HomeMy WebLinkAbout1915-12-09city council minutes-33- Council Chamber, of Caldwell, Idaho, December 9, 1915, a Council meet in regular Session pursuant to adjornment with Mayor Fred C. Boyes, presiding, present Councilmen Ackley, Dement,. Forbes, Harrington and Hayman, S. Ben Dunlap, Clerk, when the following business was transacted: Mrs. H. W. Stone and Mine Lou Adams appeared on behalf of the local Chapter of the D. A. R. and presented the plans of the organization for the erection of a marker on the "Oregon Trail" in the Canyon Hill Cemetery. They stated that the funds available, were insufficient for this purpose and that as the landmark was situated on City property its historical value would warrant the City in financially co-operating in the undertaking. They stated that $75.00 in addition to the funds on hand for this purpose would erect a suitable marker. It was voted upon motion of Forbes that the request of the ladies be granted and that a warrant be ordered drawn on the Cemetery fund in favor of the local D. A. R. Chapter in the sum of $75.00, when the bill for the erection of the marker should become payable. Mr. S. X..Hurtt appeared with a complaint that the water meter, through which be received water,, was serving two residences, his own and another, and that he had been requested by the water department to install another meter. He stated that he thought the request unjust as he owned the meter and considered the other party should be compelled to install the near meter. The matter was referred to the Water Committee and Superintendent for investigation. County Commissioner Adams appeared and stated that in the event the City contemplated sanding the streets, arrangements might be made with the County to take over those applicants whom the county were compelled to give work under the Bowman Bill, whereby the county would be relieved from going to this extra expense and the City would be enabled to secure the Same amount of work at a less expense as the State paid one half of the wages of .the men employed under the provisions of the above mentioned law. The matter was referred to the City Attorney for investigation. Mr. H. M. Steetle appeared making verbal protest against the 1915 nuisance assessment levied on lots 12 to 17 inclusive, block 26 Dorman's Addition, stating that the charge was unjust as no work was done by the City. The Mayor made a few remarks relative to the valuable assistance rendered by Mr. Lilly as a City official and expressed the regrets of the administration and the citizens in general over loosing Mr. Lilly from the Council. The appointment by the Mayor of Mr. Charles Sanberg as Councilman from the first ward to fill out the unexpired term of Fred Lilly, wan then read. It was voted upon motion of Harrington, seconded Dement, that the appointment be confirmed. Councilman Dement expressed his appreciation of the services rendered by Mr. Lilly and made a motion that the Council extend to Mr. Lilly a vote of thanks for his efforts and achievements as a City official. The motion was seconded by Harrington and carried unamiously. -34- The following communication was then read. Caldwell, Idaho, December 9th., 1915. Gentlemene In pursuance to the authority in me vested and deeming it for the best interest of the City at this time because of the change in the City Council, caused by the removal from the First Ward of former Councilman Fred Lilly and the necessity of an appointment to fill the said vacancy, I present for your consideration the following change in the standing committees of the City Council. Finance Committee H. H. Hayman Street Committee J. H. Forbes Water Committee Fred Harrington Fire and Building Committee 0. R. Ackley Park Committee J. A. Dement Jr. Cemetery Committee Charles Sanberg Said change if adopted to take effect Monday December 13th., 1915. It was voted upon motion of gayman that the Committee appointments as a whole be confirmed. Councilman Forbes stated that Mr. Whitney had made a proposition to remove the dirt from the streets, twice a week, for the cum of $15.00 per month.
