONS, ORDERS AND PARTS THEREOF IN CONFLICT HEREWITH. WHEREAS, the City has adopted the 2003 Idaho Standards For Public Works Construction for application in public and private Development within the City; and WHEREAS, the City has adopted certain supplemental modifications to said standards pursuant to previously adopted Bill No. 6, Ordinance No. 2541; and WHEREAS, the City has adopted certain amendments to said supplemental modifications to said standards pursuant to previously adopted Bill No.48, Ordinance No. 2623; and WHEREAS, it is in the public interest to further amend said supplemental modifications to said standards: BE IT ORDAINED by the Mayor and City Council of the City of Caldwell, County of Canyon, State of Idaho: Section 1: That the CITY OF CALDWELL SUPPLEMENTAL SPECIFICATIONS TO THE 2003 IDAHO STANDARDS FOR PUBLIC WORKS CONSTRUCTION prepared in March 2003 and adopted as a legislative matter on or about March 1, 2004 by Bill No.6 Ordinance No. 2541, amended as a legislative matter on or about October 2, 2006 by Bill No.48 Ordinance No. 2623, is hereby further amended to provide, generally, as follows: FORWARD Amend paragraphs 2 through 4 to the following: These supplements to the Idaho Standards for Public Works Construction (ISPWC) are intended to accompany the full edition of the ISPWC -2003 and are not Wended as a stand -alone document. They are compiled here to wide. inform and assist engineering firms, developers, contractors and all other interested parties of the construction requirements to be used on public works types of projects for the City of Caldwell. i • These specifications and standard details shall periodically be revised, affd updated and adopted by Caldwell City Council Each such revision vAll be made and distfibuWd to listed heldem of deeufnef a will be aseempanied- identified by a replacement title page indicating the effective date of the revision. It shall be the responsibility of each holder or user of this document to incorporate all such revisions into his project contract and/or to verify that he has the latest revisions prior to performing any work covered by these specifications and standard drawings. Information concerning the latest revision may be obtained from the City of Caldwell Engineering Department. SECTION 401— WATER PIPE AND FITTINGS PART 2.1— PIPE AND FITTING SIZE TYPE AND STRENGTH, PAGE 3 Amend paragraph A to the following: A. Comply with pipe and fitting size, type and strength classification indicated in the Contract Documents. All materials shall be certified lead free SECTION 401 — WATER PIPE AND FIT_ TINGS, PART 2.9 — MECHANICAL RESTRAINT, PAGE 6 Amend paragraph B to the following: B. Product: Ford or EBAA Iron series 2000 PV (PVC Pipe) or ' ` ega l ug eerier 1100 (r aefire ke Pipe) approved substitution. Mega -lug Series 1100 (Ductile Iron Pie ) may be used in non - corrosive soils only. Delete paragraph C and substitute the following: C. Mechanical Joint restraints shall meet requirements of AWWA Manual of Water Su pply Practices, M23, PVC Pine - Design and Installation. Mechanical restraint design shall be approved by the City Engineer and DEO. SECTION 401— WATER PIPE AND FITTINGS, PART 3.1-- EXAMINATIONS. PAGE 6 Amend paragraph C to the following: C. Verify that excavation will allow a minimum pipe cover of (42 inches), unless otherwise indicated in the Contract Documents. Pipe cover exceeding 60 inches is not permitted unless explicitly approved by the City Engineer. SECTION 402 — HYDRAULIC VALVES, PART 2.5 — BLOW -OFF ASSEMBLY, PAGE 3 Add paragraph B: s 0 B. Refer to Caldwell Standard Drawing W -405A — Temporary Blow -Off. SECTION 403 — HYDRANTS, PART 2.6 — CONCRETE THRUST BLOCKS, PAGE 3 Amend substitute paragraph A to the following: A. Mechanical Joint Restraint per Caldwell Supplemental Specification Section 401 or Concrete Thrust Blocks per section 703, if approved by the City Engineer. Product: Ford style FS101, Rockwell 315 or Romac Style 101 S [for taps 25mm inch) or less] or Ford Style FS202 or Romac Style 202S [far taps 39nun {112 inch through 2 inches)] with stainless steel band for C -900 water pipe or approved substitution. All appurtenances shall be certified lead free. Delete paragraph D, item 5 and substitute the following as amended: 5. PAGE 3 Amend item 2 as follows: 2. All new signposts shall be constructed of perforated 2 -inch telespar square tube steel. All Rube steel posts shall be have a V -Loc base with wedge €r-ef''� equal. Add item 3: 3. Street name si ns shall be 9 -inch extruded blanks. Street name letter shall be 6- inch. Street designation and street direction shall be 3 -inch. SECTION 1105 – PERMANENT TRAFFIC SIGNING – PART 2.1– SIGN POSTS, PAGE 2 Amend paragraph B by adding items 3 and 4: 3. Posts shall be perforated 2 -inch square telespar posts. 4. Brackets designed to tit extruded blanks are required for all street name signs. For street name signs less than 40 inches in Iength, the bracket shall be 5.25 inches._ Street name signs 40 inches and longer require a 12 inch bracket. Street name signs shall be mounted at the toy of the nost using a 2 -inch cap with 5.25 - inch brackets. Street name signs shall be 9 feet — 0 inches above the sidewalk or edge of Pavement, measured to the bottom of the sign. STOP signs shall be 7 feet — 0 inches above the sidewalk or edge of pavement, measured to the bottom of the sign. DIVISION 1100 — TRAFFIC, STANDARD DRAWINGS — ENGLISH UNITS Delete the following Caldwell Standard Drawings: SG -1130 — Sign Installation, dated March 1, 2004 Insert the following Caldwell Standard Drawings: SG -1130 — Sign Installation, dated February 8, 2007 Section 2: This ordinance shall be in full force and effect from and after its passage, approval, and publication, according to law. Section 3: This ordinance is hereby declared to be severable. If any portion of this ordinance is declared invalid by a court of competent jurisdiction, the remaining provisions shall continue in full force and effect and shall be read to carry out the purposes of the ordinance before the declaration of partial invalidity. Section 4: All ordinances, resolutions, orders and parts thereof in conflict herewith are repealed.
