LtiHERLAS,Andrew Carnegie has contributed the sum of $125OC.00
as a fund to be devoted to the establishment of a free public li-
brary and reading roori,fcr the use and benefit of the people of
the City of Caldwell, Idaho, and vicinity,and
WHEREAS, the City of Caldwell has purchased and is now the
owner of City lots in the City of Caldwell upon wl ich a library
building to contain the said free public library and reading room
for the use and benefit of the people of Caldwell and vicinity ,
is to be erected,and
library building is to be erected and paid for
with said. funds so donated and accepted by the City of Caldwell,
and
?'JHEREAS,the said contribution is made on condition that the
said City of Caldwell shall. appropriate and set aside annually,
the sum of $1250.00 as library fLind to be used in the maintenance
and other expenses of said public library and readin,0 room,
ITOW THEREFORE;
3ICTIOV 1. The City of Caldwell hereby accepts the donation of
said '12500.00 from,said Andrew Carnegie under condition above
mentioned and agrees to receive said public library building to
be constructed upon the lots now owned by the City of Caldwell
which lots are described as follows:

SECTION 2. The City of Caldwell does hereby establish a free pub-
lic library and reading room as he uinbefore specified to be namAA

and known as the CARKEHIE Ll".3F:nf:Y of Caldwell Idaho,which togeth-
er with the property, equipment and funds that shall hereafter com
me into the possession of the City of Caldwell by virtue of the
said contribution of Andrew Carnegie,and the p--tperty,equipment,
and funds now belonging to the City of Caldwell,and that shall
hereafter be obtained by said City for library and reading room
purposes shall be in charge of and under the control and manage-
went of the five directors appointed by the City Council of said

SECTION 3. Said board of directors shall have such power and per-
form such duties as are provided by law.
SECTION 4. The City of Caldwell,through its City Council,shall an
nually,commenc ing with the year IM and thereafter °,levy and cau-
se �c be collected as other taxes are collected,a tax not exceed-
ing one mill on the dollar of the taxable property within the cop
porate limits of said /City,to constitute a library fund which sh-

moneys of said. City and be used exclusively for the purphwe of
necessary books, periodic als,furniture and fixtures of said public
library and reading room and whatever is necessary for the main-
tenance of the same.
SECT10Y 5. Commencing with the year 1912 and annually thereafter
a public library fund of 6125C.00 shall be appropriated and set
apart for the rnaintenance of the public library ante, reading room
hereinbefore specified,of which fund the annual tax of one mill
on the dollar hereinbefore provided to be levied shall form a pa-
rt and the deficiency,if any,shall be supplied from other funds
or in other malner by the City Council of said City.
