2) Prior to adoption, amendment or rejection of said standards, the City Council
shall hold a hearing in accordance with the procedure established for public
hearings by Idaho Code, Section 67 -6509.
3) The "Idaho Standards For Public Works Construction — 2002 Edition ", prepared
and published under the direction of the State of Idaho Local Highway Technical
Assistance Council, also known as ISPWC -2002, is hereby adopted as the
official public works construction standards for the City of Caldwell, Idaho,
subject to the provisions of any supplemental specifications adopted by said City.
4) The "City Of Caldwell Supplemental Specifications To The 2002 Idaho Standards
For Public Works Construction — 2003 ", prepared by and under the direction of
the City of Caldwell city engineer, is incorporated herein and hereby adopted as
the official supplemental specifications to the ISPWC -2002, for the City of
Caldwell, Idaho.
5) The City Engineer shall implement the adopted public works construction
standards whenever applicable.
6) When the City Engineer is of the opinion that an amendment of the construction
standards or supplemental specifications is necessary or appropriate, the
proposed amendment shall be submitted to the City Council for review. Adoption
of an amendment to said standards or specifications shall be in the same manner
as adoption of the original standards or specifications.

1) Any party aggrieved by a decision of the City Engineer in administering public
works construction standards provided for herein may appeal said decision to the
City Council by filing a written notice of such appeal with the City Clerk within ten
(10) days of the date of such decision.

Caldwell City Code Chapter 1, Article 5.
