ORDINANCE NO. 1978

AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE CITY OF
CALDWELL, STATE OF IDAHO, BY REPEALING CHAPTER 4, TITLE
II PERTAINING TO COMMISSION OF PARKS AND RECREATION AND
CHAPTER 12, TITLE II PERTAINING TO CALDWELL EVENTS CENTER
COMMISSION AND ADDING A NEW CHAPTER 4, TITLE II, SECTIONS
1 THROUGH 7, COMMUNITY SERVICES ADVISORY BOARD:
REGARDING CREATION, MEMBERS, TERMS, ORGANIZATION VOTING
QUORUM, VACANCIES, AND DUTIES: REPEALING ALL ORDINANCES,
RESOLUTIONS, ORDERS OR PARTS THEREOF IN CONFLICT
HEREWITH.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF
CALDWELL, COUNTY OF CANYON, STATE OF IDAHO:
Section 1. That Chapter 4, Title II of the Municipal Code of
the City of Caldwell, Canyon County, Idaho, pertaining to
Commission of Parks and Recreation be repealed.
Section 2. That Chapter 12, Title II of the Municipal Code of
the City of Caldwell, Canyon County, Idaho, pertaining to Caldwell
Events Center Commission be repealed.
Section 3. That a new Chapter 4, Title II be adopted as
follows:
COMMUNITY SERVICES ADVISORY BOARD
2 -4 -1: CREATION: There is hereby established and
created an Advisory Board to be known as the
Caldwell Community Services Advisory Board.
2 -4 -2: MEMBERS: The Community Services Advisory
Board shall consist of eleven members who
shall be appointed by the Mayor with the
consent of the Council. Two members of the
Council shall be ex officio members of the
Board.
2 -4 -3: TERMS: The term of office of the respective
members of such Board shall be as follows:
A. The two (2) members appointed from the
Council shall serve for a period of two (2)
years or until the end of their terms as
Council members, whichever occurs first.

B. Nine (9) members shall be appointed for a
term of four (4) years.
2 -4 -4: ORGANIZATION: The Advisory Board shall meet
on or before the first day of February of each
year and appoint one of its members as
chairman and one of its members as vice -
chairman who may assume the duties of the
chairman in the event of his absence and shall
also choose from its members a person who
shall serve as secretary of the Advisory
Board. These people shall constitute the
officers of the Advisory Board and shall
retain their offices for a term of one year or
until their successors have been selected.
2 - 4 - 5: VOTING QUORUM: A voting quorum shall consist
of fifty percent (50 %) of the nine (9) members
of the Community Services Advisory Board.
2 -4 -6: VACANCIES: All vacancies in said Advisory
Board, by reason of removal, resignation or
death shall be filled by the Mayor with the
approval and consent of tree Council for the

will have vacated his position when said
member has missed three (3) successive
meetings without valid reason, as determined
by the Chairman of the Caldwell Community
Services Advisory Board.
2 -4 -7: DUTIES: The Community Services Advisory Board
shall advise and recommend programs to the
Mayor, City Council and Community Services
Director.
A. The operation, maintenance, control
and supervision of the Caldwell
Swimming Pool, fixing rates and
charges, and all othr things as may
be necessary to the maintenance and
operation of the said - wimming pool.
B. The provision of a high standard in
the development, preservation care,
and maintenance of existing City
park areas and facilities for the
maximum enjoyment and use by the
public.
C. The preparation, in cooperation with
school and other planning
authorities, of long range plan for

acquiring, developing, and
maintaining future parks as designed
for public enjoyment.
D. The interpretation of community park
and recreation progra to public
officials and T o i :he general
citizenship in terms of adequate
moral and f inagci al su,port .
E. The determinatio- and establishment
of the general pc ..`.cies to be
followed in carrying out the purpose
for which the Community Services
Advisory Board was established.
F. Recommendations and suggestions for
projects to enhance the
beautification of the City provided
by the Beautification Committee
appointed by thy: iv! for this
purpose.
G. Recommenda�:.ior,_ to Le enhancement

Caldwell Events Center.
H. Assist with an onq .:- community
"Needs Assessmaat - 1 ' .
I. Advise and consult staff on issues
directly related with various
departments scope of service.
(Cemetery, Parks, Aquatics,
Recreation, Forestry, Golf and Event
Center) .
Section 4. All ordinances or parts of ordinances inconsistent
herewith are hereby repealed.
Section 5. This ordinance shall be in full force and effect
from and after its passage, apprc.al, and publication according to
law.
