AN ORDINANCE FOR THE CITY OF CALDWELL, A MUNICIPAL
CORPORATION OF IDAHO, CREATING A NEW SECTION, TITLE II,
CHAPTER 15, SECTION 1 THROUGH 5 WITH REGARD TO CALDWELL
TRAFFIC COMMISSION; MEMBERS; TERMS OF OFFICE; ORGANIZATION,
AND DUTIES.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
CALDWELL, COUNTY OF CANYON, STATE OF IDAHO:
Section 1. That the Municipal Code of the City of Caldwell
be amended to add a new Chapter 15, Title II, Section 1 through 5
establishing a Caldwell Traffic Commission as follows:
2 -15 -1: COMMISSION CREATED: There is hereby created and
established a Commission to be known as "Caldwell
Traffic Commission ".
2 -15 -2: MEMBERSHIP: The Caldwell Traffic Commission shall
consist of four members appointed by the Mayor and
confirmed by the Members of the City Council. Two of
these members shall represent the Chamber of Commerce
Transportation Committee and two shall be citizens at
large. The Commission membership shall also include
three voting City Staff members: The City Engineer, the
Police Chief and the Mayor or their designees.
2 -15 -3: TERMS OF OFFICE: Initial appointments to the Commission
shall be made as follows: Two three (3) year terms; and
two four (4) year terms. All subsequent appointments
shall be made for four (4) year terms.
2 -15 -4: ORGANIZATION: The Commission shall meet monthly at a
set time convenient to members in the Council Chambers.
The Commission shall elect officers from among the
Commission members. The Chairman shall preside at
meetings of the Commission. The Vice Chairman shall, in
the absence of the Chairman, perform the duties of the
Chairman. All meetings of the Commission shall be open
to the public and follow the requirements of Idaho's
open meeting laws. The Commission shall keep minutes
and other appropriate written records. A simple
majority of Commission members present at any given
meeting constitutes a quorum.
2 -15 -5: DUTIES: The Commission is formed for the purpose of
making recommendations to the Mayor and City Council in
all matters pertaining to traffic safety.
Section 2. All ordinances, resolutions, orders or parts
thereof, in conflict herewith are hereby repealed, rescinded and
annulled.
Section 3. This ordinance shall be in full force and effect
from and after its passage, approval and publication according to
law.
PASSED BY THE CITY COUNCIL of the City of Caldwell this 15th
day of January 1990.
