Thereupon the Mayor declared Bill No 17, had passed and the Mayor in open session of the Council
duly signed and approved the Bill, and the Clerk duly signed and attested the same which became Ordinance
No. 841. The Mayor directed the Clerk to make proper entry of the same and to cause Ordinance No 841, to
published in the Caldwell News - Tribune the official newspaper of the City of Caldwell, Idaho
Hiram Eiger presented a list of proposed changes to the Plumbing Code of Caldwell. The Mayor
informed Mr. Niger the Council would study the proposed changes and meet with the Plumbers at a Special
Council Meeting to be held December 20th.
Councilman Bettis stated a request had been made to extend Idaho Street to Linden Street. The
man
City Attorney informed Council /Bettis right -of -way would have to be obtained before Idaho Street could be
extended.

Patching of Highway # 30 is being conducted by the State Highway Department.
Councilman Eldredge reported the rat situation was improving.
Issuing - iof building permits on unplatted lots was discussed but no action was taken•
Councilman Blomquist informed the Council several blanket insurance policies would expire in

Councilman Blomquist informed the Council the Steam Boiler Insurance Policy held by A. I.

Upon Roll Call those voting in the affirmative weret Blomquist, Eggers and Bettis. Negative:
Burrell, Weick and Eldredge. Absent and not voting: None. The Council being equally divided the Mayor
cast his vote *nays.
Thereupon the Mayor declared the motion had failed to carry.
Moved by Weick, seconded by Burrell the Steam Boiler Insurance be given to the Caldwell Associatio
of Insurance Agents.
Upon Roll Call it appeared the motion was unanimously carried.
Mayor Jason C. Smith and Councilman Burrell gave an interesting account of the American Municipal
Congress which they attended.
The Mayor informed the Council he had attended a Civil Defense Meeting held in Boise and stated
this area would be considered a dispersal area in case of an emergency.
There veing no further business to come before the Council it was moved by Bettis, seconded by
Weick that Council adjourn. Motion carried. � 6 --

CALL AND ACKNOWLEDGMENT OF NOTICE
We, the undersigned Mayor and Members of the City Council of the City of Caldwell, Idaho, do each
hereby acknowledge notice of a special meeting of said City Council to be held at the Council Chambers in
the City Hall in the City of Caldwell, Idaho, at the hour of 8:00 o'clock P. M. on the 20th day of December,
1954 for the transaction of all business in connection with the following objects Discussion to be held
with Caldwell Plumbers on changes to the present Plumbing Code., which object was submitted to each of the
undersigned in writinge

Upon Roll Call the following C ouncilmen answered present: Fran Blomquist, L. E, Burrell, Adolph
Eggers, Ernest Weick, and J. M. Bettis. Absent: L. P. Eldredge.
The Mayor informed the Council the meeting was called to meet with the Plumbers's Committee and
discuss proposed changes to the present Plumbing Code.
Proposed changes to the Caldwell Plumbing Code were presented to the Mayor and Council by the
Plumbing Committee and the City Building Inspector.
These changes were disclfssed by the Mayor and Council, also, the 19$2 Uniform Plumbing Code.
Thereupon the Mayor suggested the Plumbing Committee study the Uniform Plumbing Code and the
changes to the Caldwell Code as recommended by the Building Inspector and meet with the Council at the
next regular Council Venting for further discussion.
The City Engineer reported that he had checked the petition filed with the Mayor and Council
petitioning the creation of a Local Improvement District for the purpose of constructing curbs and gutters
and oiling on Colorado Avenue between Grant Street and Ash Street, and found that less than sixty percent
(60 %) of the property owners within the District had signed the petition.
The City Clerk was instructed to notify the petitioners of the City Engineer's report.
Applications for Beer Licenses were read from Brink's and Frank Maenaka, the fee accompanying
each application•
Moved by Blomquist, seconded by Burrell that these Licenses be granted.
Upon Roll Call it appeared the motion was unanimously carried.
Application for Beer License was read from Edward D. Raberer, the fee accompanying the applicatiu
Moved by Blomquist, seconded by Weick that this License be granted upon approval of the Chief of
Police.
Upon Roll Call it appeared the motion was unanimously carried.
Application for Liquor License was read from Frank Maenaka, the fee accompanying the application.
Moved by Weick, seconded by Eggers that this License be granted.
Upon Roll Call it appeared the motion was unanimously carried.
It was recommended by the City Engineer that Don Baird, Building Inspector attend the Pacific
Coast Building Officials Conference.
Moved by Blomquist, seconded by Burrell that Don Baird, Building Inspector be authorized to attend
the Pacific Coast Building Officials Conference to be held January 3 to 7, at Pullman Washington.
Upon Roll Call it appeared the motion was unanimously carried.
Councilman Bettis stated Garber Motor Co., had requested a curb cut. This was taken under ad—
visement.
The City Clerk was instructed to check the last.payaent made to Wm Johnston by the city under
to s contract.
