Moved by Blomquist, seconded by Burrell that this resignation be accepted.
Upon Roll Call it appeared the motion was unanimously carried.
Thereupon the Mayor announced the appointment of Keith Judd to be Chief of Police.
Moved by Bettia, seconded by Blomquist that this appointment be confirmed.
Upon Roll Call it appeared the motion was unanimously carried.
The Mayor stated this was the time set for the second and third reading of Bill No 30. It was
moved by Weick, seconded by Blomquist that the rules requiring that the reading of a Bill on three-separate
days be suspended and Bill No 30, be read the second time by title and the third time in full section by
section and placed on the final passage. The Mayor directed the Clerk to call the Roll on the above
motion vd th the following result: Those voting in the affirmative werer Blomquist, Burrell, Myers,Weick,
Fenrich and Bettis. Negativer \[one. Absent and not voting: None. The Mayor declared the motion had
passed by the necessary three - fourths majority and directed the Clerk to read Bill No 30, the -secm d time
by title and the third time in full section by section. The Clerk read the Bill as directed. The question
being 'Shall Bill No 30 pass ? The Mayor directed the Clerk to call the roll on the above question which
resulted as followas Those voting in the affirmative werer None. Negatives Blomquist, Burrell, Elvers,
Weick, Fenrich and Bettis. Absent and not voting: None. Thereupon the Mayor declared Bill No 30, had
not passed.
Council Bettis recommended that a plat be made of that area in the north -east corner of the

Airport between Airport Road and the National Guard buildings.
This matter was referred to the City Engineer.
There being no further business to come before the Council, it was mobed toy Councilman Bettis,
seconded by Councilman Flyers that Council adjourn. Motion carried.

The Regular Monthly Meeting of the City Council met in the Council Rooms of the City Hall, vd th
Fran Blomquist President of the Council, as Acting Mayor presiding.
Absent Mayor Jason C. Smith.
Upon Roll Call the following Councilmen answered presents Fran Blomquist, L. E. Burrell, John
Myers, Ernest Weick, Dale Fenrich and J. M. Bettis.
Applications for Beer Licenses were read from H. C. Looney, The Tavern, Richard Hancock, the fee
accompanying each application.
Moved by Burrell, seconded by Myers that these Licenses be granted.
Upon Roll Call it appeared the motion was unanimously carried.
Application for Card License was readfrom Wilson Beer & Lunch, the fee accompanying the aoolicat.
Moved by Burrell, seconded by Myers that this License be granted.
Upon Roll Call it appeared the motion was unanimously carried.
Application for Liquor License was read from The Tavern, the fee accompanying the application.
Moved by Burrell, seconded by Mayers that this License be granted.
Applications for Punch Board Licenses were readfrom Richard Hancock, H. C. Looney, the fee ac-
companying each application.
Moved by Burrell, seconded by Myers that these Licenses be granted.
Upon Roll Call it appeared the motion was unanimously carried.

Dean Miller, representing the Caldwell Ice & Cold Storage Co., was present and discussed With
the Council the stacking of scrap iron on property owned by Joel Stone and located near the Caldwell Ice
and Cold Storage Co..

