So the mutien prevailed. Bill No. 18 read the second Lima by title. Bill No. 18 read the third tuna in full and placed on its final passage. On the question shall Bill No. 18 pass? The roll being called the vote resulted: Ayes - Ackley, Bo;,ne, Harrington, Parker and Steunenberg -5 Vayes -None Absent - Adams -1. So Bill No. 16 passed becoming ordinance No. 248. The street Commissioner stated brat in his opinion this was the time to sand the Boulevard and he suggested that the matter be taken up with the Commercial Club with a view of securing their co- operation. The Mayor was requested to take the matter up with the proper officials. It was voted upon motion of Boone that the clerk ba instructed to release the County Treasurer from collecting the City of Caldwell special taxes assessed against property belonging to the City. Cuurcilmen Parker stated that some additional street lights were badly needed. He was requested to investigate the matter and to rapor•t to the council. The Mayor stated that he had received a complaint fror, the Caldwell Traction Company that the street pavement next to its rails was defective in many places. The matter was referred to the Street Commissioner. Mr. Walter Griffethe appeared in behalf of the citizens residing on Linder Street, with a proposition to sand the said street. He stated that the farmers mere willing to furnish teams and drivers at the rate of $2.00 per day in order to get the.work done at this time. Mr. Griffethe also suggested that the City try to get Cleveland Boulevard sanded in this way, as he belived the farmers in that section were willing to furnish teams and drivers at the same rate, as at this time of year farmers were not busy, and that most of them were willing to work for this sum rather than let their teams be idle, thus helping themselves and the city at the some time. Mr. Henry Griffethe was present and stated that he thought the City could secure single hands to help sand the streets at the rate of $1.25 per day. It was voted upon motion of Ackley that the street Commissioner be instructed to sand the Boulevard, beginning at the corporation limits on the east and continuing to Avon Street. It wee voted upon motion of Adams that the Street Commissioner be instructed to employ teams and drivers at the rate of $2.00 per day and single hands at the rate of $1.25 per day for the purpose of sanding the Boulevard. It was voted upon motion of Adams that the Mayor appoint a committee to interview the County Commissioners with a view of securing their help in sanding Linder Street and other street& and avenues leading into the City. The Mayor appointed Councilmen Ackley, Boone and Adams and Street Commissioner Campbell) The reports of the following officers for the month of November, 1914, were read and upon motion of Adams were approved; Sexton, City Treasurer. Police Judge, Supt. Water Works, City Engineer, City Librarian and City Clerk. It was voted upon motion of Boone that the City Clerk be instructed to Cancel the bond of the American lational Bank as principal and M. J. revere, J. H. Forbes, M. L. Walker and A. W. Porter as surities, in the sum of $20,000.00, dated November 3rd., 1913, and that the said bond be left on file in the office of the City Clerk. A committee composed of J. J. Allison, W. P. Kimbrough, Rev. Sias and Rev. Ewing, appeared relative to the Community Christmas entertainment. The details of the plan were outlined by Mr. Allison, who asked for the support of the Council and Mayor, for 492 s permission to use the streets for the entertainment and also for the help of the City Fireman in decorating the Christmas tree. The requests were granted. I` The following resolution was introduced by Councilman Ackley. RESOLUTION i WHEREAS it is the desire of the people of Caldwell to fully diseemiats the spirit of L the Yuletide in our City and to have a community Christmas tree therein, and WHEREAS it is the desire of the City Council to render all the assistance in their power to give such movement aidj NOW THEREFORE be it resolved by the Mayor and Council of the City of Caldwell that permission to use such street or streets as may be desired for a community Christmas tree or trees be and is hereby granted and all officers of the City are hereby ordered and directed to co- operate with the promoters of such plane. It was voted upon motion of Boone that the resolution be adopted. Councilman Adams suggested that the Community Christmas Committee might like financial help from the City in the undertaking, and upon request of Mr. Allison the Mayor appointed Councilman Adams and Steunenberg to represent the City Council with full power to act, and requested them to meet with the Community Christmas Committee, Friday December 11th., 1914, at 7 :30 o'clock p. m. in the Commercial Club rooms, to help perfect plane for the entertainment. J The Street Commissioner took up the matter of the Street Railroad Company paying its proportion of the expenses of sanding the Boulevard. The matter was discussed by the Council, no action being taken. Insurance Policy No. A 6679, Royal Insurance Company, in the sum of $4,500.00 insuring the fire automobile for one year from December 4th., 1914, was read. It was voted upon motion of Ackley that the same be accepted. It wan voted upon motion of Parker that the City Engineer be instructed to proceed with the proper steps to vacate the lots and alleys in Block Eighty -nine, Mountain View Addition, also any other property in this section that he might deem advisable. The report of Dick Beaty, cement contractor, upon work performed in patching the sidewalks, together with the cost of the same, was read. It was voted upon motion of I L- Adams that the expense of the improvement be charged to the property benefited, except the expense of fixing the walk in front of lot 1•, block 18 .original, and that one half of this cost be paid by the City, as it was largely through the City's fault that the walk in this place was damaged. L The following resolution was introduced by Councilman Boone: RESOLUTION WHEREAS the following described property belongs to the City of Caldwell, Idaho, and is exempt from taxation, and WHEREAS it appears that the same appears to have certain charges against the same as shown on the records of Canyon County, Idaho, and WHEREAS it is not the desire of the City Council of Caldwell that the County Collect 493 the special assessments which are the charges above referred to, NOW THEREFORE, be it resolved by the Mayor and Council of the City of Caldwell, that the tax collector of Canyon County be requested to refrain from collecting taxes upon the following described property and that the Honorable Board of County Commission- ere be requested to cancel all taxes and delinquent taxes against such property which have been assessed against the same since the City of Caldwell has come into possession thereof, the property herein referred to as belonging to the City of Caldwell, is sit- uated within said City and is more particularly described as follows, to wits The lots One (1) and Two (2) of Block Nineteen (19), the Lots Eleven (11) and Twelve (12) of Block Eighteen (18), all in Original Townsite, the Block Twenty Six (26) of Hasbrouck's addition to the City of Caldwell, the Block Seventy (70) of Devers Addition to the City of Caldwell, Idaho, and the lots Twenty One (21) to Twenty four (24) In- clusive of Block Twenty four (24) of Dorman Addition to the City of Caldwell, as the same Nppears on the revised map of the said City of Caldwell now on file in the office of the Recorder of Canyon County, Idaho, and the City Attorney is hereby directed to deliver copies of this resolution to the Board of County Commissioners. It was voted upon motion of Parker that the resolution be adopted. Councilman Parker stated that Mr. W. 0. Parker and John Flynn had requested permie- sion to erect frame buildings within the fire limits. It was voted upon motion of Ackley that the matter be referred to the Fire Committee with power to act. Councilman Parker reported that he had taken up the matter of additional street lights with the light company, and that he would be able to secure some few incandescent lights at points which he indicated. It was voted upon motion of Adams that Councilman Parker be instructed to proceed with the matter and that he be given full power to act.
