ORDINANCE NO. 1151
BY COUNCILMAN KEYS
AN ORDINANCE CREATING THE "CALDWELL TRAFFIC SAFETY COMMISSION"
PROVIDING FOR ITS MEMBERSHIP; SETTING THEIR TERMS OF OFFICE; PRO-
VIDING FOR THE FILLING OF VACANCIES; PROVIDING FOR ITS MEETINGS
AND DUTIES; AND REPEALING ALL ORDINANCES OR PARTS THEREOF IN CON-
FLICT WITH THIS ORDINANCE AND PROVIDING FOR THIS ORDINANCE TO TAKE
EFFECT FROM AND AFTER ITS PASSAGE, APPROVAL AND PUBLICATION.

BE IT ORDAINED By the Mayor and Council of the City of

Caldwell, Idaho:

Section 1. That there is hereby created the "Caldwell
11
Traffic Safety Commission" for the City of Caldwell, Idaho, to -wit:

9 -11 -1: CREATION: There is hereby created and establish
22
ed a commission to be known as "Caldwell Traffic Safety Commission.

9 -11 -2: MEMBERSHIP AND TERMS OF OFFICE: The Traffic
24
Safety Commission shall consist of eight (8) members to be appoint -
25
ed by the Mayor, with the consent and approval of the Council.
26
Members of said commission shall hold office for a period of six
27
(6) years each and said terms shall be staggered in such a manner
28
so that the terms of not more than three (3) members shall expire
29
in any one (1) year. Two (2) of such members shall hold office
30
for a term of two (2) years, three (3) for four (4) years and
31
three (3) for six (6) years, the respective terms of office to be
32
determined by lot at the first meeting of the commission. There-
1 after, the term of office for each appointive member shall be six
2 (6) years.
Members shall be selected so that there shall always re-
main in the commission one (1) school administrator, one (1) public
works director, one (1) city judge, one (1) county commissioner,
one (1) chief of police, one (1) city attorney, and two (2) local
citizens, and shall serve without compensation.
9 -11 -3: VACANCIES: Vacancies shall be filled by appoint-

9 -11 -4: ORGANIZATION: The commission shall elect its

own chairman and secretary, and create and fill such other offices

as it may determine necessary, and adopt such rules as it shall

deem necessary to carry out its purposes.

9 -11 -5: MEETINGS: The commission shall hold one (1)

regular meeting each month for not less than nine (9) months

in each year. A majority of the appointive members of the com-

mission shall be necessary to constitute a quorum at any meeting.

All meetings shall be open to the public. A written record of
19
its meetings, resolutions, findings, and determinations shall be
20
kept, which-shall be a public record.

The commission may require the attendance at any meeting
22
of such other City officials as it may deem necessary.

9 -11 -6: DUTIES: It shall be the duty of the commission
24
to recommend and make suggestions to the Council for the adoption
25
of plans for traffic safety as recommended by the National Safety
26
Council Study of 1968; to co- ordinate all Caldwell City Traffic
27
Safety Plans into the State of Idaho Plan; to make suggestions
28
for projects designed to increase safety in pedestrian and school
29
traffic in the City and to generally recommend to the Council
30
plans to improve traffic safety in the entire City of Caldwell."

Section 2. All ordinances, resolutions, orders or parts
32
therewith, in conflict herewith are hereby repealed, rescinded and

annulled.
2 Section 3. This ordinance shall be in full force and
3 effect from and after its approval, passage and publication, as
4 required by law.
