ORDINANCE NO. 1765
AN ORDINANCE TO REPEAL CHAPTER 10, TITLE I, OF THE MUNICIPAL
CODE OF THE CITY OF CALD;cELL, STATE OF IDAHO, PERTAINING TO
TREASURER AND ADD A NEW CHAPTER 10, TITLE I, SECTIONS 1
THROUGH 8 REGARDING TREASURER AND FINANCE OFFICER:
REPEALING ALL ORDINANCES, RESOLUTIONS, ORDERS OR PARTS
THEREOF IN CONFLICT HERESavITH.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF
CALDI °.ELL, COUNTY OF CANYON, STATE OF IDAHO:
Section 1. That Chapter 10, 'Title I, Sections 1 through 11
pertaining to Treasurer be repealed.
Section 2. That a new Chapter 10, Sections 1 through b
pertaining to Treasurer and Finance Officer be added to Title I
of the Municipal Code of the City of Caldwell, County of Canyon,
Idaho as follows:
TREASURER AND FINANCE OFFICER
1 -10 -1: APPOINTMENT: There is hereby created the position
of Treasurer and Finance Officer, a position which shall be
filled by appointment by the mayor with the advice and consent of
the City Council.
1 -10 -2: GENERAL STATEMENT OF DUTIES: Responsible for the
receipt, deposit., and disbursement of all municipal funds; all
general accounting functions of the City; and, acts as the City's
Personnel Officer. Performs other duties as assigned or required
by the position.
1 -10 -3: SUPERVISION RECEIVED: Appointed by the City
Council and Mayor. Works under the guidance and direction of the
Mayor.

1 -10 -4: SUPERVISION EXERCISED: Supervises a small number
of department personnel directly or through subordinate
supervisors.
1 -10 -5: EXAMPLE" OF DUTIES: (illustrative only) Supervises
the daily receipt of funds from various revenue sources and
prepares the appropriate records. Oversees the distribution of

receipts to the proper accounts. Sells local improvement
district bonds; bills special levy assessments; and, collect
appropriate funds. Maintains a central accounting system for the
City. Prepares monthly financial statements for the Mayor,
Council, and other governmental agencies as required. Makes
regular internal audits. Assists in the administration of
government grants. Prepares preliminary budget estimates from
departmental reports for the Finance Committee. Keeps records
regarding all outstanding bonds for the City. Reconciles monthly
department accounts with Treasury records. Oversee the
preparation of the City's payroll. Recruits and assists in
testing for vacant City positions. Oversees the performance
evaluation program. Recommends personnel policy changes for
Council approval. Maintains personnel files for all City
employees. Prepares personnel and payroll reports as required by
the Council or governmental agencies, i.e., EEO, ELSA, etc.
Serves as Chairman of the Personnel Advisory Board.
1-10 -6: REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Skilled
in the operation of calculators and data entry equipment.
Considerable knowledge of accounting and banking practices.
Knowledge of state and federal laws relating to municipal
financial reporting, tax reporting, and public administration.
Possess a working knowledge of computer operations. Some
knowledge of personnel practices and procedures, i.e., grievance
handling, compensation programs, communications, discipline,
etc., and benefit administration. Ability to supervise,
evaluate, and coordinate the work of a small staff of employees.
1 -10 -7: ACCEPTABLE EDUCATION AND EXPERIENCE: High school
diploma or equivalent supplemented by college course work in
Accounting, Public or Business Administration. Bachelors Degree in
Accounting or related preferred. Considerable experience in
administration or accounting relating to municipal, financial
investment, or banking operations at the level of an Intermediate
Accountant OR an equivalent combination of education and
experience.

1-10-8: NECESSARY SPECIAL REQUIREMENTS: Must be bondable.
Valid Idaho driver's license.
Section 3. All ordinances or parts of ordinances
inconsistent herewith are hereby repealed.
Section 4. This ordinance shall be in full force and effect
from and after its passage, approval, and publication according
to law.
