ORDINANCE NO. 1896
AN ORDINANCE TO REPEAL TITLE T, CHAPTER 10, OF THE MUNICIPAL CODE
OF THE CITY OF CALDWELL, COUNTY OF CANYON, STATE OF IDAHO,
PERTAINING TO TREASURER AND FINANCE OFFICER AND CREATING A NEW
TITLE Y, CHAPTER 10, TREASURER AND FINANCE DIRECTOR: PERTAINING TO
APPOINTMENT, GENERAL STATEMENT OF DUTIES, SUPERVISION RECEIVED,
SUPERVISION EXERCISED, EXAMPLE OF DUTIES, REQUIRED SKILLS,
KNOWLEDGE AND ABILITIES, ACCEPTABLE EDUCATION AND EXPERIENCE, AND
NECESSARY SPECIAL REQUIREMENTS: REPEALING ALL ORDINANCES,
RESOLUTIONS, ORDERS AND PARTS THEREOF IN CONFLICT HEREWITH.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
CALDWELL, COUNTY OF CANYON, STATE OF IDAHO:
Section 1. That the Municipal Code of the City of Caldwell be
amended to add a new Chapter 10, Title 1, Section 1 through 8
establishing a position of Treasurer and Finance Director as
follows:
1 -10 -1: APPOINTMENT: There is hereby created the position of
Treasurer and Finance Director, a position which shall be
filled by appointment by the Mayor with the advice and consent
of the City Council pursuant to Idaho State Code, Section 50 -204.
1 -10 -2: GENERAL STATEMENT OF DUTIES: Supervises and coordinates
the administration of City financial services. Advises chief
administrator on fiscal policy and other related concerns such
as debt and investment management. Administers the budget.
Safeguards the investments and financial transactions of the
City as set down in the Idaho Code, the Caldwell City Code,
the City Investment Policy, and the City Treasury and Finance
Department Policies and Procedures.
1 -10 -3: SUPERVISION RECEIVED: Appointed by the City Council and
Mayor. Works under the general guidance and direction of the
Mayor and the Council Finance Committee.
1 -10 -4: SUPERVISION EXERCISED: Supervises Accounts Payable,
Accounts Receivable, Payroll, Service Billing, Data Processing
and other accounting and finance functions either directly or
through subordinate supervisors.
1 -10 -5: EXAMPLE OF DUTIES: (illustrative only) Functions as
controller, treasurer and chief financial officer. Advised
the chief administrator on fiscal policy. Manages city debt
and investments. Makes interim and annual financial reports.
Preaudits all purchase orders, receipts, and disbursements.
Assembles budget estimates and preparation of the budget
document in coordination with the Administrative Officer.
Conducts studies relative to improvements in administrative
organization and procedures, and in cost accounting.
1 -10 -6: REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Knowledge of
general and governmental accounting and banking practices.
Knowledge of State and Federal laws relating to Municipal
financial reporting, tax reporting and public administration.
Knowledge of dept and investment management and related
activities. Ability to supervise, evaluate and coordinate
staff. Ability to work with a variety of professions and
technicians on a day to day basis.
1 -10 -7: ACCEPTABLE EDUCATION AND EXPERIENCE: Bachelor's degree in
accounting required. Minimum three years accounting or
auditing experience required, governmental experience
preferred. Experience in administration or accounting

relating to municipal, financial investment, or business
operations at the minimum level of an intermediate accountant
preferred, or an equivalent combination of education and
experience.
1 -10 -8: NECESSARY SPECIAL REQUIREMENTS: Must be bondable.
Section 2. All ordinances or parts of ordinances inconsistent
herewith are hereby repealed.
Section 3. This ordinance shall be in full force and effect
from and after its passage, approval, and publication according to
law.
