2- 21 -03: Membership:
A. The Caldwell Design Review Commission shall consist of not less than five (5) nor more
than seven (7) voting members all appointed by the Mayor and confirmed by majority vote of the
City Council.
B. Members shall be appointed with proper representation from the design professions;
building, development, and real estate interests; business concerns; and citizens at large. At least
one (1) member shall be from the Caldwell Historic Preservation Commission.
C. Terms of the membership shall be staggered as of the first regular meeting, and members
shall be assigned terms of one (1), two (2), or three (3) years by drawing. Appointments
thereafter will be for three (3) years unless for filling out a term, in which case they will be for
the length remaining in the unexpired term.
D. All members shall be eligible for reappointment.
E. In the event of a vacancy of a position on the board, the mayor shall appoint a new
member, with the consent of the City Council, for the balance of the unexpired term.
2- 21 -04: Organization:
A. The commissioners shall elect a chairman from the membership.
B. Procedures consistent with this chapter and other laws of the state for the transaction of
land use planning and zoning business shall be adopted.
C. A record of meetings, hearings, resolutions, studies, findings, permits and actions taken
shall be maintained. All meetings and records shall be open to the public.
D. A majority of voting members shall constitute a quorum.
2- 21 -05: Powers and Duties:
A. It shall be the responsibility of the Caldwell Design Review Commission to protect
property rights and values, enhance and revitalize the Center City Zoning District and to ensure
the general aesthetic appearance of buildings and structures.
B. The commissioners shall review all development proposals within the Center City Zoning
District as set forth in Chapter 10, Article 12 of this code.
C. The commissioners shall review development proposals for consistency with the City of
Caldwell Comprehensive Plan, the Zoning Code requirements as set forth in Chapter 10, Article
12 of this Code and other relevant ordinances.
