M. 0 Council met in regular session persuant to adjournment of December 10, 1928, with Mayor bunlap presiding and Councilmen DAVIS, DUTTON, HOFFMAN, JACKSON, MCCONNEL AND =ORD, PRESENT. ABSENT: NONE. Mayor Dunlap called attention of the Council that the wrecking crew, dismant- ling the Boise Valley Traction Company track was operating a steam locomotive and care over the streets of Caldwell without ,permission of the Council. Geo. B. Doane, owner and J. L. Eberly , Attorney was present and explained their position in the matter to the .wyor and oounoil. It was understood and agreed that it would require four or five days to complete the work of dismantling the railroad with one round trip each day with the train. And further, that all the poles in the sidewalks within 4he paved district would be out off even with the ground, and that all the street decorations would be placed in regular position by the said wrecking crew. Council met in regular session persuant to adjournment of December 12, 1928, with mayor Dunlap presiding and Councilmen DAVIS, DUTTON, HOFFMAN, JACKSON, MCCONNEL AND MMOORD, PRESENT. ABSENT: NONE. J. H. Lowell repre sent ingf-theuallege of Idaho, appeared before the Council asking that the City cancel all General City Taxes assessed against the 40 acre tract or land lying on the north side of Cleveland Boulevard apposite the College Gampus. That it was the desire of the College to acquire title to this land and thus improve it from time to time. It was voted on motion of Roffman, seconded by Davis, that the matter be taken under consideration, Thos. E. Buckner appeared before the Council, asking the city to grant permis- sion be given the Gem State Transit Company to park Buses on the Northwest corner of Arthur Street and Seventh Avenue The matter was discussed at some length and the following bills regarding the matter was presented. BILL NO. 28, BY DUTTON, jNTITLED "AN ORDINANCE GIVING TO THE GEM STATE TRANSIT I COMPANY, A CORPORATION, AND ITS ASSIGNS, CERTAIN RIGHTS WITH RESPECT TO OPERATION OF STAGE LINES AND STAGE DEPOT, AND PROVIDING FOR PARKING IN CONNECTION THEREWITH: PROHIB- ITING THE SUE OF CERTAIN PARKING SPACES BY PRIVATE CONVEYANCES AN D. PROVIDING A PENALTY FOR THE VIOLATION HEREOF ", WAS READ FIRST TIME. BILL NO. 29, BY DUTTON, ENTITLED "AN ORDINANCE PROHIBITING THE USE OF CERTAIN STREETS, SIDEWALKS AND CURBS IN CONNECTION WITH PARKING, LOADING AND UNLOADING BY STAGES AND BUSSES AND REGULATING THE USE OF THE STREETS, SIDEWALKS AND CURBS BY THE SAME; AND PROVIDING FOR A PENALTY FOR A VIOLATION HEREOF ", was read for the first time. SaG Frank E. Meek presented a statement showing the amount of City general and Speo Taxes delinquent on the American Legion lots, and asked for an adjustment. The matter was referred to Hoffman and Davis. Also, the tax adjustment asked for by the College of Idaho, as abovs referred to was referred to the same committee, Hoffman and bavis. Councilman laumford called attention to the Oounoil of the possibility of vaoati: the Park property in order to get a reduction of irrigation taxes. The matter was re- ferred to =mford and MoOonnel to prepare a list of all Park property in order to determi: just what iota and block should be vacated. The mayor appointed as Caldwell LGUniaipal Airport Commission as follows., Councilmen Numford and Dutton, and Jose n. Gowen and n'rank ff. Roberts. It was voted on motion of ldacuonnel, seconded by Dutton, that the appointment of Ueldwell ,Municipal Airport Commission be confirmed. It wads voted on motion of 20UOnnel, seconded by Dutton, that the city rebate all General City Taxes now delinquent on the 40 acre treat as asked for by the dollege of Idah Reports of the Gity Treasurer, City Clerk, Sexton, Tourist Park and Gasoline Record was read and ordered filed. A motion was made by M ord, seconded by Dutton, that the rules requiring a bill to be reed on three separate days be suspended, and that Bill No. 25 be read the third time in full and placed on its final passage. The Olerk was directed to oa ;l the roll with the following result: AYES: DAVIS, DUTTON ,HCFF1UN, JACKSON AND MUMFORD. NAYES: NONE. ABSENT: MCCONNEL. Thereupon the .Idayor declared the motion carried by the necessary 3/4 majority. On the question as put by the Mayor, "Shall Bill No. 25 Pass "? After Bill no. 25 was read the third time in full section by Section. The Mayor directed the Ulerk to call the roll with the following result: I _AYES: DAVIS, DUTTON, HOFFMAN, JACKSON AND MWORD. NAYES: NONE: ABSENT: MCCONNEL. Thereupon the Mayor declared the motion oartied and Bill No. 25 now became Ordinance No. 460, and the Mayor and Clerk signed and approved same. The Clerk was directed to cause same to be published in the Ualdwell News- Tribune the official newspaper for the City of Caldwell, Idaho, and record same in the Book of Ordinances. BILL NO. 28, BY DUTTON, WAS READ THE 8g00NIYI'IME IN FULL. A motion was made by Hoffman, seconded by Davis, that the rules requiring a bill to be read on three separate days be suspended and Bill No. 28 be read the third time in full and placed on its fd.nal passage. The ijayor directed the Clerk to Gall the roll with the following result; AYES: DAVIS, DUTTON, HOFI'IW, JACKSON AND MUMFORD. by the necessary 3/4 majority. NAYES: NONE. ABSENT: MCCONNEL. Thereupnn the Mayor declared the motion carried I Bill No. 28 was read the third time in full section by section, and on the question as put by the Mayor "Shall Bill No. 28 Pass "? The Ulerk was directed to call the roll with the following result: AYES: DAVIS, DUTTON, HOFFMAN, JACKSON AND MUMFORD. NAYES: NONE. ABSENT: MCOONNEL. Thereupon the Mayor declared the motion carried and Bill No. 28 now became Ordinance No. 462. The Mayor and Clerk signed and approved same. The Clerk was directed to have said Ordinance published in the Caldwell News- Tribune the official newspaper for the Uity of Caldwell, Idaho, and record same in the Hook of Ordinances. BILL N0. 29, BY DUTTON, was read the second time in full.
