ORDINANCE NO. 1691
AN ORDINANCE TO AMEND TITLE II, CHAPTER 11, OF THE MUNICIPAL
CODE OF THE CITY OF CALDWELL, COUNTY OF CANYON, STATE OF IDAHO
WHICH PERTAINS TO SENIOR CITIZEN'S CENTER COMMISSION BY DELETING
AND ADDING CERTAIN LANGUAGE WITH REGARD TO VOTING PRIVILEGE,
MEMBERSHIP, VACANCIES, AND ANNUAL MEETING: REPEALING ALL
ORDINANCES, RESOLUTIONS, OR PARTS THEREOF IN CONFLICT HEREWITH.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF
CALDWELL, COUNTY OF CANYON, STATE OF IDAHO:
Section 1. That Title II, Chapter 11 be amended as follows:
2 -11 -1: CREATION: There is hereby created a Senior Citizen's
Center Commission.
2 -11 -2: TERMS:
CHAIRPERSON: President of the Commission elected by
members of the Commission at its annual
meeting for a one year period.
COMMISSION: The Senior Citizen's Center Commission and
member s- thereef.
MAYOR AND COUNCIL: The Caldwell City Mayor and City Council.
YEAR: The time from one annual meeting to another
as defined.
2 -11 -3: VOTING PRIVILEGE: Users of the Caldwell Senior
Citizen's Center shall have the privilege (and duty) of voting for
Commission members at the annual meeting.
2 -11 -4: MEMBERSHIP: Membership of the Commission shall consist
of nine (9) persons to be initially appointed by the Mayor and Council
as follows:
Three (3) members 3 years
Three (3) members 2 years
Three (3) members 1 year

Upon expiration of the initial term, new appointments or r eappointments
shall be for a three (3) year term. A Commission member shall not
serve more than two (2) consecutive three (3) year terms. A husband and
wife shall not serve on t he Commission or other subcommittees or boards
at the same time. In addition, there wi b one Ex Officio member
consisting of a City Cou ncijperson.

2 -11 -5: VACANCIES: On expiration of initial term of office, the
Commission shall recommend to the Mayor individuals selected as follows:
Nominations of Commission members may be made by any Senior Citize
attending the annual meeting. The nominees receiving a majority of
votes from the Senior Citizens attending the annual meeting will be
recommended to the Mayor for consideration. Vacancies occurring other
than through the expiration of terms may be filled for the balance of
the term as follows: Commission members may recommend to the Chair-
person names of possible Commission members to fill the unexpired term
of office. Upon vote of the Commission members, the person or persons
receiving the majority of votes will be recommended to the Mayor for
consideration or the Mayor may appoint, at his discretio a person or
persons to fill the unexpired term. All appointments are to be confirmed

by a majority voo of the Council. In the Ant the Mayor or the
majority of Council members do not agree with the proposed appointment
such appointment may be denied
2 -11 -6: AREA DESIGNATED: The area participation shall be
designated as Canyon County.
2 -11 -7: PURPOSE AND DUTIES: The purpose of the Commission shall
be the care, custody and control of Caldwell Senior titizen's Building
and grounds and management of those funds pertinent to that particular
charge. There shall be an annual meeting of the Senior Citizens of
Canyon County which shall be designated the second Monday in December of
each year. Commission members shall serve as chairman of the following
subcommittees: Finance, Publicity, Social, Membership, and Buildings
and Grounds.
2 -11 -8: MEETINGS: The Commission shall meet at nine thirty o'clock
(9:30) a.m. on the third Monday of each month or at the direction of the
chairperson.
2 -11 -9: VOTING QUORUM: A simple majority of Commission members
present at any given meeting constitutes a quorum.
2 11 EXPENDITURES AND DONATIONS: The Commission shall be
authorized to open and maintain a checking account for the maintenance
and operation and receipt of gifts on behalf of the Senior Citizen's
Center. Those individuals authorized to sign checks are to be the
Commission Treasurer, Commission Chairperson, Representative of the City
and the Finance Chairperson. All vouchers for payment are to be
presented to the Commission at its monthly
2- 11 -11: ANNUAL MEETING: Changes in bylaws must be accomplished
at the annual meeting or at a special meeting to be set as follows:
(A) Annual meeting to be advertised in the ealdwell- News - Tribune
Idaho Press Tribune on two (2) successive occasions and the first
advertisement to be at least thirty (30) days prior to the date and
time of annual meeting. Written notice will be given to all Commission
members designating time and day of annual eemmiasi�en meeting.
(B) Special meetings for the purpose of making changes in bylaws
shall be accomplished in the same manner as set forth for publication

and notification of the eemmissiens annual meeting.
Section 2. All ordinances or parts of ordinances inconsistent
herewith are hereby repealed.
Section 3. This ordinance shall be in full force and effect
from and after its passage, approval and publication according to
law.
