SPECIAL MEETING
November 29, 1979
3:00 p.m.
The Special Meeting was called to order by Mayor Pasley.
(PUBLIC HEARING REGARDING COMMUNITY DEVELOPMENT GRANT)
The Mayor declared the Meeting open for a Public Hearing with regard
to the application for the Urban Development Grant to extend water
and sewer Southeast of town to an area zoned Industrial and Commercial
with some Residential area being covered.
The Mayor explained that the applicant must publish a notice ten
days prior to each Public Hearing in easily readable type in the
nonlegal section of newspapers of general circulation, including
minority and non - English language newspapers of general circulation
where they exist. Such notices shall indicate the date, time, place
and procedures of the hearing and topics to be considered. The
applicant also shall make reasonable efforts to provide the notices
in the form of press re]' .eases, to the neighborhood newspapers or
periodicals serving low and moderate income neighborhoods. The
applicant shall hold at least two kinds of Public Hearings prior to
the submission of the application: (1) To obtain views and proposals
of citizens at the initial stage of application development on
community development and housing needs and priorities and to obtain
comments on the applicant's community development performance, and
(2) To obtain views of citizens on the proposed application prior
to submission of the application to A -95 clearinghouses.
The Mayor stated that obviously the requirement was not made to
handle the kind of application that the City was applying for. He
further commented that there was good attendance at the Public
Hearings for the Rehabilitation Grant that was applied for and there
was a lot of public input. He also said that the City had two letters
of commitment; one from Mr. Edmark for three and a half million
dollars over a four year period employing about 200 people. The
other one from Mr. Edmark was for $250,000.00 with employment
opportunities for thirty -five people. Another letter was submitted
by Duane Wolfe for five million dollars with eventual employment of
1,200 people.
The Mayor further said that he had a letter from the County Assessor
stating that the revenue to the City of Caldwell would be quite
beneficial. The extension of the City Limits would add the value
of $879,000.00 to the City as of now before additional construction.
The information presently available shows some of the near future
construction would add approximately another twenty million dollars
in value. The prospective job situation would be enhanced; between
1,100 and 1,200 jobs.
All of this information would be sent to John Bonham, Director of
Community Planning and Development, in Portland, Oregon, with a cover
letter.
Dick Winder was recognized and stated that he was the Chairman of
the Industrial Committee of the Chamber of Commerce. IIe further
said that without the extension of the sewer and water facilities
that were proposed to be: developed as a result of this Grant, that this
area could not be developed to its highest and best use; nor, in his
opinion, could any properties be developed even in the manner that
people would like to have them developed. He felt it was very
crucial to certain parcels to just get the initial development done
and over the long run, without the extension of these facilities,
there would be a very large area of Caldwell that could not be put
on the tax rolls. He believed that not only the Commercial and
Industrial areas would suffer without this extension, but also the
Residential development which was to the benefit of the employees.
Many of the Residential developments that will come into being in this
area will be directly related to the extension of this sewer and
water project. He was certainly in favor of this project coming
about.

Duane. Wolfe was recognized and stated that he was speaking as an
owner of land requesting annexation. There was various projects
outlined to be developed in the area and those projects will not take
place without the extension of the sewer lines out into this
property. Without the sewer lines, these developments will not
take place. So :Car as the City was concerned, the extension of
the sewer lines out into this area will not only offer opportunity
for development of that land, but would also open up the land
contiguous to the thirty -eight acres mentioned in his letter. This
would be another forty acres that also has plans for development.
He could not see development happening in these areas without the
development of the sewer lines. IIe was very anxious to see the
sewer extension out into this area.
The Mayor stated that the area that would be developed would be
from Linden to Laster Lane which was approximately two miles of
undeveloped area.
Rand Lindley from Ida -Ore was recognized and stated that he felt
that with all the other projects that the District was representing
this year, that this was probably, in his estimation, not only the
most worthwhile but would benefit not only the City, but also the
residents. It was for the betterment of everyone. The land was not
suitable for development without the extension of the sewer lines.
The Mayor further stated that the Economic Development Agency gave
it number one priority.
Since there was no one else to testify before the Public Hearing,
the Mayor declared the (-Tearing closed.
