ORDINANCE NO. 2065
AN ORDINANCE OF THE CITY OF CALDWELL, A MUNICIPAL CORPORATION OF
IDAHO, AMENDING CHAPTER 03, ARTICLE 15, OF THE CITY CODE OF
CALDWELL, IDAHO, BY REPEALING SECTIONS 03 -15 -01 THROUGH 03- 15 -05;
AND FURTHER AMENDING SAID CHAPTER BY THE ADDITION OF NEW SECTIONS
03 -15 -01 THROUGH 03 -15 -12 PERTAINING TO GENERAL STATEMENT OF
DUTIES, SUPERVISION RECEIVED, SUPERVISION EXERCISED, ESSENTIAL
DUTIES, OTHER RELATED DUTIES; ACCEPTABLE EDUCATION /EXPERIENCE, AND
NECESSARY SPECIAL REQUIREMENTS: REPEALING ALL ORDINANCES,
RESOLUTIONS, ORDERS AND PARTS THEREOF IN CONFLICT HEREWITH.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF
CALDWELL, IDAHO:
SECTION 1: AMENDING CHAPTER 3, ARTICLE 15 BY THE REPEAL OF
SECTIONS 03/15/01 THROUGH 03/15/05 AND FURTHER AMENDING SAID
CHAPTER BY THE ADDITION OF NEW SECTIONS 03/15/01 THROUGH 03/15/12
AS FOLLOWS:
03- 15 -01: GENERAL STATEMENT OF DUTIES: Plans, directs
and coordinates the activities of the Finance
Department, administers the financial
management programs of the City and performs
related work as required. Must be able to
design charts, graphs, and visual
communication tools to be used by the Mayor
and City Council. Will be the primary
administrator of state and federal grants.
Accounting, Finance, Budgets, Treasury, Data
Processing and Purchasing are the principal
areas of activity.
03- 15 -03: SUPERVISION RECEIVED: Appointed by the Mayor
with consent of the City Council. Works under
the direct supervision of the Mayor and the
Council's Finance Committee.
03- 15 -05: SUPERVISION EXERCISED: Supervises Accounts
Receivables & Payables, data processing,
purchasing, investment of City Funds, other
fundamental accounting and finance functions
either directly or through subordinate
supervisors, and helps coordinate and
administer non - profit organization financial
interface into the City's general ledger.

03- 15 -07: ESSENTIAL DUTIES:
Functions as Controller, Treasurer, and Chief Financial
Officer.
Advises the Mayor on fiscal policy.
Manages City debt and investments.
Makes interim and annual fiscal reports (under oath)
Pre - audits all purchase orders, receipts and
disbursements.
Assembles budget estimates and preparation of the budget
document in coordination with the Mayor.
Conducts studies relative to improvements in
administrative organization and procedures and in cost
accounting.
03- 15 -09: OTHER RELATED DUTIES:
Knowledge of general and governmental accounting and
banking practices.
Knowledge of State & Federal laws relating to Municipal
Financial reporting, tax reporting, and public
administration.
Knowledge of debt and investment management and related
activities.
Ability to supervise, evaluate, and coordinate staff.
Ability to work with a variety of professions and
technicians on a day -to -day basis.
03- 15 -11: ACCEPTABLE EDUCATION /EXPERIENCE:
Bachelors degree required (masters preferred) in
accounting or Public Administration.
Minimum five (5) years of progressively responsible
experience in general administration and management,
preferably in local government.
03- 15 -13: NECESSARY SPECIAL REQUIREMENTS:
Must be bondable.
SECTION 2: That this ordinance shall be in force and effect from
and after it's passage, approval, and publication according to law.