The status of wredking yards and junk yards under the ordinance was discussed.
Whereupon the Acting Mayor appointed the following committee to investigate this matter and
report back to the Councils Councilmen: Burrell, Bettis, Fenrich and Weick and Building Inspector Bryan
Harding.
Keith Judd, Chief of Police informed the Council the Pool Halls in Caldwell were violating the
state law by allowing play on Sunday.
The.Chief of Police was instructed to notify Pool Hall operators to cease play on Sunday, also,
abide by City Ordinance regarding age of players.
Mr. Rodman of the Rodman Flying Service requested permission to sub -lease his interests in the
Caldwell Municipal Airport to Colby Lemmons.
This matter was thoroughly discussed with Mr. Rodman.
Whereupon Councilman Wars, moved that Mr. Rodman be given permission to sub -lease to Colby
Lemmons and that the City waive rent from January.l, 1953 to April 1st, 1953. This motion was duly
seconded by Councilman Burrell.
Upon Roll Call it appeared the motion was unanimously carried.
A petition was presented to the Council petitioning the opening of Poplar Street from College
Avenue to Colorado Avenue.
This petition was referred.'tb: City Engineer with instructions to investigate andxeport
back to the Council.
Councilman Bettis advised the Council that the Sixth Avenue bridge across Indian Creek was in
a dangerous condition for heavy travel.
The Council discussed the covering over of Indian Creek from Seventh to Sixth. This would
open Blaine Street which is closed between Seventh and Sixth. No action was taken.
This being the time set for the second reading of Bill -No 31, the Acting Mayor instructed the
Clerk to read Bill No. 31, the second time by title.
A petition was presented to the Acting Mayor and Council by Hazel Watkins Milliken petitioning
the cancellation of certain delinquent sprinkling and tree spraying taxes on the following described
propertye
Lots Ond (1), Two (2) and Three (3) of Block Sixty One (61) of the Original
Town.of.Caldwell, according to.the official plat thereof now on file and
of record in the office of the Recorder of Canyon County, Idaho.
Moved by Weick, seconded by Burrell.that this petition be denied.
Upon Roll Call it appeared the motion was unanimously carried.
The Bills for November were read and on motion by Bettis, seconded by Myers that these Bills be
allowed and warrants ordered drawn for the various amounts all of which had been approved by the Finance
Committee.

- A RESOLUTION AUTHORIZING AND DIRECTING THE CITY TREASURER OF THE CITY OF CALDWELL, TO
PURCHASE
BONDS
'OF LOCAL IMPROVEMENT DISTRICT NO.
19, OF THE CITY OF CALDWELL, CANYON COUNTY, IDAHO, FROM
THE CEMETERY
LOT PERPETUAL
CARE FUND.

WHEREAS, pursuant to Ordinance No. 803 of the City of Caldwell, Idaho, bonds of Local Improveipent
District # 19 of the City of Caldwell, Idaho were authorized to the sum of $ 24,829.68 to be dated December
1, 1952, to bear interest at the rate of five per cent (5 %) per annum, said interest to be payable in semi
annual installments; and
WHEREAS, it is necessary to sell bonds in order to pay the expenses of construction of sewers,
ditches, drains, conduits, and channels for sanitary and drainage purposes, with outlets, cesspools, man—
holes, catch basins, flush tanks, and septic tanks in the said Local Improvement district; and
WHEREAS, said bonds have been advertised for sale, said sale to be effected 8:00 o'clock P. M.
December 1, 1952; and
WHEREAS, there was one bid for the purchase of $ 11,000.00 of these bonds; and
WHEREAS, the Cemetery Lot Perpetual Care Fund has assests in excess of $ 13,829,68, which appears
to be to the bt.st interest of the City of Caldwell to be invested in said Local Improvement District bonds;
and
WHEREAS, it was the desire of the City of Caldwell, Idaho tc purchase said bonds as is investment
for the Cemetery Lot Perpetual Care Fund now, therefore,
BE IT RESOLVED by the Mayor and Council of the City of Caldwell, Idaho;
Section 1. That bonds of Local Improvement District No 19, of the City of Caldwell, Idaho, in
the am of $ 13,829.68 be, and thhe same are hereby sold to the Cemetery Lot Perpetual Care Fund of the
city.
Section 2. That the Treasurer of the City of Caldwell, Idaho is hereby authorized to draw a
warrant upon the Cemetery Lot Perpetual Care Fund in the amount of $ 13,829.68 for the purchase of bonds
of Local Improvement District No 19 of the said City, and to use the proceeds from the sale of said bonds
in the payment of expenses of construction and oi.herwise arising under Local Improvement District No 19
of the City of Caldwell, and creating any necessary special fund for the disburing of this money to defray
the costs of said improvement district.
Moved by Fenrich, seconded bJ Weick that this resolution be adopted.
Upon Roll Call it appeared the motion was unanimously carried.
There being no further business to come before the Council, it was moved by Councilman Myers,
secot+ded by "ouncilman Blomquist that Council adjourn. Motion carried.
