ORDINANCE NO. 1766
AN ORDINANCE TO REPEAL CHAPTER 12, TITLE I, OF THE MUNICIPAL
CODE OF THE CITY OF CALDWELL, STATE OF IDAHO, PERTAINING TO
CHIEF OF POLICE, AND ADDING A NEW CHAPTER 12, TITLE I,
SECTIONS 1 THROUGH 9 RLGARDING CHIEF OF POLICE: REPEALING
ALL ORDINANCES, RESOLUTIONS, ORDERS OR PARTS THEREOF IN
CONFLICT HEREWITH.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF
CALDWELL, COUNTY OF CANYONT, STATE OF IDAHO:
Section 1. That Chapter 12, Title I, Sections 1 through 4
pertaining to Chief of Police be repealed.
Section 2. That a new Chapter 12, Sections 1 through
pertaining to Chief of Police be added to Title I of the
Municipal Code of the City of Caldwell, County of Canyon, Idaho

as follows:
CHIEF OF POLICE
1 -12 -1: APPOINTMENT: There is hereby created the position of
Chief of Police, a position which shall be filled by appointment by
the Mayor with the advice and consent of the City Council.
1 -12 -2: GENERAL STATEMENT OF DUTIES: Responsible for the
operation, administration and coordination of the Caldwell Police
Department. Performs other duties as assigned or required by the
position.
1 -12 -3: SUPERVISION RECEIVED: works under the general guidance
and direction of the Mayor.
1 -12 -4: SUPERVISION EXERCISED: Exercises supervision of
officers and staff directly or through subordinate supervisors.
1 -12 -5: EXAMPLE OF DUTIES: (illustrative only) Coordinates
activities in law enforcement and security for the protection of life
and property. Delegates work activities and duties to division
commanders as appropriate. Develops and administers schools and
conferences. Directs and reviews planning, research, and budget
activities. Administers the department's personnel system including
recruitment, promotions, performance evaluations, discipline,
counseling, and assignments. Provides for the execution of all

departmental and city rules, regulations, policies and procedures.
Confers with citizens concerning complaints, problems, requests,
suggestions, and directs action when appropriate. Routinely shares
information with Mayor and Council and submits monthly report of
activitiy and trends. Performs a wide variety of public relations
functions. Attends meetings, serves on committees and boards
representing the Department and City, attends conferences and meetings
with representatives of other law enforcement and allied agencies.
Develops and maintains liaison with local, state, and county law
enforcement agencies and private entities. On call 24 hours each
day.
1 -12 -6: REQUIRED SKILL, KNOWLEDGE AND ABILITIES: Considerable
knowledge of laws, codes, statutes, ordinances, policies and
procedures, and standard police operations. Ability to supervise,
schedule, and coordinate activities of staff; to represent the
Department effectively; to communicate clearly and concisely, both
orally and in writing; to establish and maintain effective working
relationships: and, to make sound decisions.
1 -12 -7: ACCEPTABLE EDUCATION AND EXPERIENCE: Bachelors
Degree and ten years of municipal law enforcement experience OR an
equivalent combination of education and experience.
1 -12 -8: STOLEN PROPERTY: The Chief of Police and his designated
agents shall have the custody of all lost, abandoned or stolen
Property recovered within the Municipality.
1 -12 -9: NECESSARY SPECIAL REQUIREMENTS: Valid Idaho driver's
license.
Section 3. All ordinances or parts of ordinances inconsistent
herewith are hereby repealed.
Section 4. This ordinance shall be in full force and effect from
and after its passage, approval, and publication according to law.
