Page 303 The Mayor requested that everyone stand for the Pledge of Allegiance to the Flag. The Roll of the City Council was called with the following members present: Houchins, Evans, Earl, Nancolas, and Wells. Absent: Langan. (CONSIDER BIDS FOR THE DEMOLITION OF BUSHNELL CENTER) The Mayor explained that the meeting was called for the purpose of considering bids for the demolition of Bushnell Center. He stated that he was happy to see members of the Caldwell Fire Department in attendance. Mayor Winder further said that he recalled very well that during the budget discussions, they indicated that they would not do anything with the expenditure of funds for items that were non essential_ They had an opportunity that they believed would provide for the long range best interest for all and took it out to bid for that reason. It was not an effort to bypass or to do anything that we did not commit to doing earlier. Mayor Winder informed Council that the bid process was completed that morning at 10:00 a.m. Procedures were followed that were required by law and there were five qualified bidders. Two of them were disqualified because they turned in their materials too late to be consider as legitimate bids. The bid information was distributed to Council as follows: Elliot Scott Earthmoving, Inc. $269,950 Pacific Technologies, Inc. $242,000 Centerlane Construction, Inc. $224,350 Asbestos Abatement, Inc. $368,060 Gillingham Construction, Inc. $194,000 The apparent low bidder was Gillingham Construction and the Engineering Department recommends that the Mayor and City Council award a contract to the low bidder or re -bid the project. The Mayor also commented that there was another option which was properly the action Council will take. Councilman Houchins stated that he would like to make a proposal that they make the final decision on January 15th at Noon. The Mayor asked that he put this into a motion. MOVED by Houchins, SECONDED by Evans that the City Council take the bids under advisement and a final decision will be announced at a Special City Council Meeting on January 15, 1997, at Noon in City Hall. Councilman Nancolas asked if it was feasible to hold a workshop during the meantime to discuss this issue. Councilman Houchins stated that it was his intent to discuss that possibility next. Several members of the Fire Department that were present asked questions and discussed briefly the issue before Council. Book 37 After the discussion, the Mayor asked for a roll call on the motion. Roll call vote. Those voting yes: Houchins, Evans, Earl, Nancolas, and Wells. Those voting no: none. Absent and not voting: Langan. I0 to] I a . to] Ntolr1r.41 4.a1_r] Councilman Houchins stated that he would request that the workshop be scheduled for Wednesday, January 8th from 7:00 p.m. to 9:00 p.m. in City Hall. It will be open to the public. Mayor Winder also noted that they would discuss Old Jefferson, an override election and the privatization of City services.
