Plowhead, presiding, present, Councilman Dickens, Amos J. Idiller, F. R. Miller, Mitchell,' Sandberg and Ward. City Clerk, S. Ben Dunlap, when the following business was transacted: Agers,,recuestion permission to ride bicycle on sidewalks. Mr. J. H. Ayers, being present, requ -ested that permission to ride bicycles on sidewalks of the City be granted to the Western Union ;lessengers. I resolution, Hospital investment investigation. Councilman Iitchell introduced the following resolution: Resolution. BE IT RL60LVED, That the mayor appoint a committee of three members, at least one of whom shall be a member of the Council, to investigate and secure expert advise as to the advisability of the City of Caldwell acquiring and owning a hospital, and also whether or not the sum of twenty thousand dollars will be sufficient to accomplish such purpose, if so advisable; And that the sum of Fifty dollars be aKpropriated as an expense (— fund for such committee, if needed by it, Also that the Finance Committee and City Clerk prepare and sub- ! mit to the Council a statement of the bonded indebtedness of the City, the amount of annual interest paid thoreon and the rate thereof; the maturity of the present bonds, and such data, including approximate rate of interest at which the City could obtain th,1 funds by issue of bonds, as to the City's financial condition as may assist the Council in determining the amount that the City might be justified in bonding at this time for hospital or other purposes.' Councilman Mitchell moved the adoption of the resolution. This motion was seconded by Councilman Ward. The question being put the Mayor declared the motion carried and the resolution adopted. The 11ayor announced the appointment of Councilman !Jitchell as one member of the Committee authorized by above resolution, and stated that the other two members would be appointed at a later date. Upon suggestion further reading and consideration of Bill No. 11, by Council- r man ;lard, providing for the calling of an election to submit th, cuestion of .issuing i bonds for hospital purposes in the sum of X20,000.00, and of Bill 110. 12, by Council- man Mitchell, providing for calling a special election to submit the question of selling lot numbered 9 of Block numbered 11 Original, was deferred. Fritchman makes offer of legal advise, relative bonds. Mr. Harry K. Fritehman, representing the James N. Weight Company of Denver, Colorado, was present and stated that he desired the opportunity, in the event the City decided to issue bonds, of making the Council a proposition to furnish the legal proceed- ings incident thereto. He advised that in his opinion the City should provide a higher rate of interest than 5 percent. Passage of Bill No. 13 -sewer Bond Jrdinanoe, No. 289. Bill No. 13, by the sewer committee, entitled, "An Ordinance providing for the issuance and sale of coupon bonds of the City of Caldwell, Idaho, in the sum of 61300.00, for the purpose of paying the cost and expense of the local improvement made in 'local Lateral Sewerage Improvement District No. 5 ", etc, was recd the third time and placed on its final passage. The question being shall Bill No. 13, pass? The roll was called and the vote resulted: I Ayea- Dickens, Amos J. Miller F. ii. Miller, Mitchell, Sandberg and Ward -6. IJayes and Absent -None. So Bill No. 13 passed becoming Ordinance number Two Hundred eighty nine (289). II 225 Lots 11 and 12, Block 100 Original and Goandu, released from +xidewalk tag. Upon motion of Councilman Amos J. Riller, seconded I4itchell, the Clerk was instructed to request the tax collector to release lots 11 and 12 of Block 100 Original and Goandu from payment of sidewalk tax erroneously assessed on the 1917 Special Assessment roll. Overpayment to cement contractors referred to clerk. The Clerk was instructed, on motion of :,itchell, to present to the contractors for adjustment the matter of payment which had been made to them as per claim filed for walk abutting lots 11 and 12, Block 100 Original and GDandu. Bill Ido. 14, by Councilman Amos J. driller, entitled, "An Ordinance granting to the Oregon Short Line railroad Company, its successors or assigns, a franchise to construct, operate and maintain a standard gnage railroad track in the alloy between Albany and the right of --ay of the Oregon Short Line Zailroad Company, and between Fourth and :sixth Avenues, and across Fifth Avenue, in the City of Caldwell. Idaho ", wag read for the first time. Passage of Bill 11o. 15- Ordinance No. 290, amending Fire ordinance i1o. 279. Bill Ho. 15, by the Fire Committee, entitled, "An Ordinance amending Ordinance No. 279, entitled, 'An Ordinance providing for the organization and government of the Fire Department, of the City of Caldwell, Idaho, fixing the duties and compensation of its officers and members, prohibiting interderence• "iwith firemen aad fire apparatus in going to, at and returning from fires, providing penalties, ratealing Ordinance No. 122 and all other ordinances and parts of ordinances in conflict with this ordinance, and providing a time for this ordinance to go into force and effect', approved by the mayor on the 6th day of Kay, 1917 ", was read the first time. A motion was made by Councilman Mitchell, seconded Councilman F. ii. Miller, that the rules be suspended and the reading on three separate days be dispensed with, and that Bill No. 15, be read the second time by title, and the third time in full and placed on its final passage. The roll being called on the motion, the vote resulted: Ayes Dickens, Amos J. 11iller, F. R. Isiller, 1.1itchell, Sandberg and Gard -6. Noyes and Absent- ITone. The Mayor declared the motion carried. Bill ido. 15 read the second time by title, Bill Ho. 15 read the third time in full and placed on its final passage. On the question, shall Bill No. 15 pass? Thy; roll being celled, the vote resulted: Ayes- Dickens, Amos J. Miller, F. H. Miller. Llitchell, Sandberg and hard -6. Noyes and absent -None. So Bill No. 15 passed becoming Ordinance No. 290.
