Council met in regular session pursuant to adjournment with 19ayor Griffiths presiding, and Councilmen Adams, Bardsley, Steunen berg, Zeh, present, Shorb Clerk. The report of Geo. A. Houghton, insurance surveyor on Lire requirements, was Y- and action deferred until next meeting. �l Voted, on motion of Zeh, that council adjourn until Monday, December 23, 1912, at 9930 p.m. / city Clark. Monday December 23 1912. Council met in regular session pursuant to adjournment with Mayor Griffiths, presiding, and Councilmen Adams, Bardsley, Earring ton, Steunenbefg, and Zeh, present, Shorb, Clerk. Claim of R. K. Beatty in the sum of *56.03 for sidewalk was allowed on the general fund, on motion :;f Zeh. Report of Librarian was read and, on motion of Bardsley, approved and orde - J ed filed. Voted on motion of Adams, that the tax charges on the Hasbrouck Park be divided between the Park and . "ater works funds. Voted, on motion of Adams, that the City Clerk be instructed to release the County Assessor from the collection of charges made by the City of Caldwell for special assessments against the City of Caldwell and that he draw a warrant on the Library fund in the sum of126.86 in payment of State, County school taxes assessed against Lots 21 to 24 inclusive, Block 24 Dormans Addition to the city of Caldwell. Bill No. 23, by Bardsley, entitled, "An ordinance granting to the Idaho Railway, Light & Power Co. a franchise to construct and maintain a railroad track for switching purposes on and over a certe.in alley in the City of Caldwell, Idaho" was read the first time. Bill No. 34 by Zeh, entitled "An ordinance establishing fire limits re- gulating the construction, altepation and repair of buildings, the disposal of rub- bish and storage of gasoline and other porducts of petroleum in the City of Caldwell, precribing a penalty for the violation of said ordinance and repealing all ordinanc or parts of ordinances in conflict with this ordinance ", was read the first time. A motion was made by Zeh, that the rules be suspended and the readings on three separate days be dispensed with and that Bill No. 34 be read the second time by title and the third time in full and placed on its final passage. Bill iro.34 read second time by title. Bill No.84 read the third time in full and placed on its final passage. On the question, shall Bill No.34bpass? The roll being called the vote I resulteds Ayes- Adams, Bardsley, Harrington, 9teunenberg, Zeh -5, Nays- None. Absent- Adam. So Bill No.34 passed, becoming ordinance No. 228, Voted, on motion of Adams, that the water works committee be authorized to install pressure reducers as needed on the water works system. Voted, on motion of Harrington, that the water committee investigate the Installing of two pumps, one at the new station at a less capacity than the present one, and one at the old pumping station with greater power, also the regulating of the water pressure from the filling of the engines at the Oregon Short Line and to dispose of the old pumps. Voted, on motion of Adams, that the water works committee be directed to plsce� the now pump house in condition that a family may live there. Voted, on motion of Zeh, that the superintendent of water works be made the third mah on the fire department, Voted, on motion of Zeh, that the building committee be directed to secure an additional source of electrical energy for the pumping stations. Voted, on motion of Zeh, that the superintendent of of water works be in- structed to inspect and test all hydrants and repair any leaks in the same and make rerart of their condition each month. Voted, on motion of 9teunenberg, that the fire committee be instructed to proenre two suitable places for fire stations, one in the Northern and the other one in the southeastern portion of the City. Voted, on motion of Harrington, that the city attorney be instructed to prepare a fire works ordinance along lines of copy submitted by board of fire under- writers. Voted, on motion of Adams, that Council adjourn. City Clerk.
