ORDINANCE NO. 1764
AN ORDINANCE TO REPEAL CHAPTER 99, TITLE I OF THE MUNICIPAL
CODE OF THE CITY OF CALDNELL, COUNTY OF CANYON, STATE OF
IDAHO AND ADD A NEW CHAPTER 9, TITLE I, SECTIONS 1 THROUGH 8
WITH REGARD TO CITY ENGINEER /PUBLIC WORKS DIRECTOR;
REPEALING ALL ORDINANCES, RESOLUTIONS, OR PARTS THEREOF IN
CONFLICT HEREWITH.
BE IT ORDAINED BY THE P"IAYOR AND CITY COUNCIL OF CALDWELL,
COUNTY OF CANYON, STATE OF IDAHO:
Section 1: That Chapter 9, Title I, Sections 1 through 3 be
repealed.
Section 2. That a new Chapter 9, 'Title I, Sections 1
through 8 be added as follows:
CITY ENGINEER /PUBLIC WORKS DIRECTOR
1 -9 -1: APPOINTMENT: There is hereby created the Office of
City Engineer /Public Works Director. The City Engineer /Public
Works Director shall be appointed by the Mayor, with the advice
and consent of the Council.
1 -9 -2: GENERAL STATEMENT OF DUTIES: Responsible for
management of all the Public Works and Engineering functions of
the City of Caldwell.
1 -9 -3: SUPERVISION RECEIVED: -Works under the broad policy
guidance and direction of the Mayor.
1 -9 -4: SUPERVISION1 EXERCISED: Supervises a large number of
departmental personnel either directly or through subordinate
supervisors.
1 -9 -5: EXAMPLE OF DUTIES: (illustrative only) Overall
supervision of the activities of Engineering, Sewer, Water,
Street, and Irrigation Departments. Approves and gives general
supervision of most of the City's construction projects. Advises
the Mayor and City Council on a wide range of City related topics
such as: Contracts, purchasing, personnel, engineering, and
developmental impacts to City facilities or services. Review of
subdivisions and proposed public facilities and services.
Supervise preparation and approval of plans, specifications,

legal descriptions, Public Works Department budgets and equipment
specifications. Coordinates the work of consultants when hired
by the City to prepare specialty reports or design
specifications. Assists in developing capital improvement
schedules for all departments of the City. Serves as member of
Grievance Review Board. Grants applications for vehicle and
public facility bids. Prepares long term facility improvement
plans for Public Works Department.
1 -9 -6: REQUIRED SKILLS, KNOWLEDGE AND ABILITIES: Good
administrative, supervisory, communication, and problem solving
skills are required. Knowledge of: Generally accepted
engineering and construction practices; accounting and budgeting
practices; equipment specifications and maintenance requirements;
and, construction and property surveying techniques. knowledge
of City codes and ordinances. Ability to deal with suppliers,
contractors, and the general public; and, administer large scale
public works contracts.
1 -9 -7: ACCEPTABLE EDUCATION AND EXPERIENCE: Bachelor of
Science Degree in Engineering. At least six years of managerial
experience in municipal Public Works or related field.
Experience in property and construction surveying OR an
equivalent combination of education and experience.
1 -9 -8: NECESSARY SPECIAL REQUIREMENTS: Valid Idaho
driver's license. Licensed Civil Engineer - State of Idaho
Section 3. All ordinances or parts of ordinances

inconsistent herewith are hereby repealed.
Section 4. This ordinance shall be in full force and effect
from and after its passage, approval, and publication according
to Law.
PASSED BY THE CITY COUNCIL of the City of Caldwell this
7th day of December 1987.
APPROVED BY THE MAYOR of the City of Caldwell this
