Plowhead, presiding, present, Councilmen Dickens, Amos J. Miller, F. h. &Idler and a Mitchell. City Clerk, S. Ben Bonlap, when the following business was transacted: Second reading Bill ido. 11- Hospital bond Ordinance. Bill No. 11, by Councilman Ward, entitled, "An Jrdianoe providing for a special bond election of the City of Caldwell, Canyon County, State of Idaho ", etc, was read the second time. Second reading Bill 1d0. 12- Ordinance for sale of lot 9 Bk 11. Bill No. 12, by Councilman Mitchell, entitled, "An Ordinance providing for a special election of the City of Caldwell, Canyon County, State of Idaho, for the purpose of submitting to the qualified electors of said city, the ouestion of authorizing the Mayor and Council to sell and convey lot nine of Block eleven ", etc, was read the second time. Second reading Bill No. 13- Ordinance for sewer bonds. Bill No. 13, by the Sewer Committee, entitled, "An Ordinance providing for the issuance and sale of coupon bonds of the City of Caldwell, Idaho, in the sum of Thirteen Hundred and no/100 Dollars ", etc, was read the second time. Acceptance Ins Poiioy Fire ixuck. Royal Insurance Policy No. A78628 on the Fire Apparatus in the sum of w2700,00, covering from noon December 4t 1917, to noon December 4th., 1918, was presented and on motion of Councilman F. d. hiller, accepted and ordered placed on file. City Treasurer deport for Llovember, 1917. The report of the City Treasurer for the month of ° ovember, 1917, was read and on motion of Councilman F. ii. hiller, accepted and ordered placed on file. Ernst Hospital Offer. Written offer of G. W. Ernst to sell City for hospital site, lots seventeen to twentyfour inclusive, Block 17 Dorman's Addition for the sum of $1900.00 was read. Biseett offer Hospital site. Written offer Lalla Bissett to sell City lots 19 to 22 ino Block 21 Original for the sum of 02800.00, and to sell lots 19 to 24 trio. the same block for 03800.00 was read. Report Of COMittee appointed to appraise lot 9, Bk 11. The written report of Messrs, 1 77. P. Lyon, Chas S. Doan and Henry Zsh on the appraisement of lot nine of block oleven original in the sum of $1100.00, was read. It was voted on motion of Councilman P. it. Dtiller, that the report be accepted and that the City Council hereby extends a vote of thanks to members of Committee for their attention to the matter. Communication from American Defense Soceity and Aput of 0. W. Van Dayn to circulate petition. Communication from Defense Sooeity of liew York under date of November 22, 1917, requesting that a committee be appointed by the City authorities to circulate a petition urging Congree to pas's laws imposing punishment upon all persons and organizations responsible for Pro German activities and disloyal utterances against the government, was read. In compliance with the request the '°ayor appointed Hon. 0. Ia. Van Dgvn, Chairman County Defense organization. 223 Report of Councilman F. c. Miller on findings of special city auditors. Councilman F. B. LYi.11er, Cashier Western National Bank, and Chairman of the Finance Committee of the City Council, to whom had been referred the report of the special City Auditors, which report was filed October 8th., 1917, reported that he had investigated the findings of the auditors, by checking them with the City's books; that he had found the City's books to be in excellent shape; and the system of bookkeeping and accounting as used in the various City offices to be efficient and modern in every respect. He stated that during the period covered by the audit, it had developed,upon er_amination of the report thereof that the Jity Clerk had made two slight errors, namely, had transferred the sum of $664.64 to the General Paving Bond winking Fund which should have gone to the credit of the City Hall Bond Linking Rand, and had failed to credit the Bond and Interest Fund with the sum of X130.00, paid by the City Treasurer for interest. Ur. Miller stated that the clerk since the filing of the report had made proper entries to correct errors as made by him. =relative that portion of the report effecting the City lireLsnrerls books, Mr. Biller stated that in this office a few slight errors hod accumulated during the two years period covered by the audit, some funds being long a few cents, while others were short a few cents, in no case exceeding $3,37. Councilman siiller recommended that in view of the.c.bove findings and that careful and conscientious attention has been given to their duties by both the City Clerk and Treasurer, and that it is admitted by the auditors, "That it will be readily seen that all the receipts were distributed to the funds according to the determination of the City Clerk and the total of all moneys roe -ived have been duly deposited with your City Treasurer ", that there be no changes made in the system of keeping the City'o records excepting as to such recommendations as may be made by the officials themselves. Acoeptance and approval of report of Councilman Miller on Audit. It was voted on motion of Councilman Uitbhell, seconded Councilman Dickens, that the report of Councilman Miller on the findings of the audit be accepted and approved. Matter of safe for records of City Treasurer. In the matter of securing a safe for the records of City Treasurer, Councilman F. B. Miller reported that the Committee had received two offers, one for $172.00 and one for 6140.00 and that the City could trade its vault door in on either deal for *60.00. Upon motion of Councilman Amos J. Miller the matter was left in the hands of the committee with power to act. Adjornment. Be further business appearing before the meeting it was voted on motion of Councilman F. R. Miller, that council adjorn until ning, December 17th., 1917, at 8 o'clock.
