(3)A. The sewer user charge is established for the purpose of equitably imposing upon
all users the costs and expenses of operation, maintenance, repair and replacement of the
POTW. For new connections, the sewer user charge is to begin when the connection is
completed. All owners who derive benefit from the POTW shall, in return for said
benefit, pay user charges. Only the benefiting roe owner, or his du! authorized
agent, may initiate water service. The procedures for initiating service
disconnecting service, billing of accounts and processing of delinquent accounts
shall be in accordance with policies adopted by resolution of CijY Council. The user
charge shall be based on: 1) the volume and content of effluent discharged into the
POTW of the City, and 2) the costs and expenses of operation, maintenance, repair and
replacement of the POTW, such charges having been determined to be the benefit derived
by each building structure or user being charged.

(3)J At the initiation or reconnection of service, the City may elect to collect a
security deposit to ensure the ultimate payment of charges and fees. The procedures
for collecting, the amount, the procedures for applying to delinquent charges and
fees, and the final disposition of unapplied amounts of said security deposit shall be
in accordance with policies adopted by resolution of the Cijy Council.
Section 3. That Article 1, Section 7- 01 -09, Subsection (4) be amended by adding and
deleting certain language and Subsections (5) be added as follows:
(4) Methods of Collection: Fees for collection of refuse shall be saffie& on
the water and sewer bill, affd the same shall be paid with the water and sewer
bills, and the Water and Sewer Department are is- authorized to discontinue
service to any premises if the entire water, sewer and gafbage refuse collection
bill sly is not be paid. ,
