The Meet. was called to order by Commissioner Vance.
The Roll of the City council was called with the
following members y�resent: Earl, Nancolas, Langan,
Carpenter, and Houchins. Absent: Raymond.

(PUBLIC HEARING TO CON-5'IDER AN ORDINANCE PROVIDING FOR APPLICATION
OF GOVE, COMPREHENSIVE PLAN, SUBDIVISION, ZONING AND OTHER
ORDINANCES FOR THE REVISED AND UPDATED CALDWELL AREA OF CITY IMPACT
AS RECENTLY ADOPTED BY THE Ci�LDWELL CITY C0tJN-CIL AND CANYON COUNTY

Commissioner Vance explained the purpose of the joint
meeting which aras to hold a Public Hearing to consider an
ordinance providing =or application of governing
Comprehensive Pl an , Subdivision, Zoning and other
- for the revised and updated Caldwell Area of
Cit Impact as recently adopted by the Caldwell City
Counc and tfie Canyc. County Board of Commissioners.
T��.e Commissioner opened Public Hearing and listed the
� - e 'bits r
�n - -o be included 'n the record. Included in that
listing was Exhibit 16 which demonstrated the Caldwell
Area of Impact. and the subdivision review area adjacent
to South boundary.
Those signecd to speak on behalf of the City of Caldwell
were Bill Gigray, III, the City Attorney for Caldwell and
Dennis Crooks, Planning and zoning Director. Both were
sworn -i 1 -
n before speakirig. Mr. Gigray revie the
proposed Ordinance at some length.
The :Manning and Zoning Director made some brief remarks
statirq that the main purpose of the Public Hearing was
to continue the process of redefining the Caldwell Area
of City - mpact hick requires the cooperation and
participation of Canyon County. The subject of this
hear. - ingr involves the selection of the Plan, the Zoning
and Subdivision Ordina3�ces which are to apply v "ithin the
established Area of City Impact.
Mr. Crooks recommerd�aticn " the Caldwell City Council
was Lo adopt the Ordinance. In order to satisfy the
January 1, dead J 4 ne established by the State of
Idaho to complete this Area of Impact process, he further
recommended that the Cct wai7,e the normal three
readings -ngs and adopt the Ordi=nce upon first reading.
The Puk� Hearing was closed by Commissioner Vance.

COMPREHENSIVE PLAN AND ZONING ORDINANCES TO THE AREA OF
CITY IMPACT OF THE CI'T'Y OF CALDWELL AND PROVIDING FOR THE
APPLICATION OF THE CITY OF CALDWELL'S SUBDIVISION
ORDINANCE TO THE AREA OF CITY IMPACT OF THE CITY OF
CALDWELL WITH CERTAIN EXCEPTIONS, AND PROVIDING FOR THE
APPLICATION THEREOF WITHIN ONE (1) MILE OF THE CITY AND
PROVIDING FOR A ZONING /SUBDIVISION ORDINANCE CONFLICT
PROCEDURE, AVAILABILITY OF ORDINANCES, SEVERABILITY AND
AN EFFECTIVE DATE.
It was MOVED by Nancolas, SECONDED by Earl to suspend the
rule requiring that a Bill be read at three separate
times and that it be read in full for one reading.
Roll call vote. Those voting yes: Nancolas, Langan,
Carpenter, Houchins, and Earl. Those voting no: none.
Absent and not voting: Raymond.
MOTION CARRIED
MOVED by Nancolas, SECONDED by Houchins that Bill No. 50
be passed and entitled Ordinance No. 2063 after the
reading of the Bill one time by title only.
Roll call vote. Those voting yes: Nancolas, Langan,
Carpenter, Houchins, and Earl. Those voting no: none.
Absent and not voting: Raymond.
