ORDINANCE NO. 1082
BY COUNCILMAN HARRISON
AN ORDINANCE ADDING TO TITLE IX, CHAPTER 1 OF THE CITY CODE OF
CALDWELL, IDAHO, SECTION 9 -1 -56 MAKING IT UNLAWFUL FOR ANY PERSON
TO INHALE, BREATH, DRINK OR OTHERWISE TAKE INTO HIS OR HER BODY
ANY COMPOUND, LIQUID, CHEMICAL OR ANY OTHER SUBSTANCE KNOWN AS
GLUE, ADHESIVE, MMENT, MUCILAGE, DOPE, OR ANY OTHER MATERIAL OR
SUBSTANCE OR COMBINATION THEREOF WITH THE INTENT TO BECOME INTOXI-
CATED, ELATED, DAZED, PARALYZED, IRRATIONAL, OR IN ANY OTHER MANNER
CHANGING, DISTORTING, OR DISTURBING THE THINKING PROCESS, BALANCE,
OR COORDINATION OF SUCH PERSON, AND MAKING IT A MISDEMEANOR AND
PROVIDING A PENALTY FOR VIOLATION OF THE ORDINANCE.

Be it ordained by the Mayor and Council of the City of
Caldwell, Idaho:
Section 1. That Title IK, Chapter 1 of the City Code of

Caldwell, Idaho, be amended by adding thereto a new section, namely,
Section 9 -1 -56 to read as follows:
"9 -1 -56: MISUSE OF COMPOUNDS, LIQUIDS, CHEMICALS AND
OTHER SUBSTANCES: It shall be unlawful for any person to inhale,
breath, drink or otherwise take into his or her body any compound,
liquid, chemical or any other substance known as glue, adhesive,
cement, mucilage, dope, or any other material or substance or com-
bination thereof with the intent to become intoxicated, elated,
dazed, paralyzed, irrational, or in any other manner changing, dis-
torting, or disturbing the thinking process, balance, or coordina-
tion of such person."

Section 2. Any person violating any of the provisions of
this ordinance shall be deemed guilty of a misdemeanor, and shall,
upon conviction thereof, be subject to the penalty provided in Sec-
tion 1 -3 -1 of the City Code of the City of Caldwell, Idaho.
Section 3. This ordinance shall take effect and be in
force from and after its passage, approval and publication as re-
quired by law.
