HomeMy WebLinkAboutORD 1842• BILL NO. 6 ORDINANCE NO. 1842 Y AN ORDINANCE TO AMEND CHAPTER 24, TITLE I, SECTIONS 1 THROUGH 7, OF THE MUNICIPAL CODE OF THE CITY OF CALDWELL, STATE OF IDAHO, PERTAINING TO ADMINISTRATIVE ASSISTANT BY DELETING AND ADDING LANGUAGE REGARDING APPOINTMENT, GENERAL STATEMENT OF DUTIES, SUPERVISION RECEIVED, EXAMPLES OF DUTIES, REQUIRED SKILLS, KNOWLEDGE AND ABILITIES, ACCEPTABLE EDUCATION AND EXPERIENCE AND NECESSARY SPECIAL REQUIREMENTS: REPEALING ALL ORDINANCES, RESOLUTIONS, ORDERS OR PARTS THEREOF IN CONFLICT HEREWITH. BE IT ORDAINED by the Mayor and Council of the City of Caldwell, Idaho, County of Canyon, State of Idaho: Section 1. That Title I, Chapter 24, Sections 1 through 7 of the Municipal Code of the City of Caldwell, County of Canyon, State of Idaho shall be amended by deleting and adding certain language as follows: Chapter 24 ADMINISTRATIVE /PERSONNEL OFFICER 1 -24 -1: APPOINTMENT: There is hereby created the position of Administrative -Ass-istan-t /Personne Officer a position which shall be filled by appointment by the Mayor with the advice and consent of the City Council. 1 -24 -2: GENERAL STATEMENT OF DUTIES: The Administrative A ssist /Personne Officer shall be under the direction of the Mayor, and is responsible for administration and eperation personnel responsibilities of the City Government. 1 -24 -3: EXAMPLES OF DUTIES: The following are examples of the Administrative Assi -s 'rLs /Personnel Officer's duties (illustrative only): plans, organizes, coordinates and maintains supervision over the business of the City; insures that ordinances and policies are complied with and executed; meets with the Mayor, City Council, Board, Committees and individuals as deemed necessary; recommends appointments of Department Heads subject to approved policies and regulations; prepares, recommends and with the Finance Director submits a tentative budget and other reports as may be required; keeps the Mayor and City Council advised of financial conditions of the City and its future needs; maintains liaison with various federal, state and local agencies, including news media; is knowledgeable in the handling of personnel and personnel matters and assists the Mayor and the City Attorney in the hiring and firing of various City employees. Also approves bids, purchases and agendas; performs various public relations duties; may perform other administrative and personnel work as required; participate and supervise purchasing of items on a City wide basis and if necessary to implement a City wide purchasing policy and program. 1 -24 -5: REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: The Administrative /Personne Officer shall possess considerable knowledge of the operation and administration of City government; general personnel knowledge; good knowledge of state and local policies, regulations and codes governing City government. He shall have the ability to plan, organize and administer local government and local government programs; to maintain effective public, private and working relationships with employees, elected officials and the general public; to interpret complex regulations and policies; to communicate effectively. 1 -24 -6: ACCEPTABLE EDUCATION AND EXPERIENCE: The Administrative /Personnel Officer shall be a graduate from a recognized college or university, majoring in public administration, political science, business management, personnel, or in a closely related field and five (5) years of progressively responsible experience in municipal management. A graduate degree is desired. 1 -24 -7: NECESSARY SPECIAL REQUIREMENTS: A valid Idaho driver's license is necessary. Section 2. All ordinances or parts of ordinances inconsistent herewith are hereby repealed. Section 3. This ordinance shall be in full force and effect from and after its passage, approval and publication according to law.
