The Meeting was called to order by Council President Jack
Raymond. The Council President requested that everyone stand and
give the Pledge of Allegiance to the Flag.
The Roll of the City Council was called with the following
members present: Raymond, L. Carter, J. Carter, Mallea, and
Cowles. Absent: Bettis.
(AUDIENCE PARTICIPATION)
As there was no one from the audience who cared to bring anything
before the City Counci.l', the Council President stated that he
would start with the item on Agenda referring to Golf Fees
for 1984, until the Mayor arrived.
(APPROVAL OF GOLF FEES FOR 1984)
Councilman L. Carter reported that he had attended the Golf Board
meeting the day before and was requested by the Board to bring
their recommendation to the City Council regarding fees for the
coming year. The only fees that were raised was the full -time
college students from $100.00 to $150.00 for a season ticket.
All the other fees were to remain the same for the coming year.
However, this year the sales tctx will have to be paid on all
fees.
MOVED by L. Carter, SECONDED by J. Carter that the Golf Fees for
the coming year of 1984 be approved as recommended by the Golf
Board.
Councilwoman Mallea questioned as to what the fee was for high
school students. Councilman Les Carter said that up to eighteen
years of age to play on both courses was $50.00 for a season
ticket.
Council President Raymond then asked for a vote on the motion as
made.
MOTION CARRIED
(APPROVAL OF BEER LICENSE RENEWALS)
The City Clerk presented three beer license renewals for approval
by the City Council at this time.. They were for M & W Market,
The Elks, and the Pizza Hut. The Clerk reminded the Council that
it would be necessary to approve these renewals as they were
received.
MOVED by Mallea, SECONDED by Cowles that approval be given for
the renewal of the Beer Licenses as presented.
MOTION CARRIED
The Clerk noted that the Mayor had arrived and also Councilman Betts
and were counted as being present.
(Y.A.A.C. APPOINTMENTS)
The Mayor stated that the Young Adult Advisory Commission made
the following recommendations for appointment to the Commission:
Lloyd Bair, Robert Casados, and Sheila Leishman. The Mayor made
the recommendation that these three people be appointed to the
Commission.
MOVED by Raymond, SECONDED by Cowles that Lloyd Bair, Robert
Casados, and Sheila Leishman be appointed to the Young Adult
Advisory Commission as recommended by the Mayor.

(LETTER REGARDING JAIL FEES)

The Mayor said that all members of the City Council did receive a
copy of this letter. This was the proposition from Richard
Harris that the City was to pay for anything that comes under a
City Ordinance and all D.U.I. charges. The Mayor further stated
that, in his opinion, this was completely unsatisfactory as the
D.U.I. was the problem.
The Mayor further informed the Council that the Port of Hope
reported that thus far they have had only three people that were
recommended to the program since the law went into affect. The
intent of the law was to take people that had a problem with
alcohol, which involved a number of those arrested, and recommend
them to an agency for help. There was to be a meeting at the
College in December with regard to this problem. The Port of
Hope and the Salvation Army were working together with one of the
finest plans the Mayor had ever seen for alcohol rehabilitation.
The Council discussed this item at some length determining that
they would like an opinion from the City Attorney as to the
City's options. The Mayor also informed the Council that if the
City's Attorney along with Sandpoint's and Pocatello's City
Attorneys jointly requested an opinion from the Attorney General,
he felt that some direction could be given to the Cities. The
Council agreed to not take any action at this time and to pursue
the - issue with the City Attorney for some direction.
(DISCUSSION REGARDING CHRISTMAS ACTIVITIES)
The Mayor informed the City Council that he would like for the
Council to have a float in the Christmas Parade, but after
discussion it was decided that they would use the jury from the
Red Eye Pete ceremoney in the Parade for a City float and the
Council would not have one of their own. The Mayor also stated
that he was going to have a prize this year for residential and
business decorations and would like for the Council to be the
Judges.
(COMMITTEE REPORTS)
Councilwoman Mallea reminded the Council of the Friends of the
Library luncheon on Monday at the Elks. Councilman L. Carter
pointed out that the minutes stated that this was to be December
20th, when it should have been November 28th. Councilwoman
Mallea also reported that she attended the Johansen hearing and
the validity of the City's search warrants was upheld. She also
congratulated the Press for the coverage of the Red Eyed Pete
Burial.
Councilman L. Carter reported that he attended the meeting with
the Senior Citizens the day before. On December 9th the Seniors
were going to be awarded a $6,000 grant for the Center from the
Whittenberger Foundation. There was two important events coming
up; December 20th and the 22nd that the City Council would be
invited to. Councilman Carter advised the Council members to
keep the two dates in mind.
Councilman Betts stated that he would like to have included on
the next Agenda a discussion regarding the vacation schedule for
the employees. Councilwoman Mallea pointed out that they did
have a special meeting regarding this matter, but several of the
Council people did not attend. Therefore, no decision was
reached. Councilman Betts suggested that another meeting be
scheduled and after discussion it was decided that they would
meet for lunch on December 30th. Councilman Raymond stated that
he would check into having it at Diane's and let the Council
members know for sure.

The Mayor reported that Jack Bennett from Cable TV was in to see
him just before the meeting. They taped the Red Eyed Pete Burial
and would be showing it in conjunction with the Parade some time
in the near future.
The Mayor also informed the Council that the Chamber of Commerce
was working on retail promotion and if any of the Council had
suggestions, they would be welcome.
Councilman Raymond stated that if any of the Council members had
items they would like to have considered before the end of the
year to please let him know.
There being no further business, the Meeting was adjourned at
12:40 p.m.
