There being no further business to come before the Council, it was moved by Councilman Luby,
seconded by Councilman Short that the meeting recess until December 30, 1963 in the Council Chambers at

A vote was taken and the motion unanimously carried.

YOU WILL HEREBY TARE NOTICE That J. P. Martin, heretofore appointed receiver in the
above - entitled matter, has filed his oath of office and has filed herein the bond as directed
by the Judge of the above - entitled court and it is therefore ordered that the said J. P.
Martin as such receiver take possession of all property as described in the complaint and files
herein, including the businesses and personal property situate on the real property described
by said mortgage, except such part of real property as is under a bona fide lease to other
persons, as of January 1, 1964; provided, however, that he shall have authority from and
after the date hereof to act in his name as such receiver to procure licenses, take inventory
and transact such business as is necessary to protect the said property.
IT IS FURTHER ORDERED That the said J. P. Martin, as such receiver, take possession
of said property and businesses and file an inventory herein within 15 days of the date of
this order.

Lication for Beer and Liquor Licenses
Applications were then presented for Beer and Liquor Licenses at the Saratoga Hotel for the year
4 with said applications having been filed by J. P. Martin as Receiver and being accompanied by a receipt
fees paid in an amount of $800.00.
It was thereupon moved by Councilman Shorb, seconded by Councilman I.uby that the applications be
roved and that the licenses be issued subject to the approval of the City Attorney. A vote was taken and
motion unanimously carried.

An application for a Bartender Permit from Rodney Lee Watkins was presented for consideration of V

It was moved by Councilman Luby, seconded by Councilman Shorb that the application be approved and
the Permit be issued. A vote was taken and the motion unanimously carried.
It was moved by Councilman Davenport, seconded by Councilman Luby that this special meeting
adjourn subject to prior motion to reuses until December 30, 1963 in the Council Chambers at 8:00 P. M.
A vote via taken and the motion unanimously carried.

Bids opened for materials for the new jail
Acting Mayor Vassar announced that the first order of business would be the opening of bids for
material for the now jail and he then called upon City Engineer and Publio Works Administrator, Melvin G.
I Lewis.
Mr. Lewis stated that the invitations for bids were out on the nineteenth as expected but the
opening wasn't going to be without some difficulties because some of the jail constructors had different
ideas. He stated that he bad tried to get them, in their conversations with him, to bid the specifications
as they were and then describe any differences. The first bids opened were on rainforoeipg steel and were as
follows:
Allen Steel Supply of Boise, Idaho (F.O.B. Caldwell) . . . . . . . . . . . . . . . . . $ 734.00

Northwest Steel Construction Co. of Portland, Oregon (F.O.B. Caldwell) . . . . . . . . $ 7$0.00

It was moved by Councilman Irby that the low bid of Allen Steel Supply in Boise be accepted in the
amount of $734.00.
As other bids were yet to be opened it was thought best by the Council that the balance of the bids
be opened prior to taking any action and Councilman Luby withdrew his motion.
Mr. Lewis stated that the next bids were for wrought iron piping for the heat coils in the concrete
floor with sixteen hundred feet being asked for and it would be favricated on the job. Bids opened ware as
follows:
