ORDINANCE NO. 2183
AN ORDINANCE AMENDING CHAPTER 3 OF THE MUNICIPAL CODE OF
THE CITY OF CALDWELL, CANYON COUNTY, STATE OF IDAHO,
PERTAINING TO OFFICERS; EMPLOYEES; DEPARTMENT HEADS BY
ADDING A NEW ARTICLE 23 REGARDING COMMUNITY DEVELOPMENT
DIRECTOR: REPEALING ALL ORDINANCES, RESOLUTIONS, ORDERS
OR PARTS THEREOF IN CONFLICT HEREWITH.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF
CALDWELL, COUNTY OF CANYON, STATE OF IDAHO:
Section 1. That a Chapter 23 pertaining to Community
Development Director be added to Chapter 3 of the Municipal Code of
the City of Caldwell, County of Canyon, Idaho as follows:
3 -23 -1: APPOINTMENT: There is hereby created the position
of Community Development Director. The Community Development
Director shall be appointed as provided in Section 03 -03 -01 of this
Chapter. The Community Development Director works under the broad
policy guidance and direction of the Mayor.
3-23 -3: QUALIFICATIONS AND JOB REQUIREMENTS:
(1) Required Skills, Knowledge and Abilities:
A. Good oral and written communication
skills; public speaking techniques; budget
preparation and control; and interpersonal
skills using tact, patience and courtesy.
B. Knowledge of current planning and zoning
development laws; principles and practices of
administration, supervision and training;
laws, rules and regulations related to
assigned activities; and technical aspects of
community development, economic development,
historic preservation and planning and zoning.
C. Ability to plan, organize, coordinate and
direct the City's Community Development
Program; Coordinate and assure proper
implementation and enforcement of Planning and
Zoning Codes; train, assign, supervise and
evaluate the performance of assigned
personnel; prepare and deliver oral
presentations; maintain records and prepare
reports; prioritize and schedule work;
interpret, apply and explain rules,
regulations, policies and procedures; and work
independently with little direction.
03- 23 -05: POWERS AND DUTIES:
(1) General Statement of Duties: The
Community Development Director plans,
organizes, coordinates and directs the City's
Planning and Zoning and Community Development
Programs; coordinates with the Building
Official, City Engineer and Public Works
Director and the Fire Chief; prepares and
develops preliminary annual budgets and
monitors and controls expenditures; develops
and reviews grants and special project
applications; communicates with developers and
contractors related to proposed projects;
develop, present and implement training and
educational materials and programs for members
of the Planning and Zoning Commission, City
Council, community groups, citizens and City
Staff; review staff reports for consistency
and compliance with City and Department
policies and sound management; develop and
recommend strategies and policies for growth
management and land use; review and recommend
development of City Codes to regulate
development; develop, submit and explain
policy recommendations; coordinate and discuss
long range plans with other public
jurisdictions.
03- 27 -03: EDUCATION AND EXPERIENCE:
Any combination equivalent to: Bachelor's
Degree in Urban Planning, Public
Administration or related field and five years
increasingly responsible experience in
community development, urban planning, and
economic development.
Masters and /or certification by the American
Institute of Certified Planners preferred.
Section 2. All ordinances or parts of ordinances inconsistent
herewith are hereby repealed.
Section 3. This ordinance shall be in full force and effect
from and after its passage, approval and publication according to
law.
