ORDINANCE NO. 1470
AN ORDINANCE TO AMEND TITLE I OF THE CITY CODE OF CALDWELL,
COUNTY OF CANYON, STATE OF IDAHO, BY ADDING THE FOLLOWING WHICH
SHALL BE DESIGNATED AS CHAPTER 16 OF SAID TITLE I OF SAID CODE
CREATING THE RECREATION DEPARTMENT OF THE CITY OF CALDWELL.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF
CALDWELL, CANYON COUNTY, IDAHO:
That Title I of the City Code of Caldwell, County of Canyon,
State of Idaho, shall be amended by adding the following which shall
be designated as Chapter 16 of said Title I of said City Code:
Section 1. RECREATION DEPARTMENT, CREATION OF: For the
purpose of providing for the proper maintenance and operation of the
recreational facilities belonging to the City of Caldwell, there is
hereby created and established a Department of said City to be known
as the Recreation Department.
Section 2. APPOINTMENT OF RECREATION DIRECTOR: The Mayor
shall appoint a Recreation Director subject to confirmation by the City
Council who shall be the head of the Recreation Department.
Section 3. GENERAL STATEMENT OF DUTIES: Performs
professional recreation work of an administrative nature in planning
and directing the municipal recreation program; does related work as
required.
Section 4. DISTINGUISHING FEATURES OF THIS CLASS: The
employee of this class is responsible for developing and administering a
comprehensive community recreation program, including the effective use
and proper maintenance of a wide variety of recreational areas, facilities
and equipment. He assures that program objectives are accomplished at
a recreation center through the supervision of Recreation Supervisors
and Program Coordinators assigned to specific aspects of the program.
The employee functions with wide latitude of technical and administrative
discretion within the framework of the Advisory Committee.
Section 5. DUTIES: Confers at frequent intervals with 14
supervisory personnel, outlines work to be done in order to have
recreation areas and facilities ready for use in carrying out the
recreation program as planned; Supervises and directs the activities and
the use of public recreation facilities of the City and School District;
Plans and developer recreational programs, or approves activities,
plans and procedures prepared by staff members; Evaluates the adequacy
of existing physical facilities for recreation and works to secure
needed replacements, alterations and additions; Makes public contacts
in an effort to describe recreational activities and programs and learn
the desires of the community; Prepares and presents speeches and
talks for radio, television or general audiences in order to explain
or interpret departmental activities, procedures and programs;
Organizes and directs through Program Coordinators, a comprehensive
athletic and sports program for all age groups; Selects, assigns,
supervises and trains full or part -time recreation personnel; Coordinates
the City program with other community recreational activities and
assists representatives of other groups in developing and extending
recreational programs; Prepares budget requests for the recreation
function and controls the expenditure of funds allotted; supervises
maintenance of records and the preparation of reports; Prepared
correspondence and communications pertaining to recreation and directs
the preparation of recreation publicity designed to interest the public;
Participates in professional organizations in a leadership capacity;
Acts as advisor to clubs of recreational nature; Serves on community
Boards. Reports and is accountable to the Mayor.
Section 6. This Ordinance shall be in full force and effect

from and after its passage, approval and publication, according to
law.
