Council Chamber, City of Caldwell, Idaho, December 6, 1915, Council meet in regular session with Mayor Fred C. Boyee, preeiding, present, Councilmen Ackley, Dement, Forbes, Harrington and Hayman, 9, Ben Dunlap, Clerk, when the following business was transacted. Messrs. Picard, Miller, Atchison and Momberg appeared with a complaint against those peddlers who are peddling meat within the City limits without a license. It wag voted upon motion of Harrington that the Chief of Police be instructed and authorized to make a thorough investigation of all meat which is peddled in the City and the source from which it comes and if he Pound persona peddling meat which was not produced by the person so peddling, or found the meat to be unsanitary or butchered in an unsanttary way to start prosecution. 0 �7 II I I _29- 0 #I 0 Louie Fong appeared and stated that he had done considerable sanding and repair work on the street leading to the Chineese gardens at an expense of about 050.00, not including the work done by himself in the above amount, in reliance on an agreement with the City officials to stand part of the expense and he asked the City for reimbursement'for that portion of the cost which the City was to pay. The matter wee referred to the Street Committee. Mr. E. H. Plowhead appeared and submitted to the Council an offer to sell Block 14 of Dorman's Addition to the City of Caldwell. He stated that title in this property was vested in Fred Orate and the Commercial Bank and that because of cir- cumstanees it would be necessary for the owners to sell the property as quickly as possible, but before putting the same on the market he desired to suggest to the Council the favorable location and advantages of the block for municipal purposes. He called attention to the fact that the said block was the only block left intact, conveniently located with reference to the center of population. He also called attention to the advisability of anticipating the needs of the future in this respect and the results of shortsightedness along this line by a number of growing cities of this locality. He named some of the uses for which the City could put the property and stated that the owners would make a price of 04,000.00 to the City for the block and that terms could be arranged for the payment thereof. He asked the Council to take the matter under consideration. The minutes of the sessions held during the month of November, 1915, were read and it was voted upon motion of Dement that the same be approved. Mr. Henry Griffeths appeared protesting against the 1915 assessments for sprinkling on lots 3 to 10 inclusive of block 51 Caldwell Original. The City Engineer stated that the assessment was an erroneous one as no sprinkling was done in front of this property. It was voted upon motion of Harrington, seconded Dement that the assessments against lots 3 to 10 inclusive of Block 51 original for sprinkling be rebated to the owner. Mr. Griffethe also made protest in behalf of Mrs Sarchet, the owner, against the 1915 sidewalk assessment on lot 24, block 11, Original, claiming that the assessment had not been levied according to law. It was voted upon motion of Ackley that the matter of the sidewalk assessment be referred to the City Attorney for report at the next meeting. The following bills which had been O.S'd by the Finance Committee, were read, and it was voted upon motion of Ackley, seconded Dement, that the same be allowed and warrants be ordered drawn on the various funds in payment of the same as followee S. Sexton, City Librarian, City Clerk, Police Judge, City Engineer, Street Superintendent, City Treasurer and Superintendent of Water Works. The report of the City i t Treasurer for the quarter ending October lot., 1915, was also read. It was voted upon motion of Hayman, seconded Ackley, that the reports be accepted. Councilmen Hayman for the Finance Committee submitted a verbal report showing the expenditures of the various departments of the City as compared with the appropriations therefor for the past six months. Street Commissioner Campbell called attention to the sidewalk on south Kimball Street beyound the top of the hill, stating that the some was in bad condition and should be replaced at once. He also stated that the people in this aection would like to have an arc light placed on the top of the hill. In the matter of sanding the streets the Commissioner stated that in his opinion this was an opportune time to begin the work and that the people living contiguous to Montana Avenue had offered to donate twenty days work toward the sanding of that Avenue. The Street Commissioner reported that as per agreement with County Commissioner Adams be had furnished lumber to cover the bridge over the P411ye canal near the old Dlle ranch and that the county was to bear the expense of covering the same. In the matter of the condition of the drainage pipe and bridge on Logan Street over the drainage ditch the Commissioner reported that the same had been washed out, through faulty construction of the work and that a difference 'of opinion had arisen between the Government engineer and the City officials as to whose duty it was to repair the same. The matter was referred to the City attorney for opinion. The protest of Robert Farrar under date of November 10, 1915 against the weed cutting tax on -lots 23 and 24 block 63 original and against late 1 and 2 block 12 original in the sum of 42.40, claiming that no weeds were'eut, was read. The protest of Edgar Meek under date of December 4, 1915 against the nuisance assessment on block 29 Fair Acres in the sum of $2.00 and against the assessment for repairing sidewalks on block 101, in the sum of $2.10, was read. A letter was read from the local D. A. R. Chapter, stating that they were going to erect a marker on the "Oregon Trail" in the Cemetery and asking the Council for aid in the purchasing of a granite seat for that purpose. The matter was taken under advisement. Royal Insurance Company Limited of Liverpool polioy No. A 8685, insuring the City automobile for 1 year from December 4, 1915, in the sum of $3501 premium @$87.50, was read. It was voted upon motion of Dement that the Water Superintendent be authorized to purchase necessary -tools for his department to the sum of $25.00 or #30.00.
