HomeMy WebLinkAboutORD 1469a BILL NO. 17 ORDINANCE NO. 1469 AN ORDINANCE TO AMEND TITLE I OF THE CITY CODE OF CALDWELL, COUNTY OF CANYON, STATE OF IDAHO, BY ADDING THE FOLLOWING WHICH SHALL BE DESIGNATED AS CHAPTER 15 OF SAID TITLE I OF SAID CODE CREATING THE PARK DEPARTMENT OF THE CITY OF CALDWELL. BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF CALDWELL, CANYON COUNTY, IDAHO: That Title I of the City Code of Caldwell, County of Canyon, State of Idaho, shall be amended by adding the following which shall be designated as Chapter 15 of said Title I of said City Code: Section 1. PARK DEPARTMENT, CREATION OF: For the purpose of providing for the proper maintenance and operation of public parks, playgrounds, and gardens belonging to the City of Caldwell, there is hereby created and established a department of said City to be known as the Parks Department. Section 2. APPOINTMENT OF PARK SUPERVISOR: The Mayor shall appoint a Park Supervisor subject to confirmation by the City Council who shall be the Head of the Parks Department. Section 3. GENERAL STATEMENT OF DUTIES: Directs the park system on a City wide basis and performs administrative and planning work involving the development of the park system; does related work as required. Section 4. DISTINGUISHING FEATURES OF THE CLASS: The employee in this class is responsible for developmental planning and for improving departmental efficiency through coordination of work standard analysis activities. The work involves research and development or recommendation regarding long range parks development, and providing assistance to staff on current park development problems. The employee operates with considerable independence in determining procedures for 0 accomplishing desired objectives in consultation with the Mayor. Section 5. DUTIES: Prepares and Dresents departmental budgets to the Finance Director with cooperation and assistance of division heads. Monitors expenses and revenue receipts to assure conformity with budget. Initiates or authorizes and frequently participates in preparation of studies and reports activities and functions of Park Department, and Park Use Survey. Regularly reviews programs and problems with each division, Park and Recreation Board, and the Mayor; Reviews, approves and signs requests for payments, status reports, promotions, personnel progress reports and other routine items; Attends meetings convened by other agencies whose activities or objectives are related to the Park Department; Answers questions from the public relating to Park Department activities and policies; Makes periodic inspections of park properties to assure that a reasonable standard of maintenance is achieved. Reports and is accountable to the Mayor. Section 6. This ordinance shall be in full force and effect from and after its passage, approval and publication, according to law.
