HomeMy WebLinkAboutORD 1347a BILL NO. -33 ORDINANCE NO. 1347 BY AN ORDINANCE TO AMEND TITLE 2, CHAPTER 4,' OF THE MUNICIPAL CODE OF THE CITY OF CALDWELL, COUNTY OF CANYON, STATE OF IDAHO, BY CHANGING THE DESIGNATION, "CALDWELL RECREATION'BOARD," TO COMMISSION OF PARKS AND RECREATION; BY CHANGING THE NUMBER OF MEMBERS ON THE COMMISSION FROM SEVEN TO EIGHT, AND THE NUMBER OF COUNCIL MEMBERS AS EX OFFICIO MEMBERS FROM ONE TO TWO; BY PROVIDING A VOTING QUORUM; BY PROVIDING FOR VACANCIES; AND BY SPECIFYING DUTIES OF THE COMMISSION OF PARKS AND RECREATION. BE IT ORDAINED by the Mayor and Council of the City of Caldwell, County of Canyon, State: Idaho: SECTION 1. That Title 2, Chapter 4, of the Municipal Code of the City of Caldwell be enacted to read as follows: CHAPTER 4 $9ARD- 9F- RHGRHAT1E)N COMMISSION OF PARKS AND RECREATION SECTION: 2 -4 -1: Creation 2 -4 -2: Members 2 - 4 - 3: Terms 2 -4 -4: Organization 2 -4 -5: Vaeaneies Voting Quorum 2 -4 -6: DKtie Vacancies 2 -4 -7: Duties 2 -4 -1: CREATION: There is hereby established and created a Bard Commission to be known as the "Caldwell Reereat= Beard;" Parks and Recreation Commission." 2 -4 -2: MEMBERS: The Parks and Recreation Board Commission shall consist of seven - {4} eight members who shall be appointed by the Mayor with the consent of the Council from residents and citizens of the City, and ofte {i} two 2, members of the Council, who shall be as ex officio members of the Beard Commission 2 -4 -3: TERMS: The term of office of the respective members of such Beard Commission shall be as follows: (A) The two 2 members .appointed from the Council shall serve for a period of two (2) years or until the end of his their terms as a Council members, whichever occurs first. (B) The remaining; seven -^ 44 eight _(8) members shall be appointed for a -term of four (4) years, except that those who are appointed as the initial Beard Commission members shall serve for period as follows: 1. Three (3) members shall be appointed for • term of two (2) years, two (2) members for • term of three (3) years,` °`and two (2) members for a term of four (4) years. Thereafter, each appointment shall be for a term of four (4) years. 2 -4 -4 ORGANIZATION: The Beard Commission shall meet on or before the first day of February of each year and appoint one (1) of its members as Chairman, and one (1) of its members as Vice - Chairman, who may assume the duties of the Chairman in the event of his absence, and shall also choose from,its members a person who shall serve as Secretary of the Beard Commission. These persons shall constitute the officers of the Board Commission and shall retain their offices for a term of one (1) year, or until their successors have been selected. ORDINANCE - 2 2 -4 -5: VOTING QUORUM: A voting quorum shall consist of 50% of the eight (8) members of the Parks and Recreation Commission 2 -4 -6: VACANCIES: All vacancies in said Beard Commission by reason of removal, resignation, or death, shall be filled by the Mayor with the approval and consent of the Council for the unexpired term of the person whose term was so vacated. (1962 Code) A Commission member will have vacated his position when said member has missed three (3) successive meetings without a valid reason, as determined by the Chairman of the Caldwell Parks and Recreation Commission 2 -4 -7: DUTIES: The Reereation -Beard Parks and Recreation Commission shall advise and recommend programs to the Mayor and City Council and Director of Parks and Recreation concerning: (A) The planning and conduct of the recreation program of the City. (B) The operation, maintenance, control and supervision of the Caldwell Swimming Pool, fixing rates and charges, and all other things as I may be necessary to the maintenance and operation of the said swimming pool. (Ord. 1316; 2- 19 -74) The provision of a high standard in the develop- ment, preservation, care, and maintenance of existing City park areas and facilities for the maximum enjoyment and use by the public ORDINANCE - 3 r (D) The preparation, in cooperation with school and other planning authorities of a long range plan for acquiring, developing, and maintaining future parks as designed for publicenjoyment Ems, Ihe interpretation of community park and recreation programs to public officials and to the general citizenship in terms of adequate moral and financial support The determination and establishment of the general policies to be followed in carrying out the purpose for which the park and recreation depart- ment was established. SECTION 2. This ordinance shall be in full force and effect from and after its passage, approval and publication according to law. SECTION 3. All ordinances or parts of ordinances in conflict herewith are hereby.repealed PASSED BY THE COUNCIL of the City of Caldwell this rd day of December , 1974. .
