In the course of my study, it is necessary for me to intervi members of the city administration. I therefore re- quest that the City Council annrove this study and signi�y its willingness for mem- bers of the city government to give of their cooperation. This study is not intended for publication and will not be made available outside of the College of Ica'r.o ..ithout the aporo - ,al of the City 'ouneil. It is a purely academic study. Upon boll Call the following Councilmen answered present: E. L. Vassar, Fran Blomquist, Max Luby,;�; a Emile Shorb, L. P. Eldredge and Leland Finley. Mayor EdSimmerman presiding. Also present were Harvey doff, Dr. John Stecher, Clair UJeeks and Stanley Jensen, representing the Caldwell Planning Commission, Mel Bettis, Enock Ogstad, Bob Nichols and Leo Mason, representing the Chamber of Commerce. The route of the Interstate Highway was discussed and it was the consensus of opinion the proposed Interstate Highway should beapproved but consideration should be given to access roads and traffic problems.;'. Mayor Simmerm ezaressed his opinion that we should press for an overnass at Fifth as one con- nection between North and South Caldwell would not be adequate at the present time and in the future would be far less adequate. Councilmen Elredge and Shorb brought to the attention of the Mayor and Council the problems con- fronting north side residents unless adequate crossings of the highway were provided. The City Fngineer recommended the Council aperove the route and request an overpass at Fifth Avenue. The Mayor reque =ted the delegation from the Chamber of Commerce and the Caldwell Planning Commission to retire from the Council and discuss the proposed route and report back to the Council with their recommendations. The Caldwell Planning Commission made the following recommendations to the Council: December 11, 1959. Mayor and City Council City of Caldwell, Idaho Gentlemen: The Caldwell Planning commission recommends the acceptance of the proposed route through Caldwell of the Interstate fll.hway with the Bois Avenue inter- change as shown on Exhibit I of the Boise Valley Route Annalysis. The Caldwell Planning Commission bases it recommendation of the Boise Avenue Interchange upon the future development of a road running in a Southwester- ly direction to connect to a road in the vicinity of Aven Street and +iroort Avenue Junction and eventually to connect with a farm market road to the ION cutoff road and harsing Bridge. The Caldwell Planning Commission strongly recommends an overpass without highway access at 5th street because of safety, fire, ambulance and cross town traffic needs. With the present growth rate of Caldwell projected into 1956 and 1957 the cc vdssion feels that two cross town roads will be iradecuate. Respec- trully, /s/ Harvey 0 Hoff Harvey C. Hoff, Chairman Caldwell Planning Commission The Chamber of Commerce m ?de the following recommendations to the Mayor and Council: TO THE MAYOR Aff COUNCIL Fie, the undersigned members of the Chamber of Commerce Roads Cc mittee, wish to encorse the proposed location, with interchanges on Highway 20 East of Caldwell, at 19th Avenue, and noise Avenue. We feel the Boise Avenue location is bestfor road development in the Western part of Caldwell, to the airport, industrial area, and �imolots, which should be given consideration as a part of this program. We believe the 5th Street over pass would be beneficial to enter -city traffic and should be requested, but not as an uncor.dit.ional demand - -to the extent of forcing the Highway Board to seriously consider a by -pas= of Caldwell. /sl Bob Nicholes Enoch 0 stad Leo J. RESOLUTION By Councilman Finley WHEREAS, The Idaho State Highway Board has renue--ted the Mayor and Council of the City of Cald- well to approve the plan of said Idaho State Highway Board for the route of the proposed Interstate High - f way Board for the route of the proposed Interstate Highway Project near Caldwell, Idaho; and i WIEPEAS, It, anoears to the Mayor and Council of the City of Caldwell that the proposed ro'ite is I` acceptable to the Citr of Caldwell, provided that an overpass at Street, without highway access, be r. included in the overall. plan; NOW, THs%FYOPE, B5 IT RESOLVED: By the Mayor and "ouncil of the City-of C.,ldwell, as follows: Section 1. That the approval of the Mayor and Council of the City of Caldwell is hereby given I II to the proposed route of the pending Interstate Highway Pro!eet, provided that an overpass at 5th Street, without highway acces =, be included in the overall plan. III Section 2. That notice of t:is a— roval:, and a copy of this resolution be sent to the Idaho 1 J 0 State Highway Board by the Clerk of the City of Caldwell. Section 3. That the basis and reasons for the overpass at 5th Street areas follows: 1. Potential growth possibilities of the Canyon Hill area, which could be as high as 100 %. 1 , 2. There is no fire station the North side and that area would have to be served by the fire i station on the South side, using 10th as the only access to it. 3. Ail schools and c=,urohesare r. :k^ South side of the highway. School crossings on 10th tend I to slow down traffic on 10th. i I, There is no shoonorg district on the North side. II 5. The present population of Canyon Hill is about 600 families. 6. Caldwell serves all of the rural area North and last of Canyon Hill and that traffic would have to be served by 10th. 7. If you can justify an overpass in � rural area, we feel that we have every reason to feel that you could justit'y one here in town. b, There is no employment on the North side, which necessitates travel across town to ;et to work. 9. There is an average of more thatn a funeral a day. The cemetery is on the North side of town. l Funeral parlors are on the South side, which necessitates use of loth tor all funerals. 10. Lack of an overpass at 5th would cause congestion not only on 10th Street underpass, but !more so at 10th and Arthur, lOGh and Blaine and 10th and Cleveland. An overpass at 5th would relieve much !of this congestion. it 11. Boise Avenue interchange is hi«hly recoranended, but will not serve any cross -town traffic as there is nothing on the North side in the immediate area, and very little, if any, potential. Upon Roll Call those voting in the offir. ^.ative were: Blomquist, Luby, Shorb, Eldredge and +`irley. 'I Negative: Vassar: Absent and not voting: Nape. Thereupon the Mayor declared the motion carried and the Resolution adopted.
