STATE OF IDAHO, PERTAINING TO BUILDING OFFICIAL, AND ADD A

1 IT ORDAIIN= BY THE MAYOR AND COUNCIL OF THE CITY OF
CALDI COUNTY OF CANYON, STATE OF IDAHO:
Section 1. That Chapter 11, Title I, pertaining to Building
Official be repealed.
Section 2. That a new Chapter 11, Sections I through 12
pertaining to Building Official be added to Title I of the
Municipal Code of the City of Caldwell, County of Canyon, Idaho
as follows:

1-11-2: Cr STATEFENT OF DUTIES: Insnects residential
and commercial buildings, structures, and projects for compliance
with building codes, ordinances, zoning and safety requirements.

1-11-3: SUPERVISIOP RECEIVED: Appointed by the City
Council and Kayor. v;orks under the guidance and direction of uie
Mayor .
1 - 11 - 4 SUPERVISION T'X1'.PCISED: Simervises part
electrical and plumbing inspectors. SuPervises part-time clerical

structural compononts of residential and cc. buildings
under construction, remodeling projects, signs, fences and
de-nolition projects. Uses building co(]es, ordinances, zoninc3

land/building use recuirements as guidelines for inspection and
assists in enforcement of same. Issues building permits
estimating value of provosed project and collects feat, Answers
telephone and in person inquiries an- complaints regarding
building codes and requirements. Discusses projects v1ith
contractors and builders. Studies code changes. Yaintains
records. Serves as Sanitation Officer. Coordinates weed control
activity with Police Department Responsible for building
maintenance (non-janitorial) of City Hall.
1 -11 -6 RFQUIRFD SKILLS, KNONLEDCP AND ADILITIFS:
Considerable knowledge of basic construction practices and
procedures including some familiarity with building codes.
Mbility to: Accurately esti,roate project values and issue
appropriate permits; to deal with the oublic, contractors, and
builders with firxnpF,---, courtesy, and tact; observe requirement
violations and take apyrojriat2 action; takes instructions; plan
work and carry through efficiently; ani work indeperdiently.
1-11-7: ACCEPTABLL iXUCATION AND FXPERIENCE: HigA school
graduation plus considerable experience in construction or
related field. Must have current Class F State of Idaho Building
Inspector's Certification and be capable of obtaining Class A.

A or ICFO Certification is nreferred.

1-11-1c: PERMIT RLCULMIONS:
(A) Per� Required: The construction, alteration, r&,,,

thereof as provided or as restricteO in the zoning regulations,

(C) Plans to be Filed: No permit for construction or
alteration shall be issued unless there is filed with the
Building Inspector a plan for such constructi or a lteration
which Shows all l buildings as now erected together with the
intended improvement.

has been issued by the building inspector, stating that the
building or proposed use of a building or premises conplies with

,. - rovisions of the zoning regulations (see Title V, VII anO VI
resPectively of this Code).

issued by the Puilding Inspector, stating that the proposed use
of the premises complies with the zoning regulations and the
provisions of this Code relating thereto.

ther to the Planning and Zoning Commission or may submit the
same oirectly to the Council of t City.
(B) Pecord of Certificate: A record of all certificates shall
Le kopt on file in the office of the Building Instpector, an-!

copies shall be furnished on request to any person having a
proprietary or tenancy interest in the building affected. No fee
shall he charged for an original certificate, but for copies of
any original or subsequent certificates there shall be a charge
of one dollar (ciao) eac , 11 .
(C) Change in Use of Building: The use of a build.ing shall
not be changed from one class of use to another unless and until
an application has been made to the Building Inspector of the
City, in due form, stating: (1) the usa of the premises at the
time of application, or if vacant, its last use; (2) the use it
shall be put to; (3) parking requirements for proposed use; and
(4) whether the proposed use of the building or premises will
increase fire hazard to the premises or adjacent property. The
evaluation by the Chief of the Fire Department stating whether
the proposed change will or will not increase the fire hazard
must be on the application.
1-11-12: BUILDINGS ON INDIAN CREEK, RECUIPEMENTS: All
buildings erected along or adjacent to Indian Creek shall he of
suitable and endurable material. and the walls along the banks of
said Indian Creek supporting said buildings shall be of
reinforced concrete or like permanent material and shall be
supported by proper footing and foundations to comply with the
Building Code of the City and be satisfactory to the Engineer and
the building Insoector of the City. All such bases shall reach at
least five feet (5') below the scour line of said Indian Creek
The throat of said Creek, between the said walls of such
buildings or structures, shall be at least thirty three clear
lateral feet (33') and shall be at least eight feet (8') above
the bed of the stream.
Section 3. All ordinances or parts of ordinances
inconsistent herewith are hereby repealed.
Section 4. This ordinance shall be in full force and effect
from and after its passage, approval, and publication according
to law.
