Page 231 The roll of the City Council was called with the following Council members present: Gamboa, Dakan, Carter, McCluskey, and Banks. Absent: Williams. (EASTEP PROPERTY and MATSUMOTO PROPERTY - NEW AIRPORT) The Mayor explained that the City Attorney was asking that the City Council consider the purchase of the Walter Eastep property at the new airport site at a price which he has negotiated with the Easteps attorney. The City Attorney stated that he had met with the Easteps and that they had agreed to accept the sum of $45,000 for their property. Mr. Tunnicliff explained that he then told them he would meet with the Mayor and the City Council to see if this price was agreeable to them. Mr. Tunnicliff said that he was satisfied that the City cannot get the property from the Easteps at any less than $45,000 and that he would recommend that the City Council approve this amount. MOVED by Dakan, SECONDED by Gamboa that the City Attorney be authorized to offer to the Walter Easteps the sum of $45,000 for their property at the new airport site. MOTION CARRIED The Mayor asked the City Attorney if he felt there should be any action taken on the Vinson property 'at this time. The City Attorney stated that there was no reason to take action at this time. There was still negotiations at that time particularly in regard to the fact that the value of their property would diminish with the airport being built there. The City Attorney went on to discuss the property belonging to the Matsumotos which together with the Vinson property was.the only piece of property left to acquire. Mr. Tunnicliff explained the negotiations as they had transpired up to that time. He stated that it looked as if it would go to court and if so, the City would possibly lose more money with court costs than if they paid Matsumotos the price they were asking now. Also, the courts might judge in favor of Matsumoto which would endanger the prospects of the new airport being built at all. The Matsumotos were at that point considering a figure between $345,000 and $365,000 and would call the City Attorney the next day as to their feelings. It was the City Attorney's and'the Mayor's recommendation that the City offer Matsumotos $345,000 for their land which would include everything. There would be enough money out of the sale of the old airport to cover this extra amount. MOVED by Gamboa, SECONDED by Dakan 'that the City Attorney be authorized to negotiate with the Matsumotos up to $365,000 which would include everything and also to continue to negotiate for a lower figure if possible. MOTION CARRIED (PARKS AND RECREATION DIRECTOR DISCUSSION) The Mayor explained that this was the third meeting that the subject of the Parks and Recreation Director was discussed. Book 16 Page 232 The Mayor was asked after the last meeting to draft a job description for Art Collins that would accomplish what the City Council had in mind. The Mayor did this and then gave it to George Tavares who returned it with no change in the job description. Mr Tavares agreed that to follow this job description this year would be fine, but that perhaps some changes should be made at a later time. Mr. Tavares stated that the members of the Parks and Recreation Board favored a combination job. The job description for Art Collins was as follows: TITLE: PARTS AND RECREATION DIRECTOR - CITY OF CALDWELL DUTIES: PARKS: 1. Represent Caldwell at out of town meetings which are authorized by City Council concerning Parks and Recreation. 2. Take care of reservations for Park band shell. 3. Schedule and supervise "Spring Fling" at Memorial Park. All other Park supervision will be handled by Mayor. DUTIES: RECREATION DEPARTMENT: In charge of all City recreation activities except golf. 1. Prepare budget requests. 2. Work with Recreation Board to develop City Recreation Program and determine what activities will be scheduled. a) Prepare schedules. b) Secure officials and instructors. c) Arrange for collection of fees. d) Operate swimming pool and hire necessary personnel. 3. Provide Park Superintendent with schedule of all activities on park playgrounds so watering and mowing can be built around those schedules. 4. Meet regularly with Park and Recreation Board. 5. Eliminate all paper work except what is in advance approved by Mayor. Printing of schedules is hereby approved. Publicity releases concerning Recreation Program hereby authorized. To generally supervise, operate, manage, coordinate and handle the Recreation Program of the City of Caldwell, with very limited specific responsibilities in the Park Department. Book 16 Page 233 MOVED by McCluskey, SECONDED by Banks that the City Council accept this job description with the request that the Parks and Recreation Director complete the preliminary draft of the Comprehensive Plan and present to the Planning Commission by the first of the year. MOTION CARRIED (AUTHORIZE LETTER SENT TO UNION ORGANIZING COMMITTEE - FIRE DEPT) MOVED by McCluskey, SECONDED by Banks that the City Council accept a proposed letter composed by the Mayor for presentation to the Fire Department.
