Mayor City Clerk _ COUNCIL CHiaBERS, NOVEMBER 22, 1934. iII A Special Meeting of the City Council met on Call of the Mayor, with the Mayor, E. L. Vassar, presiding. On Roll Call the following Councilmen answered present: Edgar L. Oakes, W. S. Boynton, C. E. Bales, G. W. Montgomery, G. M. Fenrich, and W.R. Hollingsworth. Absent: None. The Mayor informed the Council that this meeting was called to take up unfinished usinesa. The City Clerk read a letter from B.W.Rlae asking the City to lay a pipe line f rom the Allison.proporty to his property. The Council decided that if Mr. Rice would rnish the pipe City would put in the line. The Clerk read a letter from the Idaho Municipal Officers—Association stating t hat a two day program would be held in Twin Falls on December 5th and 6th. Moved-by 'Oakes,, seconded by Hollingsworth that the 625.00 assessment be paid and t hat the Mayor and one Councilman be authorized to represent the Chty at this meeting. Lion carried. Mr. R. K. Beatty appeared before the Council and presented plans for a new pump Ouse at the park. Moved by Boynton, seconded by Oakes that the plans be accepted. Motion carried. Cc;unellmen Hollingsworth presented a list of uncollectable water bills and asked t hat they be charged off the water book. Moved by by Montgomery, seconded by Oakes that these bills be charged off and the ames and amounts entered in the minutes. Motion carried. The,Mayor and City Council, all being familiar and having studied the - proposed plans presented in thee Bove resolution, a motion was made by Hollingsworth, and seconded by Fenrich, that the Mayor and City Council approve the above resolution and recommend to the Bureau of highways of the State of Idaho, that a survey be made of the proposed plan and if approved by the State Highway Department, that construction be commenced as early as possible. The motion was voted upon, and the number. favoring the resolution were seven. The number opposing the resolution were none. "That, Highway US -30 entering Caldwell at the east city limits and continuing along in a northwesterly direction on Cleveland Boulevard to Kimball Avenue: Be continued along Cleveland Boulevard northwesterly from Kimball Avenue, intersecting and crossing Aven Street near first or second street, thence I i continuing in a northerly direction, crossing the Union Pacific Railroad, either with an overhead crossing, or an underpass near the west City limits of Caldwell, thence cross the Boise River and eons at with Highway US -30 at, or near the resent p junction of Highway US -30 and State Highway No. 18. It was moved by Montgomery, seconded by Hollingsworth that the rules requiring that the reading of a Bill on three separate days be suspended and that Bi ;l No. 3 be read the second time by title and the third time in full, section by section and placed on is final passage. The Mayor directed the Clerk to call the roll on the motion with follow ng results: Those votin4in the affirmative were: Oakes, Bales, Boynton, Hollingsworth, Montgomery, and Fenrich. Those voting in the negativ6: None. Absent and not voting: gone. The Mayor declared the motion had passed by the Necessary three- foutths majority and iirected the Clerk to read Bill No. 3, the second time by title and the third time in full section by section. The Clerk read the bill as directed. Ther question then being "Shall Bill No. 3. pass ? ". The Mayor directed the Clerk: to call the roll on the above question, Ahich resulted as follows: Those voting in the affirmative were; Oakes, Bales, Boynton, iollingsworth, Montgomery and Fenrich. Those opposed; None. Absent and not wotimg, None. Chereupon, the Mayor declared Bill No. 3, had passed, and the Mayor in open sea sion of the Souncil duly signed and approved the Bill, and the Clerk duly signed and attested the same Rhich became Ordinance No. 515. The Mayor directed the Clerk to make proper entry of the tame and .to cause Ordinance No. 515 to be published in the Caldwell -News Tribune, the tffieial - newspaper of the City of Caldwell, Idaho. • The City Engineer presented an% application from the Idaho Meat Producers Lssociathon for a building permit. Moved by Fenrich, seconded by Hollingsworth that the Building Inspector be author. .zed to issue this permit. Motion carried.
