As there was no one the Mayor declared that the meeting would continua as outlined. OLD BUSINESS NEW BUSINESS Before starting with the regular meeting, the iiayor tl all members of the City Council for the support given him while he was in the hospital, (CONSIDERATIOM OF RETURNING TO TWO MONTHLY EVENING MEF-'TI A N1O,'T, The mayor stated that he would like for the City Council to consider having the Regular City Council Meetings on the first Tuesday of the month and the third Tuesday of: the month and eliminate the two noon --eetings. it seemed like there was some meetings that were not necessary -'alcely duo to the lack of items on the Agenda. The Mayor f2it that the Council members spent enough time working for the City without having to come down to the City Ball for a meeting that only haJ, a Coup]'.e Of items. The Mayor further said that he did talk WO Councilwoman Mallea that afternoon and she suggested that th? The City Council discussed that they would follow this Sep how it would- 'x'ork out. Mr. Swallow stated that the Chaiber looking for possi'bilitie's for sites to move the Chamber of Commerce office. One of th�� sites under consideration was an area Earth of the interstate, "'i Book 25 Page 260 location close to the Interstate would be of tremendous advantage to the City of Caldwell in that it would wring people off the Interstate into a Visitor Information Center. The (;aycr spoi:e at some length with .regard to this possibility stating that the economy at this time designated tourism as the number two in the State of Idaho which doesn't do you any good unless you can get access to it. Since Caldwell was the Gate City to the State of Idaho, the City should have an opportunity to take advantage of trying to get the tourists off the Interstate and into a Tourist Information. Center. If the City could cooperate with the Chamber of Commerce based on a lease basis where the City could provide a piece of property to them such as something in the vicinity of Luby Park, it would be an advantage to the Chamber and to the City. The Mayor asked the _ Council members to please give this serious consideration as what the Council's action was tonight c.Tould make a big difference as to the decision made by the Chamber of Commerce. Mr. Swallow further said that the proposal had not been presented to the membership as yet, but he would as]- for some Support from the City Council before doing so. Thera was several sites looked at; one was at Luby Parl: an:.'i the other at J.C. Park. They were looking at a 1,500 square foot building including a conference room, restrooms, tourist information which would have phones. The Chamber was planning to be open seven days a week since the R.S.V.P. had agreed to Help out during the off hours. After_ discussion, it was' MOVED by Mallea, SI,COHDED b y 'Norman that the City Council consider cooperating with the Chamber of Commerce in plans towards a Tourist Information Booth and a lease towards a now Chamber of Commerce building. NOTION CARRIED (COMMITTEE REPORTS) Councilwoman Mallea informed the City Council that the Water Department had some accounts that were overdue and the Department requested that the Council take action to have the accounts turned over to a collection agency_ MOVED by mallea, S> CONDir-D by Carter that the accounts submitted by the .eater Department be turned over to the collection agency. M©TI031 CARRIED Councilman Carter reported that there was an Airport Commission meeting on Monday. The F.A.A. planner from Seattle was present and also Steve Iiosack, who they home to have do the study for the Airport. Another meeting would be held the first of January. The F.A.A. planner says that the City can ex, ?ect the F.A.A. grant for the study to be here sometime in the next fifteen days. The Airport Commission also wanted to s•aL ar.ate the creed control lease from the 713 Lease with MIr. McKay. The Commission was not sure if they needed to go through a bid ;process or what the :procedure would be. The City :Engineer assured Councilman Carter that he would look into this and report back to him as soon as ,possible. Councilman Norman stated that the new Stadium Board -net, but due to illness there was not a quorum present. He did appreciate their attitude and felt that a lot of good things would come of it. Councilman Raymond said that he had no reports, but he did want to report that he had talked to the train master with regard to the crossing on Fourth Street. He told hip that they were delayed on their project, but there seemed to be more activity since he had tal;ced with him. The Council. should be made aware if there was going to be long term blocking of the City streets. Book 25 Page 261 councilman aymGn aiso informed the Council that there was to be a special recognition of the new owner of tlhs Ho1ic`,aY. h would ask t1ne Mayor to write a letter for this cccasion which was to be held on December 12th. Councilman Cowl-as stated that 'n2 wouldi like to compliment the street Department and the Parks and Recreation Department for the tree l ighting , 2'.lso , ha wants to comanent t 1.ort'n 111inois looke�' �reat and the striping - was straight. Councilwoman Marcus amid that she would like to thank the 'Project 101 for encouraging the lighting for downtown Caldwell businesses. The luTinarius was postponed duo to 5�,-°ath2r, but will be held this coming Friday. Anyone who woul(l care to help would ba greatly appreciata-d. Councilwoman Marcus stated that she would also like to compliment Civitans and R.S.V.P. for their assistance - with mango - wcr for tha Caldwell. Community Caring Truck that was parked dcwntown and will ba there all wee!- She would urge people to bring non-perishable foe donations there. Also, Councilwo:, ­;a?_ - cus requested that the Mayor see if he could got rid of the ten minutes parking signs in front A the old city Hall. she felt that shoppers might care to use this parking area. CIA Y 0 P ®, The Mayor informed the slit, Council that he would like to instigate a mosquito control District for the , ,ext year. !,Ie nFi talked to the City of 2 oise and they do this through the Health Department. The mosquito problem in Caldwell was becoming vary bad and something must be , about it. The '. also said Ina had a fun item to inform the City Council. 11c an. jim Oates have been working on a program to have a sister city. It happens that j, R. Simplot Company has a plant on the Eastern seaboard of the United States - PraE. Isle, Maine. it has a population of 11,500 and it was extremely picturesque an the people great, The Mayor stated that !-,,a would like to - ,)r�­pare a care package to se-nd to tinam and for the Council members to be thinking of this. The Mayor also stated that the Parade was going very nicely and the entires were coming in. (APP,R')V, OF BEER 2' t',DQUOR LICE ' RENE The City Clerk presented the following renewal licenses for approval by the City Council: Kelystone Pizza, Do Acuse Tavern, Caldwell Bowl, American Petroleum, Scott's Ice, Cald 1 Hospital, Elks Club, Great Western Pizza, Pizza Hut, M anO X Market, and El Gringo.
