ORDINANCE NO. 1636
AN ORDINANCE OF THE CITY OF CALDWELL, IDAHO, CREATING A NEW SECTION
TITLE II, CHAPTER 11; SECTION 1 THROUGH 10, IN REGARDS TO SENIOR
CITIZEN'S CENTER COMMISSION: SETTING FORTH CREATION, TERMS, MEMBERSHIP,
AREA DESIGNATED, PURPOSE AND DUTIES, MEETINGS, VOTING QUORUM,
EXPENDITURES AND DONATIONS, AND ANNUAL MEETING.
2 -12 -1: CREATION
There is hereby created a Senior Citizen's Center Commission.
2 -12 -2: TERMS
1. Commission: Shall mean the Senior Citizen's Center Commission
and members thereof.
2. Mayor and Council: Shall mean the Caldwell City Mayor and
City Council.
3. Year: Shall mean the time from one annual meeting to another
as defined.
4. Chairperson: President of the Commission elected by members
of the Commission at its annual meeting for a one year period.
2 -12 -3: MEMBERSHIP
Membership of the Commission shall consist of nine (9) persons
to be initially appointed by the Mayor and Council as follows:
Three (3) members 3 years
Three (3) members 2 years
Three (3) members 1 year
Upon expiration of initial term, reappointment shall be for
a three year term. In addition there will be one ex officio
member consisting of a City Councilman.
2 -12 -4: VACANCIES
1. On expiration of initial term of office, the Commission shall
recommend to the Mayor for confirmation by majority vote of the City
Council replacements from the following criteria:
Commission members may recommend to the Chairperson names of
possible Commission members at its annual meeting. The individual
or individuals receiving the greatest number of votes of the
Commission shall be recommended to the Mayor for possible confirmation
by the City Council
Should there be a resignation of a Commission member, prior to

his /her normal tenure of office occur, the Commission shall
recommend a replacement to the Mayor. Commission members may
recommend to the Chairperson names of possible Commission members
to fill the unexpired term of office. Upon vote of the Commission
members, that individual receiving the majority of votes will be
recommended to the Mayor for consideration. In the event the Mayor
or the majority of Council members do not agree with the proposed
appointments, such appointment may be denied. The Mayor may suggest
a nominee or ask the Commission to resubmit a nominee. Should denial
of a nominee occur, the Commission shall follow the procedure out-
lined in Article IV of the Bylaws and the Chairman shall accept
recommendations from the Commission members and /or the Mayor at its
monthly meeting. The individual or individuals receiving the
greatest number of votes of the Commission shall be recommended to
the Mayor and City Council for appointment.
2 -12 -5: AREA DESIGNATED
The area participation shall be designated as Canyon County.
2 -12 -6: PURPOSE AND DUTIES
The purpose of the Commission shall be the care, custody and
control of Caldwell Senior Citizen's building and grounds and
management of those funds pertinent to that particular charge.
There shall be an annual meeting of the senior citizens of Canyon
County which shall be designated the second Monday in December of
each year. Commission members shall serve as Chairman of the
following subcommittees: Finance, Publicity, Social, Membership,
and Buildings and Grounds.
2 -12 -7: MEETINGS
The Commission shall meet at 9:30 a.m. the third Monday of each
month or at the direction of the Chairperson.
2 -12 -3: VOTING QUORUM
A simple majority of Commission members present at any given
meeting constitutes a quorum.

2 -12 -9: EXPENDITURES AND DONATIONS
The Commission shall be authorized to open and maintain a checking
account for the maintenance and operation and receipt of gifts
on behalf of the Senior Citizen's Center. Those individuals
authorized to sign checks are to be the Commission Treasurer,
Commission Chairperson, representative of the City of Caldwell and
the Finance Chairperson. All vouchers for payment are to be
presented to the Commission at its monthly meeting.
2- 12 -10: ANNUAL MEETING
Changes in bylaws must be accomplished at the annual meeting or
day of February , 1983.

at a special meeting to be set as follows:
1. Annual meeting to be advertised in the Caldwell News Tribune
on two successive occasions and the first advertisement to be at
least thirty (30) days prior to the date and time of annual meeting.
Written notice will be given to all Commission members designating
time and day of annual Commission meeting.
2. Special meetings for the purpose of making changes in bylaws
shall be accomplished in the same manner -as set forth for publication
and notification of the Commission's annual meeting.
This ordinance shall be in force and effect from and after its
passage, approval, and publication according to law.
