Moved by Eggers, seconded by Burrell that Don Baird, Building Inspector, be authorised to attent
the Pacific Coast Building Officials Conference to be held at Pullman, Washington, December 2nd, 3rd and
4th. Notion carried.
A report on sanitary conditions was made by C. J. Hammond, Deputy Sanitary Ins Pee tar for the
month of Octabar.
Moved by Blomquist, seconded by Burrell that the Mayor and Councilman Bettis attend the
American C9unicipal Association Congress to be held at New Orleans, Louisiana 29th, thru December
2nd.
.Upon Roll Call it appeared the motion was unanimously carried.
Pete Hammons of the King Brown Gardens was present and petitioned the Council to open Main
Street between 14th and 15th Avenues.
This matter was referred to Councilman Bettis.
There being no further business to come before the Council it was moved by Councilman Blomquist,
seconded by Councilman. Motion carried.

Eggers, Ernest Weick, J. M. Bettis and L. P. Eldredge. Absent. None.
The Bills for November were read and on motion by Blomquist, seconded by Eggers that these Bills
be allowed, and warrants ordered drawn for the various amounts all of which had been approved by the Finance
Committee., Motion carried.

Councilman Eggers advised the Mayor and Council the cost of installing a water meter was between

this matter was discussed.

governing the cost of meter installations.

building Inspector, Pon Baird made a report on the Pacific Coast Building Officials Conference
held in Pullman, Washington,
Pdr. 3aird recommended that the City of Caldwell adopt the Uniform Building Code
as approved by
the Pacific Coast Building Officials Conference.
The Mayor appointed Councilmen Bettis and Edgers to investigate this code and report back to
the Connc:l.
A request was presented to vacate Sixth Avenue between Kearney and U. S. Hi –way No PD.
This matter was referred to the City Attorney.

Mr_. Rodman of the Rodman Flying Service advised the Mayor and Council that Mr. Colby Lemon was
cancelling his lease on the Caldwell Murdcinal Airport.
The Mayor requested the City Attorney to contact persons interested in the leasing of the Airport.
J. B. Holden and Wm Glaisyer were present and discussed the matter of increasing insurance
coverage on city property.
The Mayor requested the heads of all departments to have a complete inventory made of their
department
Mayor Jason Smith and Councilman Bettis gave a talk on their trip to the American Municipal
Association Congress held at New Orleans, Louisan .
The Chamber of Commerce reque -ted the City to level Plot 24 of the Industrial Site, also, to
gravel Shaffer street to the dead end. This matter was referred to Councilman Bettis.
There being no further business to come before the Council it was moved by Councilman Bettis,
seconded by Councilman Weick. Moti-m carried.

The Regular Monthly Meeting of the City Council met in the Council Room of the City Hall, with
the President of the Council, Fran Blomquist as Acting Mayor, presiding.
Upon Roll Call the following Councilmen answered present: Fran Blomquist, L. E. Burrell, Adolph
Eggers, Ernest Weick, J. M. Bettis and L. P. Eldredge.
Absent: Mayor Jason C. Smith.

RESOLUTION FIXING ASSESS;,R:NTS OF
THE CALDWELL MUNICIPAL IRP.IGATION SYS'='
FOR THE YEAR 1954.
WHEREAS, this is the time provided by statute for levying an assessment of the necessary funds
operating
for expenses of maintaining,/ Improving, extending and enlarging the water works and system of "The
Caldwell Municipal Irrigation System" for the ensuing calendar year, upon the lands within said "The

Caldwell/ Irrigation System" in accordance with the benefits accruing to such lands by reason of the
operation and maintenance of the works of said irrigation system, and which said assessment shall include
a reasonable sum, not to exceed ten per cent of the total estimate, for anticipated unpaid and delinquent
taxes, and such as may be necessary to retire outstanding warrants, indebtedness, sinking fund, bonds and
interest of said municipal irrigation system, and
WHEREAS, it appearing to the Mayor and City Council of the City of Caldwell, Canyon County,
Idaho that the City Clerk of the City of Caldwell, Carryon County, Idaho, as assessor of such irrigation
system, prior to the second lionday in December of the year 1953, prepared the Assessment Book of said
irrigation system, containing a full and accurate list and description o'_ all the lots, parcels, pieces and
tracts of land lying within the boundaries of such municipal irrigation system, and a list of persons who
own, claim, or have in possession or control thereof, giving the number of acres unplatted in such system,
and the number of lots and blocks in the boundaries of rich system, listed to each of such persons, which
said assessment book is now before the Mayor and City Council, for the purpose of enabling them to fix the
rate of assessment to meet the expenses of maintenance, operation, improving, extending and enlarging said
municipal irrigation system for the ensuing calendar year, including a reasonable sum, not to exceed ten
