HomeMy WebLinkAboutORD 1959i • BILL NO. 23 ORDINANCE NO. 1959 AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE CITY OF CALDWELL, STATE OF IDAHO BY REPEALING CHAPTER 15, PERTAINING TO PARKS AND RECREATION DIRECTOR; CHAPTER 15B PERTAINING TO RECREATION PROGRAM SUPERVISOR; AND CHAPTER 23 PERTAINING TO STADIUM MANAGER, OF TITLE I AND ADDING A NEW TITLE I, CHAPTER 15, COMMUNITY SERVICES: REGARDING APPOINTMENT, GENERAL STATEMENT OF DUTIES, SUPERVISION RECEIVED, SUPERVISION EXERCISED, EXAMPLE OF DUTIES, REQUIRED SKILLS, KNOWLEDGE AND ABILITIES, ACCEPTABLE EDUCATION AND EXPERIENCE, AND NECESSARY SPECIAL REQUIREMENTS: REPEALING ALL ORDINANCES, RESOLUTIONS, ORDER OR PARTS THEREOF IN CONFLICT HEREWITH. BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF CALDWELL, COUNTY OF CANYON, STATE OF IDAHO: Section 1. That Chapter 15 of Title I of the Municipal Code of the City of Caldwell, Canyon County, Idaho, pertaining to Parks and Recreation Director be repealed. Section 2. That Chapter 15B of Title I of the Municipal Code of the City of Caldwell, Canyon County, Idaho, pertaining to Recreation Program Supervisor be repealed. Section 3. That Chapter 23 of Title I of the Municipal Code of the City of Caldwell, Canyon County, Idaho, pertaining to Stadium Manager be repealed. Section 4. That a new Chapter 15, Title I be adopted as follows: 1 -15 -1: APPOINTMENT: There is hereby created the position of Community Service Director, a position which shall be filled by appointment by the Mayor with the advise and consent of the City Council 1 -15 -2: GENERAL STATEMENT OF DUTIES: Plan, coordinates, administrates, supervises and evaluates a variety of Parks, Events Center, Golf, Cemetery,and Recreation Programs for the City of Caldwell. Performs other duties as assigned or required by the position. 1 -15 -3: SUPERVISION RECEIVED: Works under the general guidance and direction of the Mayor. Coordinates with the Parks and Recreation Commission, the Events Center Commission and the Golf Board. 1 -15 -4: SUPERVISION EXERCISED: Supervises five Department Supervisors and volunteer personnel directly or through the Supervisors. 1 -15 -5: EXAMPLE OF DUTIES: (illustrative only) Surveys City's recreational needs and facilities and plans a variety of recreation programs for the City including outdoor and indoor team and individual sports, activities, crafts, adult classes, children's preschool programs, and City wide major promotional events. Supervises a large number of recurrent and part -time employees and volunteers for a variety of recreation programs. Assigns, projects, directs, and supervises construction and maintenance of park, golf and cemetery facilities and grounds. Prepares publicity for program activities, coordinates activities with school programs. Prepares Department budgets, prepares monthly program report. Attends seminars and classes regarding updates in Community Services Management. Serves as the City's liaison with various community groups. 1 -16 -6: REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Considerable knowledge of grounds maintenance, golf, park and cemetery operations and recreation programming, operation, philosophy, and problems. Knowledge of planning, preparing budgets, sound administrative, organizational, and supervisory techniques, practices, and methods. ability to establish and maintain good working relationships with public, service groups, volunteers, and schools. Ability to speak before groups, to successfully promote and seek financial aid for programming, recreational activities, to establish and maintain good financial and other record keeping methods and office practices. 1 -17 -7: ACCEPTABLE EDUCATION AND EXPERIENCE: Bachelor's degree in recreation, grounds maintenance management, or a related field and five (5) years experience at the supervisory level in parks, golf, cemetery or grounds management or recreation management or an equivalent combination of education and experience. 1 -17 -8: NECESSARY SPECIAL REQUIREMENTS: National professional certification from The National Recreation and Parks Association. Valid Idaho driver's license. Section 5. All ordinances or parts of ordinances inconsistent herewith are hereby repealed. Section 6.
