HomeMy WebLinkAboutORD 12450 BILL NO. 3 ORDINANCE NO. 1245 BY COUNCILMAN DAVapoRT AN ORDINANCE TO AMEND TITLE 2, CHAPTER 6, OF THE CITY CODE OF CALDWELL, COUNTY OF CANYON, STATE OF IDAHO: ' BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF CALDWELL, COUNTY OF CANYON, STATE OF IDAHO: Section 1. That Title 2, Chapter 6, of the City Code of Caldwell, County of Canyon, State of Idaho, be amended to read as follows: 2 -6 -1: BOARD CREATED: There is hereby created a Golf Course Board which shall consist of the President of the Caldwell Men's Golf Association, the President of the Caldwell Women's Golf Association, and seven (7) resident citizens who shall be appointed by the Mayor, with the consent of the Council. One of the members so appointed shall be a member of the Council and the other six (6) members shall be residents of the City and active golf players. All shall serve without salary. 2 -6 -2: TERM OF OFFICE: The term of the respective members of the Golf Course Board shall be as follows: The President of the Caldwell Men's Golf Association and the President of the Caldwell Women's Golf Associa- tion shall serve for their respective terms. The member appointed from the Council shall serve for a period of two (2) years, or until the end of his term as a Council member, and the other six (6) members shall be appointed for terms of four (4) years, except- ing that there shall not be more than two (2) members whose terms shall expire in any one year. Accordingly, appointments may be made for terms less than four (4) r years in order that not more than two (2) members terms expire in any one year. All vacancies except the President of the Caldwell Men's Golf Association and the President of the Caldwell Women's Golf Association shall be filed by appointment in the same manner as appointments were originally made, for the unexpired term of the vacancy. (Ord. 1130; 4- 15 -68) 2 -6 -3: ORGANIZATION: The Golf Course Board shall, immediately following their appointment, meet for organization for the election of one (1) of their members as Chairman, and for the selection and appointment of such other officers and employees as they may deem necessary. 2 -6 -4: DETERMINATION OF FEES: The Board shall adopt a schedule of fees for the use of the Golf Courses, and make and publish such rules and regulations for the care, maintenance and operation of the Municipal Golf Courses as may be expedient, subject to the approval of the Mayor and Council. 2 -6 -5: BOARD TO SUBMIT BUDGET: Not later than the first day of February of each year, the Board must submit to the Mayor and Council an itemized, detailed annual budget for the estimated expenses for the ensuing year, and shall also submit therewith a general state- ment of the probable income and schedule of fees to be charged in the operation of said Municipal Golf Courses. The said budget and schedule of fees may be enlarged, increased or reduced, or items added or stricken from the estimated budget and the schedule of fees by the Mayor and Council as they may see fit, and the amount of the budget finally determined by the Mayor and Council shall be included in the annual budget of the City as required by law. 2 -6 -6: REVENUES; BOND REQUIRED: All moneys collected as fees, or otherwise by the Municipal Golf Course personnel shall be paid to the Clerk daily, accompanied with a detailed report of the source of such moneys. Any person who shall be designated to collect such moneys from the 'Municipal Golf Courses shall be required to give bond to the City in a sum to be determined by the Mayor and Council by resolution, and the penal sum to be determined by the Mayor and Council by resolution for the faithful performance of their duties. Section 2. That all ordinances or parts of ordinances in conflict herewith are hereby repealed. Section 3. This ordinance shall be in full force and effect from and after its passage, approval and publication according to law. PASSED BY THE COUNCIL of the City of Caldwell this 7th day of February, 1972.
