U)On Roll Call the following Councilman answered presents Wm Glaisyer, John Myers, Fran Blomquist,
Dale Fenrich and J. M. Bettis, Absents L. E. Burrell.
The Mayor informed the Council the meeting was called to take up the matter of Social Security
I for City Employees.
i; This matter was thoroughly discussed by the Mayor and Council.
Whereupon Council Myers moved that the necessary steps be taken to provide Social Security for
City huployees, this motion was seconded by Councilman Glaisyer.

There being no further business to come before the Council it was mobed by Councilman Fenrich,
seconded by Councilman Myers that Council adjourn. Motioncarried.

which was read for the First time and the council proceeded to a consideration of Bill No A. It •.vas moved
by Councilman Bettis, seconded by Councilman Fenrich that the rules requiring that the reading of a Bill
! on three separate days be suspended and Bill No 14, be read the mecond time by title and the third time in
full section by section and placed on the final passage. The Mayor directed the Clerk to call the roll on
the above motion with the following result- Thosevoting in the affirmative were: Glaisyer, Myers. Burrell
Blomquist, Fenrich and Bettis. Negative- None. Absent and not voting: None. The Mayor declared the
motion had passed by the necessary three - fourths majority and directed the Clerk to read "ill No 14, the se-
cond time by title and the third time in full section by section. The Clerl read the Bill as directed.
The question being "Shall Bill No 13 pass ?" The Mayor directed the Clerk to call the roll on the above
question which resulted as fcllowst Those voting in the affirmative weret Glaisyer, Burrell, Myers,
Blomquist, Fenrich and Bettis. Negative: None. Absent and not votings None.
Thereupon the Mayor declared Bill No 1L, had passed and the Mayor in open session of the Council
duly signed and approved the Bill and the Clerk duly signed and attested the same which became Ordinance
No 763. The Mayor directed the Clerk to mace proper entry of the same and to cause Ordinance No 763 to be,
published in the Caldwell News - Tribune the official newspaper of the City of Caldwell, Idaho.
The Bills for November were -ead and on motion by Glaisyer, seconded by Fenrich that these bills
be allowed and warrants ordered drawn for the varloua amounts all of which had been approved by the Finance
Committee. Motion carried.

Thereupon Councilman Blomquist introduced Bill No 16, emtitled:

which was read for the first time and the Council proceeded to a consideration of Bill No 16. It was moved
by gouncilman Fenrich, seconded by Councilman Burrell that the rules requiring that the reading of a Bill on
three separate days be suspended and Bill No 16, be read the second time by title and the third time in
full section by section and placed on the final passage. The Mayor directed the Clerk to call the roll on

The Mayor read the following letter from the President of the College of Idaho%

Dear Mayor Mason:
The College of Idaho would like to enter into a lease arrangement for the
utilization of Curtis Park.
It is wl understanding that this property is now in disuse and that the City has no
plans for its utilization. I trust that the City Council will look with favor on the
opportunity to enhance the prestige of The College of Idaho, and consequently of the
City of Caldwell, by me" this property available, possibly on a dollar -a -year basis,
ae a biological science laboratory. Here our excellent and expanding Division of Science
could conduct problem- experiments on animals, birds and plants. Here they could collect
much of the material necessary for student study andeoperimentation. Here, too, actual
classwork could be conducted in ornithology, ecology, botany, and the like.
I should make it clear that for maximum value such a science laboratory must of necessity
remain as near the natural state as possible. Consequently, the College would contemplate
the absolute minimum of interference with nature. There would be no destruction of either
plant of animal life, no building, nor any other use of the property which would interfere
with its present state.
The addition of .such a sanctuary would not only strengthen the educational program of the
College{ it would also provide a mecca for residents of the valley who have an interest in
such matters. The Boise Valley Natural History Society, for example, would undoubtedly
find such a laboratory of very great interest.

The City Attorney informed the Mayor and Council that according to law Curtis Park could not be
leased without the consent of the citizens of Caldwell.
Thereupon it was ncved by Councilman Burrell, seconded by Councilman Bettis that permission be
given the College of Idaho to use Curtis Park as a Biological Science Laboratory, provided, this would in
no way interfer with the publicis use of the park.
Upon doll Call it appeared the motion was unanimously carried.

WHEREAS, it appears to the best advantage of the City of Caldwell to enter into an Agreement with
the State of Idaho, Department of Highways for the reconstruction of U. S. No 20 and U. S. No 30 within
and adjacent to the City Limits of the City of Caldwell,
